(2) If And Insofar As Any Part Of The Property Specified In Part 2 Of The Schedule Of The Scheme Is Not Required For Use For The Purposes Of The Playing Field In Accordance With The Provisions Of The Conveyance And Trust Deed Dated 5 February 1963 The Same May Be Appropriated And Used For Providing A Village Hall For The Benefit Of The Inhabitants Of The Area Of Benefit.
