The UK-Japan 21st Century Group (Yhe Group.) is a charitable company fimiled by guarantee govemed by its
Memorandum and ArtiGIES ol Association amended in 2003 and lurthei amended in 2010, 2014 and 2018 to take
account of thg latest g0Veman￿ practice.
There is a wider informal group known as 'Members ol thè Group, who are invited to altend the Annual General
MÈeting and any irther appropriate meetings that may be called by the Chaiman. Thè members consider the annual
report ol the Board at the Anntjal General Meeting, discuss objectives forthe noxt annual Conferen￿ and Gonfirm the
aPp￿nIm&￿t ot nèw directors who have been invited to join the Boatd subsequenl to the pievious Annual Gener
Meeting. One-third ol the Board of Directors in rotation are required to resign each year and seek re-election at the
Annual General Meeting. Memb8rs are also asked to conlimi r&vapF)ointmènt of th(k%e seeking re-etectitsn.

The Board, in accordance with praeticè laid down in theArticles ol Association, appoints dirertors. Such appointments
a￿ conh.med at the Annuaj Generat Me8ting. Under changès introduced at the October 2014 AGM, directors Iwho
are not the nominees of sponsors) are nomalty appointed lor two 3-year tem7s. By exceptÈon, individual members
may be offered a 1-yèar extension on an annual basis with the agFeefflent of the Board.
Thèrè rnusl be a minimum of 3 and up to a maximum trf 18 directors on the Board. The Board meets quarterly to
make sxecutive decisions. In the interim the company is run by the Executive Director, who remains in close contact
with the Chaifman ancf the Treasurer. Secretariat support and the keep¢ng ol accounts are provided by the Japan
SocÈety. which is contracted lor this by the Board.
REsk Mana èment
The greate* risk 10 the future ol the Group is that it will find it impossible to raise the funds necessary for its
admEnistration and the holding ol the annual conferenTr. To countorthis risk. the Board has instituted a fundraising
strategy to secure and maintain the commitmént of further sponsors. The Board cctntinues to review thè lèvel of
contributions and the implementation ol the 5tTategy at its quarterjy Board meetings. The Current reseNes and
contributions are sufficittnt to meet prO1￿ted expendrfure for at least the next 12 months, including the planned
conference in 2026.
OBJECTIVES AND ACTIVITIES
Public Benefit
We have ￿ferred to the guidaneé CDnt8ined in the Charity Commission's gen8ral guidance on public bènélit when
reviewing our aims and objectives and in planning ourfuturè activibes.
The obl￿tIveS ol the company a￿ to advancè the education ol the cttizens ol th¢ United Kingdom and Japan in all
aspects of each otherfs PL¢blic institutions and systems of govemment. a5 well as each other's political and economic
irstitutions, industry, social $C￿nceS and Culture.
Activitie5
The Gioup pursues its objectives through holding an annual Conferen￿ with its Japanesè counterparts, altemately
in Btiiain and Japan. As part of the Conferen￿ programme, delegates meet WI￿ thè respective Prime Minisiers and
attend further events and meetings hosted by govemrll¢nt representalives and other bodies. Following each
conference, the Br￿Sh Co-chaiman submits to the Bfth"sh Prime Minisler recommendations fom)ulatéd by the Group
at the conference, notsbly on ways in which cooper8tion Collaboration between the tWC> countries might be
enhanced.
The Executive Directtir maintains regular contact ￿th wlevant UK-Japan bodies throughout the year to ensure that
any OLrtstanding issuÈs in the bilateral relationship ar8 addressed by the Gmup. Conference feedback is
¢omrnuni¢ated directly to the wider membership and thère is an OPFK)rtunty at the AGM lor members to contribute to
the agenda of future confeYBnces_
In aofdition, the Group periodically organises and has involvetnent in publtc seminars and meetings that addyess
asp8cts of UK-Japan ielations and buil¢J on the themes and recommendations of the annual conference.
ACHIEVEMENTS AND PERFORMANCE
The 411h ¢tsnference was held on 1ty16 March ai Fordham Abbey, near Newmarket. 23 Britysh and 19 Japanesè
partacipants from partiamem, business. the media and academia took part.
The Conferen￿ discussior6 loGused on a range of challenges and opportunities for the UK and Japan under
heacknngs including geopol1￿¢al Challenges., the importance of LEniversal heatthcare in ￿¢￿ing ntyn-communicable
and infectious dk%eases', s¢i8nce and technology cooperation and university partnerships,. climate change and
energy security-, and inlorrnalion, cyber and Al.
The Group ctsncludod its Conferen￿ cfiscusgions with a series substantive joint rèctsmmendations_ These have
een published with tho Chairmen's Summary on th6 wébsites of the Japan Society and th& Japan Center lor
Intemational Exchan￿ arKI wll be ciiculated to the wider membership ol the Group.
The UK Co-chaimian, Lord Mcconnell, comtnunicated a summary ol the Group's discu&8ions atlhe 41> conl&ren¢e
together with ihtr ¢onl&renGe recornrnendations to the Prime Minkqter and has received across-govemment response.
Planning lorthe 42si annu& conference in Japan in 2026 has bègun, to be held in March.

FUTURE PLANS
The Gr()up's conferences are orgar)ised so as to promctte and luffill the Group's objectives as abov?, and in particular
to bring to bear a senior non-governrnental perspective on enhancing UK-Japan co0￿ra110n •fid collaboration. The
value of the conferences may be shown by the influential nature ol the rÈpTèsentstion from parfiament. business, the
media and aeademia preseftt on both Sides and by thè itnportance attached to the summary 2nd Tecommenda￿ns
that they produce for the two Prttne Ministers. This is r8llÈcted in the ￿SpOnSe r¢ceived l¥om both govérnments and
the Specif￿ areas of follow.up that are pursued.
The Group is c(>tnmitted to building on the discussions that lake place at the annual conference by periDdi¢aJly
participating in, and organistng, events that highligttl aspects ol UK-Japan relations.
FINANCIAL REVIEW
At 31 March 2025, the Group held unrestiicted weNes of £50,189. The GrDUP'S reserves continue tts be strtf￿1enI
to cover 12 months expènditure in line with the Group's r&serves policy. The Grtsup's income cotnes from flve major
sponsors.
