Structure, governance and management
Goveming document
The Group's governing documents are those of The Scout Association. They consist of a
Royal Charter, which in turn gives authority to the Bye Laws of the Association and The
Policy, Organisation and Rules of The Scoul Association.
How the charity is constituted
The Group is a trust established under its rules which are common to all Scouts.
Trustee selection methods
The Trustees are appointed in accordance with the Policy, Organisalion and Rules of Thè
Scout Association.
Organisational Structure
The Group is managéd by th8 Gr￿p Executive Committee, Ihe members of which are the
'Charity Trustees, of the Scout Group which is an educational charity. As charty trustees
they are responsible for ccfflplying with legislation aPpI￿able to charit16s. This includes the
r8gistralion, keeping proper accounts and making returns to the Charty Commission as
appropriats.
The Committee consists of 3 independent representatives, Chair, Treasurer and Secretary
together with the Group Scout Leader, individual section leaders and parents,
representation Irf any) and meets every 2 to 3 months.
This Group Executive Committee exists to support the Group Scout Leader ￿ rr￿tIng the
responsibilrf(ies of Ihe appointments and is responsible for:
- The maintenance of Group property.,
- The raising of funds and the adminislration of Group finanGe;
- The insurance of persons, prop8rty and equipment.
Group public occasions.
- Assisting in Ihe recruitment of leaders and other adult support.,
- Appointing any sub committees that may be required.
Appointing Group Adrrinistrators and Advisors othar than Ihose who are elect8d.
Risk and Internal Control
The group has in place systems of intérnal contrds that are designed to provide reasonable
assurance against material mismanagement (Y bss. these include 2 signatories for all
paymènts and comprehensive insuranc8 p￿￿1&s to ensure that insurable risks are
covered.

Objectives and activities
Summary of Ihe objectives of Ihe ¢haYity
The objectives of the group are as a unit of the Scout Assfxiation.
The Aim of The Scout Association i8 to promote the development of young peop18 in
achieving their full physical, intellectual, social and spiritual potentiaLs, as individua&, as
responsible citizens and as members of their local, national and internatK)nal communities.
The method of achieving the Aim of the Association is by providing an enjoyable and
attractive scheme of progrèsswe training, basod on the Scout Promise and Law and guided
by adutt leadership.
Summary of the main activities in relation to these objects
The annual programme includes a wide variety of actThiities selected to help our members
develop skills, knowledge, confidence and friendships as they grow from young indivKJuals
to become young adults. Activities include
Camping and outdoor survival skills.
- Outdoor actbvities such as hiking, canoeing and rock climbing-
Games and sporting activities-
- Arts and crafts.,
First aid and safety training.,
Learning life skills leg cooking)
Days out and theatre trips
- Teaching social. community and cultural respect and awareness
Indivtd ual, team and Group challenges
r members are encouraged to become involved in the Itxal communty through taking
part in the local village summer carnival and parading at St Georges Day and at the village
Rememberance Day service.
The programm& provides opportLJnty for members to earn badges to show their
progression and development and members are also encouraged to earn activity badges in
their own time.
Public beneflt
We welcome all young peoplé regardless of personal background, faith, gonder or
circumstances. Inability to pay membership subscriptions will not preclude admittance to
the Scout Group. We will make reasonable adjustments to meet the needs of disabled
persons.
In pLinning our activities the year we kept in mind at our Trustee meetings the Charity
Commission's guidance on Publ￿ benefit.
Volunteers
The Group rel￿S on the assistance of parent helpers to ensure the safety and wellbeing of
its m8mbers during Group activities.

Achievements and performance
Summary of the main achievements in the year
Grou
In what ended up as a Ghallengir)g yéar, the group has Successful￿ delivered another fantastic
programme of activity and events throughout the year. Membership numbers averaged at 76 for
Ihe year with all sections well attènded each week. Tre group continues to receive plenty of
demand and interest from new and prospective members. Our volunteer numbers have also
grown with IJNO new Bèaver Section Assistants and a new Assistant Cub Leader. Two of our
leaders received their kjng service awards (a 10 year and a 15 year award) and our GSL
received his 25 year service award.
In July the Scout BBQ made a return to the village carnival. It was clearly missed as total sales
reached £2,918 with a net profit (split with Explorers) of £1,191. The theme of Ihe village carnival
was 'Childrens Films, We entered a Jungle Book themed 'walking float, into the carnbval
procession which was awarded first in its category.
In September we hekj our annual group camp al Phasels Wood. The camp theme was
'Superhoes and Villains, and around 60 members from all sections created evil lairs, climbed
Spidey mountain and performed other horoic tasks and dastardly deeds.
On a more challenging note, rt was discovered that the entire concrete sub floor throughout the
scout hut had failed. In July we lifted the wooden parquet floor and SCK)n realised the whole
concrete floor needed to be dug out, dug down and replaced. With the fantaslic help from c￿r
volunteers, parents and others in our communty, we were able to break up and dig out th8
exi8ting floor in the main hall and start the process of relaying a new fbor, but it is a signifiGant
project that wll involve removing and replacing most of the interior walls and fittings. The hut was
out of aclion for Ihe whole of the Autumn term and is expectsd to r8main out of use for of
2024.
Beaver séction hi
2023 started with a special visit from a professor of astrophysics from the Open University to help
thé Beavers gain their Space Badge. Beavers also worked towards their Cycling and Creative
badges during the year.
Outdoor adventure was really at the fore in the year wrth kite making land flying), water rockets
and archery on the village green, chip shop hikes. night hikes. dan buikling, road safety. fire
lighling and backwoods cooking.
In May Baavers celebrated the King's coronation with a tea party attended by a few special
guests. Also in May Beavers hèld their own summer camp at Longrove campsite wh￿h included
a special day trip to Whipsnade Zoo. Not long after in June, was the district Beaveree also at
Longrove, which was a chance for group to mix with the other local Beaver sections.

Cub section hi
hts
Community and local awareness was at the heart of the Cubs activities with litter picking on
the village Green, leaf clearing at Whipsnade Tre8 Galhedral, and tree planting at Chuts
Wood on Dunstable Downs.
The Cubs learned Semaphore and used invisibile ink as part of their communication badge.
They also worked towards their naturalist, local knowledge and entertainer badges during
the year
Food was also at the heart lor stomach) of the cubs with 'neeps and tattEs' for Burns nvJht.
pancakes on Pancake Day, and campfire doughnuts at Longrove.
In May, thirteen Cubs wera fortunala to attend a fun-filled water activity day wth Luton Sea
Scouts, including activities such as rafting and kayaking. The Cubs also held ther own
coronation party with a picnic and gamas on Ihe green.
Scout section hi
hts
in Febraury Scouts attended the February Freezer Camp at Paccar Scout Camp. Wjth
temperaturès barely above zero the Scouts had an amazing weekend of ziplines. orate
stacking, abseiling, axe throwing and many many other activities. The event was an instant
favourite among Ihe Scouts. March then again saw another favixjrite event, MonopiAy Run,
competing against 8,000 other Scouts, Guides and Explorers in a live action game of
Monopdy in London.
Summer tsrm saw a vistt from Gargs Animal Encounters giving Scouts the chance meet and
hold a variety of exotic animals such as snakes, lizards, spiders, owls, a skunk, a and many
()thers.
ckntdoor aCtivit￿S included a summer bike rKle, an overnight hike followed by 'charrping' at
Edlesborough church, Lqser tag and a surival camp where Scouts had to make a shelter in
the woods and then sleep in it.
2023 also saw the réturn competiions against the other distr￿ Scout groups comprising of a
district quyz, a district wide game. and the HAT challange, a competition day comprising a
hike and olher challenging teamwork actwitEs.

Financial review
Subscription fees increased to £37 per term which resutted in total subscription fees received of
£8.412. As in the previous year, Njst over ham this am￿nt was paid up to district to cover central
membership fees.
The grft aid claSm received in relation to 2022 donatlons was £1,404. Additional fundraising
generated an addi(K)nal £931 including £646 from a very succesful summer BBQ at the vil￿ge
Carnival. There was also a surplus of around £849 on the various Gamps and additional events
the year as a resuSt of their popuL4rty and high attendance.
The above, and as a result of Setting a very tight budget for the Autumn lemi, meant that from
normal Scouting actThiitps abne {excluding Iloor works} the group had a £2,114 surplus for the
year.
The group faces an enormous finan¢ial challenge as a result of the floor failure in the main hall. The
trustees agree that the entire concrete sub floor of the hut requires digging out and replacing, which
will involve removing internal walLs and frtting and rebuilding. Current estimated total repair costs are
in the reg￿n of £45,000. We have been very fortunate to have received grant fLJndng of £25,425 in
the year Wh￿h, together with the £12,000 of reserve funds set aside for contingency works, put us
li good shape to commence works with Gonfidence. We are hopeful that another £1 Ok of grants
may be awarded in the new year.
The hut works will remain the biggest fwiancial and operatKJnal Challen￿ going into 2024. The cost of
hiring replacement venues puts a drain on our reS￿r¢eS meaning prudent budgeting is required to
ensure the repairs can be c(xnpleted as quickly as possible.
ReseNes pollcy
The Grtyjp's policy on reserves is to hokl SUff￿lent resources to continue the charitable activi1188 of
the group should income and fundraising activthes lall short. The Group Executive Committee
considers that the group should maintsin a sum equwabnt to 12 months running costs IGirGa £50001
in its current account at all trr*s..
The Group also has the responsibilty to maintan the Scout good condition for the benefit of
current and future members.. the Group Executive Committee oi)nsidars r( prudent to carry a
reserve of £3000-£5000 against contingent repairs.
