The Group’s Name is the 6[th] Torbay (Britannia) Sea Scout Group and Explorer Sea Scout Unit, and it can be contacted at: Britannia Sea Scout Headquarters, South Quay, The Harbour, Paignton, Devon TQ4 6DT.
Constitution & Purpose
The Scout Group is constituted in terms of the Rules of the Scout Association, which is a charitable body incorporated by Royal Charter. The Group is a Registered Charity – Number 298033.
Scout Association `Mission Statement’

Overview of the Groups Sections
Our group sections are open to both girls & boys and consist of two Beaver Scout Colonies, two Cub Scout Packs, a Sea Scout Troop and an Explorer Sea Scout Unit.
Beaver Scouts - 6 to 8 years of age (33 Members)
Beaver Scouts are the youngest section of the Scouting family. Their activities are based around making things, outdoor activities, playing games, going out on visits, investigating nature, listening to stories, learning how to be safe and most importantly, making new friends.
The Beaver Section runs on a two-year rotating program designed to give them the opportunity to complete all the Challenge Activities – and therefore achieve the Chief Scouts Bronze Award. Once a year the Beavers Section hold an Indoor Sleepover event – often giving them the first chance to spend a “Night Away” within Scouting without a Parent (and earn their first Staged Nights Away Badge!)
Cub Scouts - 8 to 10½ years of age (40 Members)
During their time in the Pack, Cub Scouts will get a chance to experience a number of different activities – working towards Challenge Badges and the Chief Scout Silver Award. They are also encouraged to attend Camps and at Cub level it is often the first opportunity to spend a night away camping “under canvas” in a tent.
Our Cub Packs are active within the Torbay District and have taken part in every District organised event, this is in addition to the regular Weekend Camps and Evening Hikes which are planned into the Cub Sections programme. During the Summer months, a number of Sessions (at least every other week) are given over to Water Activities with the Cubs having the opportunity to experience various water activities including Kayaking, Traditional Rafting and Pulling (fixed seat rowing).
Scouts - 10½ to 14 years of age (32 Members)
Scouts take part in a wide range of activities in a programme designed to instill them with “Skills for Life”. The yearly programme is divided into two with the Summer primarily being the “Boating Season focusing on Water Activities and the Winter months spent covering the other aspects of the Scout Programme – working towards Activity and Challenge Badges with the goal of achieving the Chief Scouts Gold Award. The most recent Summer Camp in August 2019 (pre-COVID) was a 9 day trip to Hameln in Germany – giving the Scouts & Explorer Scouts the opportunity to experience an overseas trip, engage with Scouts from a different country. This camp included a mixture of cultural and educational experiences in addition to the normal Scouting related outdoor activities. Throughout the Boating Season, the Scout Section is active on the water almost every week primarily Sailing, Kayaking, Rafting or Pulling (Fixed seat rowing).
- Explorer Scouts 14 to 18 years of age (25 Members)
This section takes part in all Scout section activities (including the Summer Camp) and also encourage participation in the Duke of Edinburgh scheme. Explorers also are able to take part in the young leader scheme where they have opportunity to assist with the younger sections. A number of the Explorer Scouts have been presented with Duke of Edinburgh awards (at Bronze, Silver and Gold levels) in the past 12 Months.
Leadership Team:
At present the Group “Uniformed” Leadership team consists of 16 Warranted Leaders and Assistant Leaders, 17 Section Assistants and 3 Instructors. There is also a Scout Active Support Unit with a team of 12 “Non Uniformed” adults who work behind the scenes assisting in a variety of other areas. There are also a number of Parents registered as “Occasional Helpers” as well as 3 members who hold Executive Committee posts.
RN Recognition
The 6[th] is a Royal Navy Recognised Sea Scout Unit (Number 29). There are around 350 Sea Scout groups and units in the UK and 103 of these are officially recognised by the Royal Navy. The scheme provides assurance of the standards of Scout programme, water activities, administration and ceremonial. The Group was formally inspected by a Lieutenant Commander in March 2018 and retained our “RN Recognised” Status with positive feedback from the Inspecting Officer. The scheduled inspection in 2020 was postponed due to COVID.
Benefits to RN Recognition
RN Sea Scouts wear the RN Recognition badge on their uniforms, fly their RN Recognition pennant with pride and wear a defaced red ensign. The pride of achieving RN recognition is their key motivator. They can use MOD cadet facilities, principally HMS Bristol and the Royal Navy Sailing Centre in Portsmouth. The Combined Cadet Force and Sea Cadet Corps often give spare capacity on their own courses to the RN Sea Scouts. Grants are available from the Admiralty Fund administered by the Scout Association.
RYA Training Centre
The Group is also a RYA Recognised Training Centre for Powerboating and Sailing, with 2 Dinghy Instructors and 4 Powerboat Instructors among the volunteer team. This enables us to deliver courses which result in NGB Qualifications to our adult volunteers and older youths.
COVID-19 Impact
Due to restrictions imposed throughout the pandemic the Group’s ability to provide face to face activities over the period April 2020 to March 2021 was severely affected as we followed the Scout Association guidance. Virtual meetings and “home based activities” were provided to sections where possible. Even after the initial lockdown period ended, the Group was not able to return to full indoor operating status for a significant period into 2021 because of additional requirements necessary to ensure “COVID Compliance”.
The Group was eligible to apply for COVID Grants made available to organisations unable to operate normally. Being able to access these enabled the Group to cover fixed operating costs, while offering members the opportunity to reduce subscriptions while we were not able to meet face to face.
The impact of COVID on the Group will continue to be detailed in next year’s Trustees Report.
The Group Executive Committee
The Group Executive Committee members are recruited and appointed in accordance with the Policy, Organisation & Rules (“POR”) of the Scout association. They act as charity trustees of the group and to support the group to:

1) Comply with the Policy, Organisation and Rules of The Scout Association.

2) Protect and maintain any property and equipment owned by and/or used by the Group.

3) Manage the Group finances.
-
4) Provide insurance for people, property and equipment.
-
5) Provide sufficient resources for Scouting to operate. This includes, but is not limited to, supporting recruitment, other adult support, and fundraising activities.

6) Promote and support the development of Scouting in the local area.

7) Manage and implement the Safety Policy locally.

8) Ensure that a positive image of Scouting exists in the local community.

FOR THE YEAR ENDED 31st MARCH 2021
The following is my report to the trustees of 6th Torbay Britannia Sea Scout Group (‘the Group’) on the accounts of the Group for the year ended 31st March 2021.
Responsibilities and basis of report
As the charity trustees of the Group, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the Group accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination and I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Group as required by section 130 of the Act; or
-
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
