## **1) Trustees Report - Club’s Charity Trust Funds** 

## **TRUSTEES’ REPORT FOR THE YEAR ENDED 30[th] JUNE 2022** 

The trustees are pleased to present their report together with the financial statements for the year ended 30[th] June 2022. 

The legal and administrative information previously recorded forms part of this report. 

The financial statements comply with the current statutory requirements and the Statement of Recommended Practice – Accounting and Reporting by Charities. 

## **Object of the Trust** 

The object of the trust is to apply its income for any purpose that is charitable according to the law of England and Wales whether for the benefit of an individual, or any individual group of people or for the benefit of any other organisation established for charitable purposes. 

## **Structure and constitution** 

The Paddock Wood and District Lions Club Charity Trust Fund is constituted by Deed of Trust and is a registered charity number 298202. 

## **Policies** 

It is the trust’s policy to work pro-actively towards supporting various local, national and international charitable organisations and causes, although principally for the benefit of residents and community of Paddock Wood and the surrounding area. 

The Club follows all the requisite Policies, required by the Charity Commission. The Club follows these policies, in accordance with the specimen policies available from the Lions Multiple District 

## **Organisation** 

Paddock Wood and District Lions Club has been a member of the International Association of Lions Clubs since 1982.  The members of the club are all volunteers who give their time unconditionally and without pay or expenses in support of charitable causes. 

The Trust’s affairs are managed by a group of 4 trustees, as per the trust, all nominated trustees are also members of Paddock Wood & District Lions Club. Trustees are elected annually by the members of Paddock Wood & District Lions Club. 



Matters are decided by a majority vote of the members present at a regular and advertised Business Meeting, subject to there being a quorum of half of the registered members plus one. (the Chairperson having a casting vote in case of need). 

A quorate meeting of the trustees (3), then confirm the action required, after ensuring any matters and/or donations are in accordance with the Trust Deed. 

The Club will appoint chairpersons for the under mentioned sub-committees:- 

- Fund Raising 

   - This committee will discuss, recommend, and, following approval will organise the appropriate Fund Raising Activity. 

- Community Support 

- This committee will receive and discuss all applications for donations (or help in any format), recommend applications to the Business Meeting, and, following approval will arrange for the help to be given. 

- Carnival 

   - This Committee will organise the annual Carnival and Fete held in Paddock Wood on the 2[nd] Saturday in July annually 

The chairperson will appoint other Lion Members to their committee, the committees will discuss matters relating to their function, and propose a course of action to the full Business Meeting of the Paddock Wood & District Lions Club.  Following confirmation, such matters will be taken forward by that Committee. 

## **Club Fund Raising and other Charitable Activities** 

The Covid Pandemic restrictions were eased in 2021 in time for the Club to organise the Carnival and “Rockin in the Rec”. The Club was able to hold the “Rockin in the Rec”, a night of music in the open air in St Andrew Fields and the day after the Carnival Fete took place although without the procession through the High Street which usually precedes the fete. 

All the summer 2020 events including the Summer Carnival and Fete, the “Rockin in the Rec”, the East Peckham 10k Run and the Annual Duck Race had to be cancelled because of COVID so it was a great relief to be able to hold the events in 2021. We had to apply social distancing rules during the events and although the weather wasn’t the kindest the events were a success. 

In addition we were able to hold the East Peckham 10K Run, the Santa Sleigh and the Easter Egg raffles with the local Pubs and Restaurants selling raffle tickets for the Easter Eggs to their newly returned customers. 

With the easing of the restrictions we were also able to hold the Big Band Night event in March 2022 and the monies raised from the evenings raffle were donated to the Club’s Ukraine Relief Fund. 



During the year the Club decided to set up a Winter Fuel fund to support those people who are considered “fuel poor” and are struggling with their fuel bills. The aim was to encourage those older people who were receiving Winter Fuel Allowance but do not need the allowance to donate it to the Winter Fuel Fund for the benefit of those who are struggling with the cost of their fuel. We have set up a partnership with Paddock Wood Citizen Advice who identify the deserving cases and they pass them to us for support. Unfortunately the energy cost crisis has meant that many would-be donors have held off donating to the Fund while they assess their own situations. The Fund has received some generous donations but not as many as anticipated when the Fund was launched. As at 30 June 2022 the Fund’s balance was £1,785 and £640 had been paid out since the Fund was started. 

Also during the year the Club received two large donations. T & B Contractors donated £10,000 to the Club’s Charitable funds and Erme Porte SRL donated the Club £4,400. Both these donations were secured by Lion Steve Mitchell who was working with the donor companies on a large development project. Part of the project funding included donating amounts to local charities. We would like to thank the Companies for their support in nominating the Club to receive the donations. 

## **Induction and training of new and existing Trustees** 

Paddock Wood & District Lions Club avails itself of training facilities provided by the International Association of Lions Clubs, District 105SE, and all the prospective trustees are expected to attend the training sessions organised by the District. 

New Trustees, when first elected and existing Trustees are expected to have read the appropriate Charity Commission Booklet (CC3 – The essential trustee: what you need to know).  In addition, they must sign the “Trustee Eligibility Declaration”, confirming they are eligible and have understood the duties of their office. 

## **Restrictions** 

All income and property of the Trust is required to be applied to promoting its objects and is vested in the trustees for this purpose.  No part of the Trust shall be applied however without the approval of the board of Paddock Wood & District Lions Club at a business meeting. 

## **Assets** 

The Club owns various items which are used for its Fund Raising activities, such as a Christmas Sleigh, wooden and metal posts, rolls of rope, second hand tables and chairs etc., but for practical purposes, it is considered their value is “nil”. 

## **Review of Results and Financial Position** 



The Club raised a net figure of £12,657.86 from its events during the year and received £14,667.73 in donations. We donated £7,104.73 to good causes during the financial year 2021/22. The accounts appended to this report show the full details of how the funds were generated and donated. Also appended is the report of the Independent Examiner of the accounts. 

## **Donations Made** 

Examples of where the Club has donated funds:- 

- Assisting local families with cost of providing school uniforms 

- Supplying food and other household items to Food Banks in the Club's area 

- Towards the purchase of a defibrillator for Lainey's Care Farm 

- Supporting children and families in the Local Community 

- First Aid Training course for 12 participants 

- East Peckham Dementia Friendly Committee - towards running costs of twice monthly Social meetings 

- Towards purchase of  appliances and other furnishings less fortunate residents in the area 

- Supporting the Young Farmers Association local group 

- Towards various Lions Club International worldwide appeals 

- Financial support for persons identified under the Club's Winter Fuel Support project 

## **Future Plans** 

The first thing the members will do is to continue to work within any restrictions of the Coronavirus pandemic and at the same time they will continue to look for opportunities to raise money for good causes. 

Members will continue to provide the charitable services described earlier and will seek other areas where services could be offered. 

The Club will look at ways to increase its membership. It will seek to tap into the new enthusiasm for volunteering created by the restrictions of the pandemic by offering opportunities to service and support the local community. The plan is to increase the number of members so that the Club can be more ambitious as far as the events it runs and the support it provides. 

The trustees will consider applications for financial assistance and will seek suitable opportunities to provide further assistance. 

## **Grant-making Policy** 

It is the policy of the trustees to make grants and donations principally to organisations and individuals resident in Paddock Wood and the District within the defined boundaries although Lions Clubs' projects both national and international are also supported.  Wherever possible, the club prefers to support specific 



projects. 

## **Reserves Policy** 

It is the current policy of the trustees to maintain separate reserves to finance day to day expenditure and urgent charitable contributions 

## **Risk factors** 

The trustees have assessed the major risks to which the trust is exposed and are satisfied that systems are in place to mitigate exposure to those risks. The trustees will keep the risks facing the Trust and mitigation measures under review. 

## **Statement of Trustees' Responsibilities** 

Law applicable to charities in England and Wales requires the trustees to prepare accounts for each financial year on a receipts and payments basis to show its financial position at the year end:- 

1. In preparing accounts, these give a true and fair view, the trustees should also follow best practice and select suitable accounting policies and apply them consistently; 

2. Make judgements and estimates that are reasonable and prudent; 

3. State whether applicable accounting standards and statements of recommended practice have been followed, subject to any departures disclosed and explained in the accounts; 

4. Prepare the accounts on an ongoing concern basis unless it is inappropriate to presume that the charity will continue in operation. 

5. The trustees are responsible for keeping the accounting records that disclose with reasonable accuracy the financial position of the charity and enable them to ensure that the accounts comply with the Charities Act 1993, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. 

6. They are also responsible for safeguarding the assets of the charity and hence for taking steps for the prevention and detection of fraud and other irregular activities.
