Trustee Report for the year end&J 31st March 2025
The Jubilee Hall Committee and Seer Green Parish Council, as sole Trustee, present their report
and accounts for the year ended 31 st March 2025 together with the report of the Independent
Examiner.
Introduction
The village hall was originally on Chalfont Road which is when the charity was formulated in
1941. Sadly, it was burnt down and was rebuilt in its cu￿ent location in 1977.
Jubilee Hall was opened on 9th July 1977 by Sir lan Gilmour M.P. Since 1 August 2010 the
council has managed Jubilee Hall in order to retain the facilty for the village, following the
resignation of the previous Village Hall Trustees. In June 2015 Bucks County Council sold the
freehold of the hall and car park to the charity that runs the hall (of which the Parish Council are
sole trustee's).
Objects of tho Charity
The object of the Charity is to maintain a village hall for recreation, training, exercise and
education for the communty in Seer Gr￿n and its immediate vicinity.
The trustees confimi that they have complied with their duty under the Charities Act 2011 to have
regard to the Charity Commission's guidan￿ on public benefrt. During the last year our village
hall has continued to provide a safe, accessible and wellequipped community space for the
benefit of residents in the local area, wrthout distinction.

Organisation Structure
The activiiies of the Charity are govemed by the Jubitee Committee, made up of three elected
Parish Councillors, the Parish Council Clerk, the Bookings Secretary and a current regular village
hirer. This group meets four times a year, plus any extraordinary meetings rf necessary. Day to
day management is delegated to Ihe Hall Manager. Booking Secretary and Hall Chairman
Review of Activities
The Hall is leased during the weekday daytime by Seer Green Church of England Primary School
ft)r 190 days of the year. During the evening tt has regular hirers of the two village choirs, three
gymnastics classes and bridge. It is frequentty hired out at evenings and weekends for a variety of
activities including dan￿ classes. parties. public meetings and a range of social and leisure
activities.
The John Ome room and kitchen is used by Seer Green Preschool during the week but is
available to hire at the weekend or during holidays.
The number of bookings has remained strong during the year, supporting all ages to enjoy the
ability to hire the facilities.
The hall is used at a discounted rate for special village communty events such as the Seer Green
Gardeners Autumn Show, Fun, Food & Firework and Sing into Christmas. The hall committee can
approve a nominal fee for fundraising I non for profft initiatNes by local residents. on a case by
case basis.
The trustees believe that these activities clearty demonstrate how the charity delivers meaningful
public benefit by enhancing community lrfe, supporbng local wellbeing. and ensuring that essential
facilities remain available to the whole village.
During this year the hall received a gift of £613.31 Tn memory of a former committee member and
are holding these funds to spend on a worth while project in the next financial year.
Building Management
The committee regularly review key risks.
Significant risks and mrtigation include:
Health & safety risks: The hall is subject to regular inspections: gas, electric, fire and safety
inspections.
Financial sustainability: Diverse income Sour￿ are maintsined. and a reserves policy is in
place.
Building maintenance.. Maintenance is scheduled regularly during school holidays funds are
available for any emergency repairs needed to manage unexpected issues.
No serious incidents or near-misses V￿re reported during the year.
The Trustees have responsibilty for safeguarding the Hall's Assets and take reasonable steps to
ensure that the building continues to serve as an important part of village lrfe.
Finance
Under the Charities Act 2011, the Trustees are required to maintsin accounting records which
reflect with reasonable accuracy the position of the charity and to prepare for each financial year
statements which give a true and fair view of the charity's financial activities during the year and of
bts financial position at the report date. Seer Green Village Hall reports on 31 St March each year.

applying them consistently. made judgements and estimates that are reasonable and prudent.
followed accounting standards and statements of recommended practice,. and prepared the
accounts on the basis that the charity will continue in operation.

Reserves Policy
It is the trustees, policy to try to maintain six months running costs in unrestrictied cash reserves.
The reserves policy is also intended to ensure the charity can cope with occasional items of
expenditure to maintain or upgrade the Hall. There are three particular examples of possible such
expenditure which the trustees have discussed, they are..

Higher hall maintenance due to 5 year Electrical Installation Condition Report (EICR) and remedial work necessary to meet the current safety standards. Also an upgrade to LED lights in the John Orme room for better long term savings.   Grounds maintenance increase was due to resurfacing of a large area of the car park that deteriorated over winter and the repainting of the car park markings.  There was a saving in gas and electricity due to management system settings 



Independent examlner's report to the trustees of Seer Green Village Hall
I report to the trustees on my examination of the accounts of the Seer Green Village Hall
(the "Trust") for the year ended 31 March 2025.
Respon5ibilitie$ and basis of report
As the charity's trustees you are responsible for the preparation of the aGcounts in
accordance with the requirements of the Charities Act 20111'the Act'l.
I report in réspect of my examination of the Trust's accounts carried out under section
145 of the 2011 Aot and in carrying out my examination I have followed all the
applicable Directions given by the Charity Commission under section 145{Sllb} of the
Act.
Independent examlner's statement
I have completed my examination. I confirm that no material matters have come to my
attention in connection with the examination giving me cause to believe that in any
material respect:
1. Accounting records were not kept in respect of the Charity as required by section
130 of the Act.
2. The accounts do not accord with those records. or
3. The accounts did not comply with the applicable requirements concerningthe
form and content of accounts set out in the Charities (Accounts and Reports)
Regulations 2008 other than any requirement that the accounts give a 'true and
fair, view which is not a matter considered as part of an independent
examination.
I have no concerns and have come across no other matters in connection with the
examination to which attention should be drawn in this report in order to enable a
proper understanding ofthe accounts to be reached.
