TRUSTEES’ REPORT FOR THE YEAR ENDED 30[th] JUNE 2023
The trustees are pleased to present their report together with the financial statements for the year ended 30[th] June 2023.
The legal and administrative information previously recorded forms part of this report.
The financial statements comply with the current statutory requirements and the Statement of Recommended Practice – Accounting and Reporting by Charities.
Object of the Trust
The object of the trust is to apply its income for any purpose that is charitable according to the law of England and Wales whether for the benefit of an individual, or any individual group of people or for the benefit of any other organisation established for charitable purposes.
Structure and constitution
The Paddock Wood and District Lions Club Charity Trust Fund is constituted by Deed of Trust and is a registered charity number 298202.
Policies
It is the trust’s policy to work pro-actively towards supporting various local, national and international charitable organisations and causes, although principally for the benefit of residents and community of Paddock Wood and the surrounding area.
The Club follows all the requisite Policies, required by the Charity Commission. The Club follows these policies, in accordance with the specimen policies available from the Lions Multiple District
Organisation
Paddock Wood and District Lions Club has been a member of the International Association of Lions Clubs since 1982. The members of the club are all volunteers who give their time unconditionally and without pay or expenses in support of charitable causes.
The Trust’s affairs are managed by a group of 4 trustees, as per the trust, all nominated trustees are also members of Paddock Wood & District Lions Club. Trustees are elected annually by the members of Paddock Wood & District Lions Club.
Matters are decided by a majority vote of the members present at a regular and advertised Business Meeting, subject to there being a quorum of half of the registered members plus one. (the Chairperson having a casting vote in case of need).
A quorate meeting of the trustees (3), then confirm the action required, after ensuring any matters and/or donations are in accordance with the Trust Deed.
The Club will appoint chairpersons for the under mentioned sub-committees:-

Fund Raising

This committee will discuss, recommend, and, following approval will organise the appropriate Fund Raising Activity.

Community Support and Welfare
-
This committee will receive and discuss all applications for donations (or help in any format), recommend applications to the Business Meeting, and, following approval will arrange for the help to be given.

Carnival
-
This Committee will organise the annual Carnival and Fete held in Paddock Wood on the 2[nd] Saturday in July annually
The chairperson will appoint other Lion Members to their committee, the committees will discuss matters relating to their function, and propose a course of action to the full Business Meeting of the Paddock Wood & District Lions Club. Following confirmation, such matters will be taken forward by that Committee.
Club Fund Raising and other Charitable Activities
During the Summer the Club organised and ran the Paddock Wood Carnival weekend. This included the “Rockin in the Rec” event, a night of music in the open air in St Andrew Fields and the day after the Carnival Procession and Fete.
In addition the Club held the East Peckham 10K Run, the Santa Sleigh and the Easter Egg raffles with the local Pubs and Restaurants selling raffle tickets for the Easter Eggs to their customers.
The Club also held smaller fundraising events such as the Big Band Night event in March 2023.
In addition to supporting local and other good causes the Club, in partnership with Paddock Wood Citizens Advice Centre, continued to support those local residents who were considered “fuel poor” and who were struggling with their fuel bills.
Induction and training of new and existing Trustees
Paddock Wood & District Lions Club avails itself of training facilities provided by the International Association of Lions Clubs, District 105SE, and all the prospective trustees are expected to attend the training sessions organised by the District.
New Trustees, when first elected and existing Trustees are expected to have read the appropriate Charity Commission Booklet (CC3 – The essential trustee: what you need to know). In addition, they must sign the “Trustee Eligibility Declaration”, confirming they are eligible and have understood the duties of their office.
Restrictions
All income and property of the Trust is required to be applied to promoting its objects and is vested in the trustees for this purpose. No part of the Trust shall be applied however without the approval of the board of Paddock Wood & District Lions Club at a business meeting.
Assets
The Club owns various items which are used for its Fund Raising activities, such as a Christmas Sleigh, wooden and metal posts, rolls of rope, second hand tables and chairs etc., but for practical purposes, it is considered their value is “nil”.
Review of Results and Financial Position
The Club raised a net figure of £11,892.98 from its events during the year and received £290.91 in other donations. The Club donated £15,901.65 to good causes during the financial year 2022/23. The accounts appended to this report show the full details of how the funds were generated and donated. Also appended is the report of the Independent Examiner of the accounts.

Future Plans
The members of the Club will continue to uphold the vision of the Lions Club movement by giving their valuable time and effort to serving the local community, and, through Lions Club International appeals, the world.
The members will continue to look for opportunities to raise money for good causes and at the same time organise and manage local community events during the year.
Members will continue to provide the charitable services similar to those described earlier and will seek other opportunities where their services can be offered.
The Club will look at ways to increase its membership. The plan is to increase the number of members so that the Club can be more ambitious as far as the events it runs and the support it can provide.
The trustees will consider applications for financial assistance and will seek suitable opportunities to provide further assistance to the less fortunate in the Community.
Grant-making Policy
It is the policy of the trustees to make grants and donations principally to organisations and individuals resident in Paddock Wood and the District within the defined boundaries although Lions Clubs' projects both national and international are also supported. Wherever possible, the club prefers to support specific projects.
Reserves Policy
It is the current policy of the trustees to maintain separate reserves to finance day to day expenditure and urgent charitable contributions
Risk factors
The trustees have assessed the major risks to which the trust is exposed and are satisfied that systems are in place to mitigate exposure to those risks. The trustees will keep the risks facing the Trust and mitigation measures under review.
Statement of Trustees' Responsibilities
Law applicable to charities in England and Wales requires the trustees to prepare accounts for each financial year on a receipts and payments basis to show its financial position at the year end:-

In preparing accounts, these give a true and fair view, the trustees should also follow best practice and select suitable accounting policies and apply them consistently;

Make judgements and estimates that are reasonable and prudent;

State whether applicable accounting standards and statements of recommended practice have been followed, subject to any departures disclosed and explained in the accounts;

Prepare the accounts on an ongoing concern basis unless it is inappropriate to presume that the charity will continue in operation.

The trustees are responsible for keeping the accounting records that disclose with reasonable accuracy the financial position of the charity and enable them to ensure that the accounts comply with the Charities Act 1993, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed.

They are also responsible for safeguarding the assets of the charity and hence for taking steps for the prevention and detection of fraud and other irregular activities.
