and maintenance of a community induding the provision of Supported Living in five houses and Day
Services offering a rang8 of work bas0d leaming opportunities. At Thornage Hall Independenl Liwng we
wish lo see an envir¢nm8ntally sustainable world, where everyono can live. learn and work together in a
meaningful way, regardles5 of ability or disability. In order to achieve this we ¢ontinue to lo develop an
environment where people of all abilities live the Irf& thay choose, have opportunitses for work of real value

Day Servi¢os
Our day service ha$ continued to perfoTm strongly this financlal year despite wider economic challenges.
Attendance remains high, with many workshops operating al full capacity. As of 31 March 2025, 50
individuals attended our Service eath week.
We ¢ontinue to work ¢losely wfth Norfolk County Council on the Life Opptsrtunilies framework. However.
delay5 w((hin the Coun¢il have meant that the three planfted pathways are not yet active. The Skills &
Employrnenl pathway was paused in July 2024, and the Council is reviewing its overall strategy before
launching the Promoting Independence and Enriching Livgs pathways.
From l April 2025. a Capped rate for commlssloned day s&rvic8 hour5 will be inlrodu¢ed, alongsida a shift
from comtllissioning by day to commissioning by hour. While this will have a financial impact. we are
maintaining dose contact with commissioners and social work teams lo ensure sèrvice qualty remains
unaffected.
Qur inlemal qualrty audit process, based on CQC principle$, Conbnues lo drive impTovement. Each audit
includes document remews, Staff and serwce usor feedback and observations. ￿SUlting in actionable plans.
Feedback from our 2024 audit highlighted excellent teamwork and detailed, perstsn-cèntred care planning.

We piloted an outwof-hours service in laté 2024, offeThng weekend ¢realiv¢ actiwties and oulings to build
peer networks. Following positive feedback and successful engagement, funding was securèd in February
2025 to expand this offei next year.
Our first Acliviliès Week in Seplembor 2024 provided 16 workshops, including dance. fflorislry, pottery.
foresl school, and gi¢¢n woodwork. Visits to partner siles su¢h as Eve's Hill Veg Co and Sheringham Park
enrichèd the experience. Many pa￿"CIp8nls have since joined new workshops inspired by thè week's
8clivilies.
We are proud of our dedicated $laff and volunleer team, whose Skills, commitment, and stability remain
central to delivering a safe, caring, and high.quality service. Ongc*Sng training, supaNsion, and
administrative support continue lo ensure excèllence across all areas.

Fami & Market Garden
All breeding cows calved successfully this spring with minimal intervention. Som& young stock will b8
ared for beef production al Thornage, while five animals will be sold through our new outlet, Barnes
Bulch¥ry. With a lo181 h8rd of 20 units, the breeding herd is now in calf again with our new b¢Jll, Appleton
Maje51i¢, from Gre$senhall. We look forward to new arrivals in gady summer 2026.
Thirty new laying hens have bean intrOdU￿d and will soon resume egg pr(Kluction for the ¢omfflunty.
Caring for the hens continues lo provide valuable workshop experience for service users, with ongoing
support frorn the biodynamic farm that s¢Jpplies our birds. All animals. including tho alpacas. rernain an
important and meaningfu5 part of daily activities on the farm.

The orchard has had an excellent season. producing a large crop of lop fruit. Over 500 bottles of juica were
mado in partnership with Whin Hill Cidef Company, alongside fresh fruit sales through local farm shops and
lo the ¢ommunrty. Pruning, maintenance, and haNesting offer valuable hands-on learning, while new tree
8to¢k donaltrd by The Tr88 Council has shown strong groth after grafting with our own cuttings.
Tenants and service users have continued to develop 18nd-b85ed skills, including training on the ride-tsn
mower and tractor. During Day Service A￿1Vity Week, partlClP8nls su¢¢essfully opeialed the Jtshn Dèere
tractor and trailer with staff supeNsion-many thanks to Steve R. for leading this training. The introduction of
battery-powered hedge trimmers and strimmers has made equipment handling saler and easier. enabling
several semcè users to worf( more independently.
Our partnership wlh the West Norfolk and King's Lynn B8@ Soaety remains strong. with additional hi￿$
established thi5 year. Although honÈy production was slightly Ii)wer, colonies are h8althy and continu& to
contribute both to biodiversity and small-scale income. We are grateful lo Phil and Rose from the Bee
Society for their ongoing 5UPPOrt and expertise. Beyond animal and crop managernenl. the team maintains
all areas of the widgr estate, including woodlands, hedges, reed beds, and lawns. Their hard work and
pl8nning ensure the holding remains w911 cared for and continue lo provide learning opportunilie5 for all
involveil.
We are proud to have retained Demeter certificalion for all land areas, with positive legdback frcxn this
yeafs inspection. Balancing workshop acliwlie8 Wtlh the wider deTllands of the land Gan be ¢hallenging. and
extend our sincere Ihanks to the whole team foT their commilrnent. adaptabilty. and d8di¢alion lo upholding
Thomag9's biodynamic principles.
Housing and Supported Living
This year has seen the start of the conslructioin of Orchard Lodge, a now piowsion for 5 lenanls. Several of
our current tenants have expressed a wish lo move into the new build when il is completed. The Hall works
commencod and finished and internal moves were made. Two of the current Hall tenants moved into th&
newly ￿furbI$hgd second floor rooms and we also welcomed a new tenant who rnoved into The Hall
meaning this house has reached full ¢apa¢ily. One tenant moved into Alternative provision leaving
voids, one in Gaiden Flat and, one in the Grange.
Following the requests during la51 yearfs Teviews for more of the tenants to have I'.1 support, and thi$ being
agreed by NCC, enables all to have rewarding and fulfilling lives. This additional level of support ¢onlinue$
to benefit tenants, health and well-being, and they continue to achieve their goals and aspirations, taking
part in a variety of new and favourite activities and experiences.
Tenants have joined in and celebrdted events in the Thomage community.
In addition to this, bi-weekly trips continue lo be a firm favourite lo Gateway Club and Month￿ outings 10
Fus9 nightclub in NDrwi¢h. Whole site lrips for those tenants who wished to attend were arranged by Hazel
lo PIBasuiewood Hills, Afri¢a Alive and Castle Acre along with lots of Festive trips.
The 2025 Festive trips have been arranged for the tenants tQ ￿51t the Thomage favorites.. The Polar
Express, Sandringham Chrislrnas Market, Thurslord Chrislrnas Spe¢lacular, Luminale. BeWIlden￿00d
presents Christmas, Sparkle @ Roarr and The CTomer Pier Show.
Delivery from the newly trained Train Ihv Trainer staff comrnenced and PBS and Food Safety training has
been completert by the Tnajoiity gf the staff team.

Our investment portfolio was rèviewed following the introdudion of a new account manager assigned to the
Charity. Following careful Consideration of the options il was agroed to transfer the Government Stocks and
FrAed Investment Funds into the Opio Street M8naged Fund, with a fo¢us on long-term growlh and income.
Financial review
Fee in¢r&mè for the year increased by 12% compared to the prgVIOUs financial year. This growth was
partially drlven by inflationary uplifts awarded by Norfolk County Counal INCCI..

Throughout the year. we secured additional donations and grants in support of the capital fundraising
appe81 for Orchard Lodge. With the majority of funds Secured. excavation work b8gan in Novembei. and
the limber frame was ere¢lèd in January.

Under the Memorandum and Articles of Association, th8 Charity has the power to make any investment
which thè Trustees see fit. The investmènts arè manAged by Barratt & Cooke, members of the London
Slock Exchange, with prlor approval by the Trustees.
Inve8tment poliry
The Trustees have given careful consideration to the investment policy, balancing risk and reward. They
have ¢onduded that an investment portfolio of mèdium risk, structured lo produce a reasonable level of
in¢ome. togethèr with the opportunity for capitsl growth is the most appropriate. The Trustees have a policy
of purchasing ethically based investments wherever this is pra¢tical.
Reserves policy
The Trustees have given careful ¢onsideration to the level of free reserves the charty should hold and have
established a poli¢y of holding 6 month3 normal funning ¢osls. which at 31 March 2025 amounted to
£1.279,702.
As at 31 March 2025, the free reserves amounted to £1,350,173 which is calculated as unrestricted net

contributed lo a reduced reliance on agency staffing.
The Nalional Liwng Wage ift¢rèased by 9.8Dlo, and in line with our commitment lo paying the Real Living
Wagè, we awarded a 9°% salary uplift. These changes contributed to an 11.5% increasa in overall staffing
0$18 compared lo the previous year.

NCC'S Medium-Tem Financial Strategy outlines £61 M in savings in Adult Social ca￿ over the next five
yaars. We ¢¢nlinue to èngage in open dialogue with the council to understand the potential Impact on our
Commissioned services, especlally regarding 81ignment with the Supported Living Framework.
NCC has also proposed new Capped rates for all Day Service prowsions, 19 be intr¢duc8d in 2025126. Vve
will actively engage in discussions lo fully assess the financial implication5, which will inform thp review and
strategic diie¢tion of our Day Serv¢ce5 in response to the ev0[￿n9 financial landscape.

The maintenance lund was created following the completion of a detailed condition survey which has
led to 8 planned fivo year maintenance prograrn. Significant mainlenan¢e has been carried out over
the initial planned ppiiod and improvements lo lenanl facilities to ¢rèatè a high standard of
accommodation across the communty. The balance of Ihe funds h3$ been dèsignèd towards the next
period of plann8d mainlenan¢e and lo in¢lude the reconfiguration of the Hall, grade 2 li51ed building lo
upgrade and create en-suite facililies foT those existing tènants. The reconfiguration of the Hall wa8
ndertaken during the year with capital expenditure of £335,000 bein9 transferred lo the GeneTal fund.
In the prewous year a transfer of £115,000 was made lo the Tllaintenance fund from the future projects
fund.
Capital projects~ In the previous year an amount of £15,227 was transferred froTll Ihg General fund
towards Ihe future build of Orchard Lodge, while planning costs of £21,697 were capilalised. biinging
the total designated lund to £367.892. The Truslees a9reod lo transfer the remaining £367.892 into
unrestricted funds to boost free reserves, after the capital appeal was more succe55ful than
antieipated. It was previously acknowledged by the Trustees th81 there was a need for the investment
in 5uilable offi¢9 space for the expanding central staffing parti¢ularfy during the pandemic lo ensure
IPC protocol can be maintsined across thè community now and into thè futLhrè. The extension of the
existing central office space was ¢ompleled during 2024 with capital expenditure (trf £230,000 being
transferred to the General fund. The fot81 tiansfers from thè fund in the previous year a¥nounled to
£604.362. No movement on the fund has taken pla¢e in the currerjl year.
Dgnalions received have been allocated to the herb garden fund to raplace the existsng garden with a
raised hetb g8rden to alltsw for greater accessibility. A transfer of £143 has been made lo th? General
fund in the Gurrenl year in rÈlation to the overspend againsl the 2C124125 herb btKlgQt.

The remaining balance of £3.287 on the fund ha$ been transferred to the Day Service8 fund.
The Fuluro Pri4ects fund was set up following Ihe receipt of a gènèrous 18gacy towards future new
projects. This is lo indude the conversion of an existing fami building lo ¢reate additional indoor
workshop space. This need was idèntified as a result of Cowd and the negd lo offw additional indoor
workshop capacity. A transfer tsf £115,000 was made Irom the Future Projects fund to tho
maintenance fund during the prewous year.
Donations re¢eived have been allocated towards a Sensory Room and related ¢quipment.
Funds have been de8ignaled for thg creation ()f 8n All Purpose Sports Pitch.
Donations received have been allocated lowaril8 the purchase of IT and pholography equipmenl.
Gèneral fund donations ￿ceiVed have been designated towards the replacement of vehicles. Further
funds Of £16,53912024". £11.0881 havè bean transferred from the General fund during the year.
A transfer of £4,190 was made from the Gener81 Fund l¢>wards Day Services in the previou$ year, with
the balance of £3,287 being Iransferfed from the Activities Room Equipment fund in the curronl year.
The funds will be pul towards the creation of a covered walkway.
The Gener81 Fund comprises of the surplusldeficil on the income wnning ¢OSts of the chariWs
activities, plLJS donations and bank intérest.

commèncemènt of building work capital expenditure of £493,625 was incurred and transferred lo the
GerTreral fund.

Donations were received for a memorial b¢n¢h for a fomier tenant. Thi5 will ￿ purchaséd on
completion of the herb garden.
Donations have bèèn rècèived and towards expenditure lo be in¢urred in relation to the fand. During
Ihe year funds of £6.240 have been expended.
Donations have been received from tenant families lo support the purchase of suitable outdoor
equipmant to support family visits which out ol necessity had to take place outside of the homè du8 to

team.
Donations were received in prewous years towards replacement vehicles. Funds of £72,234 were
