LEGAL AND ADMINISTRATIVE INFORMATION

The Charity was constituted by a Declaration of Charity dated 14 April 1987 as varied by the scheme sealed 30 June 1994.

OBJECTIVES FOR PUBLIC BENEFIT

The objectives of the charity are to relieve the patients suffering from cerebral and peripheral vascular disease by the provision of equipment, facilities and grants of money towards educational bursaries and salary costs for staff at the Royal Sussex County Hospital, Brighton and associated Hospitals, the funding of which would not otherwise be provided by the Authority responsible for the said Hospitals.

The trustees confirm that they have referred to the guidance contained in the Charity Commissions’ general guidance on public benefit when reviewing the Charity’s aims and objectives and in planning future activities.

As in previous years, none of the Trustees or Committee members requested or received any remuneration for their services or any reimbursement for their expenses.

Trustees are recruited from Consultants specialising in vascular disease from the Brighton & Sussex University Hospitals Trust. These Trustees are experts in this field and are aware of the requirements, both for equipment and other facilities for the benefit of their patients.

ACHIEVEMENTS AND PERFORMANCE

Like so many other charities, this financial year has seen a dramatic reduction in fund raising and donations as fewer patients have attended our hospitals in person due to Coronavirus.

In the main we have had to offer consultation by telephone although in limited circumstances we have been able to offer face to face outpatient appointments.

Education

Despite these difficulties and the pressure on all NHS staff, we have been able to continue our education and training programme with most courses being undertaken remotely via Zoom and other platforms. We will continue to encourage applications for equipment and research grants.

Investment of funds

The Trustees and Committee members held a special financial meeting in 2019 to discuss the potential investment of some of our funds. It was felt that as the current account is no longer paying interest, we were effectively losing money and should be doing something more proactive to offset this. As a result, £200,000 was invested in a 60 day notice deposit account with Shawbrook Bank in January 2020 and this is realising c£152 in interest each month which is paid to the current account.

FINANCIAL REVIEW OF THE YEAR

Following our successful transfer of funds into an investment fund, we have raised a substantial sum in interest in the year, and of course, our capital remains intact. The Laurence Misener Trust has made additional grants to SSCF to reflect the restrictions that have impeded our fund raising activities. We are more grateful than we can say to this ongoing support of our work.

The executive committee believe that all activities during the year were in accordance with the Charity’s objectives and that the year can be considered satisfactory.

The Charity has cash at bank of £316,627 all of which is unrestricted funds. These funds are held in order to achieve the charity’s objectives and in order to meet any unforeseen expenditure that may occur.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF THE SUSSEX STROKE AND CIRCULATION FUND

We report on the Accounts of the Charity for the year ended 31 October 2020, which are set out on pages 5 and 6.

Respective Responsibilities of Trustees and Examiner

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent Examiner’s Statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
