**Objects:** TO PROMOTE THE REHABILITATION OF PERSONS IN NECESSITOUS CIRCUMSTANCES BETWEEN THE AGES OF 16 AND 26 YEARS FOUND AND DEEMED HOMELESS IN THE ADMINISTRATED AREA KNOWN AS THE DISTRICT COUNCIL OF KINGSWOOD AND THE SURROUNDING AREAS AND IF APPROVED BY THE MANAGEMENT COMMITTEE FROM ANY OTHER PART OF THE COUNTY OF AVON WHO ARE HOMELESS AND IN NEED OF CARE SUPPORT AND RESETTLEMENT TO ACHIEVE A MORE POSITIVE AND ORDERED MODE OF LIVING BY THE PROVISION OF ACCOMMODATION ADVICE COUNCILLING AND ASSISTANCE TO FIND EMPLOYMENT TRAINING OR FURTHER EDUCATION AND OF OTHER FORMS OF ASSISTANCE WHICH WILL PROMOTE THEIR REHABILITATION AND ENABLE THEM TO GROW TO FULL MATURITY AS INDIVIDUALS AND MEMBERS OF SOCIETY AND TO CO-OPERATE WITH STATUTORY AND VOLUNTARY AGENCIES TO RECEIVE NOTICE FROM SUCH AGENCIES OF HOMELESS PERSONS IN NEED OF ASSISTANCE.
