The Executiv¢ Committee has an obligation to meet at le•st three times a year (in practise there are nomally sev¢D
m¢¢tings a year) and to w out the ObJ￿ts and mana8¢ the affairs of the County Federation subject to aDy decisions
giv¢n to It by a General Meeting.
Th¢ Executive Committe¢ h&8 the ￿>Wer and obligation to annually appoint a chairnia￿ Vice-chaimjan and
Treasurer from amon8St its memkrs. The Executive Committe¢ also h&s the to apw)int and r¢munerate such
¢mployee5 and agents (not including any of its own members) as it thinks fiL A Sthff Mana8¢m¢nt Committee
onsists of th¢ ChaiThna￿ Victrchairnla￿ Trnsurer and at least two people with exp¢rieDC¢ of staff employment.
The Executiv¢ Committee currently dele8ates the day-ttrthy operntions of the Fedmtion to one part time member of
5t8ff. The m¢mber of staff is responsible for, but is not exCI￿s1ve to, orgttnising fund raising and charitable ev¢nts,
producing promotional material and attendin8 promotional evenL% attending and recording minutes of meetings,
ministrating membership on behalf of Member Clubs and editing and distributing a Federation newslctt¢r that ke¢p8
Member Clubs infornied of Federation business.
The Federation has an obligation to hold an Aonu81 General M¢eting within three months of the terniination of its
financial year. The busin¢ss to be tran5act&J includes thc adoption of an Annual R¢port And Statement of Accounts,
th¢ election of a President And Vice-Presidenrfsl the appointinent of an Ex8mAner and the pr¢sentstion of the Annual
Return of Membership.

Th¥ F¥d#ra(ioD. Iti pur5Ult of its obj¢cts, WDtinues to off•r tr*inin& wci*l xetivitie%. competitions and fun to any
young person who is interested in the countyside and related subjects.
The Member Club& which the Federntion serves. wnsists of members aged from 10 to 28 ahhough the people who
actually help run th¢ ¢lubs are aged from 10 upwards. Each club is restK)nsible for arranging its programme of
events with meetings on a weekly or forthightty basis. The activities, which range greatly, are geared towards the
clubs, objects which are consistent with those of the FeAlerntion. Examples of specific artivities include publi
speakiDgJ qU17zes, fam walk$ craft evenin8% speak¢r8 visits to places of interest and sports. Some of these ar¢
organised by th¢ Federation. Each individu81 memiKr of the FdeTatioD'S Member Clubs hL8 the opportunity to
ompete in County ComFtitions an( subject to wit￿]n& pnyw on to South FA8t AT¢a and National Fin￿5.
The Federation contAnu¢s all year round with its efforts to r8iSe its profil¢ and that of MantrKr Clubs. Signific8nt
drives to raise the profil¢ of Berkshire Young Farniers (Kcurs * Ploughin8 M8tch¢s aThd loc81 Fann Open Days both
of which are oFn to the public. The County Federntion endeavours to SUPF¥)rt Memiw Clubs in und¢rt8kin8 th¢ir
own promotional events.
As ever the Federation ts indebted to the genu05ity of a wide range of and donors. The Federati{￿ valu¢s all
its sponsors and donors T¢gardless of the level of financial c4)ntribution they make. li￿ognItion rnust also be giv¢n to
all the volunteers who have s¢rved the Feder8tion over th¢ pa%t year. The continued existence of the Fedcrntion is v
much dependant upon the voluntary services that associat¢s to the F¢derntion provide.

Rescrves Policy
The restricted funds of th¢ Federation represent th¢ value of cups and trophies and the tA>rd Sieff Fund. The ¢ups and
trophi¢s serve a conttnuing purwse in r¢waryling young members who Ewefit from the Federdtion pursuing its
objects. The restrithd tA)rd Sieff Fund (*e grdnt making p)licy below) is currently managed with a view to making
awards that equate to the doDations and investm¢nt returns that the tnLSt re￿1v¢S. This wlicy will Allow the fund to
continue to exist and allow individu81 members and Member Clubs to IKnefil over a long period of time.
Th¢ Fedmtion's unrestricted fiinds have accumulai¢d over a number of years. These funds ￿ held by the Federation
with a view to maintsining a prudent level of r¢s¢rves that C4)uld be utilis¢d in the event of a bRd opcrnting year.
Grant Making Policy
Th¢ grant making fun¢tion of the Federntion is in the main cLwrdinated from the restricted knd Sieff Fund. The Lord
Sieff Fund may be (and is) onty us¢d to make grants or loans to individual memb¢rs of Member Clubs or to Member
Clubs for specific projects of an educational or peT50nal development nature.
Investment Policy
The Federation's investment ￿￿ets Jrprcscnt amounts invested in COIF Charity Futtds. The intsntion is to D)aintsin or
increase reserve& which the Federation ¢an use to pursue its charitable objec

My examination was carried out in wydanrt with General Directions givcn by the Charxty Commissioners. An
examination includes a review of th¢ accounting rewrds kept by the ch8rity and a comparison of th¢ financial
statemenls pres¢Dted with th05c records. It also includes ¢onsiderntioD of any unusual items or disclosurcs in the
financial statcmenty and seeking explanations frthn the trustees CODcerning any such matters. The pro¢edures
undertaken do not provide all the evidence that would be r4uired in an audiL and consequently I do not cxpress an
audit opinion on the accoutrts.

The 2013 oifice pc was replwi in 2016 with a lapti)p pc. This wag to aid the County
Organiser in being able to fulfil the flexibility of the rol¢ and deliver trainin8. The value given
in th¢ ￿$¢1 list equates to the purchw price less depreciatton to date.. A replacement for the
2016 laptop was purchased during 2024. the value given in th¢ assets list ¢qua*5 to the
purchase price less ￿p￿lation 10 date. Dewe¢i&tion is calculatsl on a less 250/0 annual

In the nornial course of its busine￿ the Federation may enter into IranSa￿ with some of the trustees of the
Federntion. The Federation also receiv￿ inwme frcKn a number of trustees who took part Federation fund ratsing
activities (e.g. 200 Club). The amounts involved neither rnateri￿ to the FedeT8tion or the T￿￿teeS concerned.
