This year saw DCCA actively involved in
engaging with service providers to bridge
the gap between users and the public
services. Positive relationships between
various agencies including; Police, Health
and Local Government were built through
partnership work and community
engagement.
The COVID-19 pandemic has
fundamentally shifted the way people can
access their GP practice. Arrangement for
appointments rapidly moved to online
bookings and video and phone
consultations which then left many
disadvantaged groups behind. Many from
the Chinese community did not have the
skills to seek support when needed and
almost all with a language barrier did not
seek help until hospitalisation was
necessary. The Speak For Your Health
project, funded by the Lottery enabled us to
form a good partnership with a local ESOL
college to deliver a bespoke Health English
Language Course for community members
to overcome the burden of full
dependencies when seeking health related
support. It was rewarding to see the
successful outcome of this project being
shared with other BAME groups ie.
Ukrainian Refugees.

Para 1.20 Community tension brought on by Covid-19
lead to a rise in racism towards the
Chinese/East Asian population and DCCA
feared that further associated negativity
may advance the emotional toll on those
already affected by the pandemic. The
OPCC funding enabled us to develop better
relationships between the Police and
community members and helped built better
understanding and confidence when
challenging hate crime. Through working
with the Police, we successfully opened a
first Third Party Crime Reporting Centre for
the Chinese community in Plymouth and
delivered workshops across the region to
raise awareness on hate crime and crime
reporting.
The Chinese community have always
shown hesitancy to crime reporting. Many
often take racial incidents as a part of the
package for being ethnically different. The
mistrust caused by negative experience of
the police service gave reasons for low
crime reporting from this community group.
The workshops helped highlight the
behavioural insight of community members
to improve better relationships with local
police teams and a more accessible form of
crime reporting for those with restricted
English language skills.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended DD / MM / YYYY .

Responsibilities and As the charity trustees, you are responsible for the preparation of the basis of report accounts in accordance with the Charities Act 2011 (“the Act”).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
