STRUCTURE, GOVERNANCE AND MANAGEMENT
The Trust was established by Trust Deed dated 16 May 1986. The Trust was registered as a Charity on
25 June 1986. ils registration number being 294688.
The Trustee body consists of the Lrfe Trustee named above who was appointed by the Selller, a
Representative of Rotary Club of Oxford and any additional trustees 8PSK)inled by the Trustees Iprovided
that the lolal number of Trustees does nol exceed 151. The suilabilily for post of potential new trustees is
considered by the existing Board members. including their qualifications for the role.
Particular
emphasis is placed upon the apFK)inlmenl of Trustees with knowledge and experience relevant to the
Chariliy's actsvilies. Candidates musl receive a majority vote from other Board members lo be elected.
Risk Management
The Trustees have identified the major risks which may affect the Charity and have taken reasonable
steps lo miligale those risks.
Objectives and activities
The objectives of the Charity are primarily charitable purposes connected with the City of Oxfo¢d and ils
immediate neighbourhood and ils inhabilanls as the Trustees shall from lime lo lime at their discretion
eleimine andlor such other charitable purposes Iwhelher or nol connected with the City of Oxford and
ils inhabitants as the Trustees shall in like manner delerminel.
The Tnjstees have been meticulous since the dealh of the settler in having yearly accounts prepared
and examined by independent accounlanls and their responsibilities for proper dealing with the Charills
business are taken very seriously. The Trustees meet approxirnalely every 9 weeks lo consider the
applications,. their average attendance is six.
The Trustees confirm that they have referred lo the guidance contained in the Charity Commission's
general guidance on public benefit when reviewing the Trust's aims and objectives and in planning
future aclivrf(ies and setting the grant making policy for the year.
Achievements and Performan¢9
During the year, grants lolalling £120,188 12022.. £107,284) were made for a wide range of charitable
purposes, mair)ly lo Oxfordshire based charities and voluntary organisalions.
Flnancial Review
Total incoming resources for the year ended Slh April 2023 were £217,67912022.' £207,975) and grants
distributed lolalled £120,18812022.. £107,284). Administration expenses, including governance costs.
amounted to £17,908 (2022.. £11,532).
All grants are itemised in a report attached lo the Minutes of Meetings.
Thefreehold and leasehold properties, which are held for investment, have been included in the
accounts al market value. All the residential properties and the comm6rcial property were revalued
in April 2023.
The Trustees held the assets of the Trust in accordance with their powers during the year. The Trustees
have absolute discretion lo invest the funds of the Trust. No restrictions are placed on these FX)wers.
They have delegated the management of investments lo stockbrokers Charles Stanley.
All the shares owned by the Trust al 5th April 2023 are shown In these accounts at their market value.

Reservos Policy
The Trust has a policy of relainlng sufficient unrestricted reserves to finance ils planned programme
anil meet its lulure financial obligations.
For this purpose. the Trustees have established systems lo monitor financial performance and to
forecast the future comtnilmenls and reserves for a mlnimum of 18 months ahead.
Where any
potential shortfall is identified, the Trust has a policy of amending ftjture activities or cutting overhead
costs in order to maintain a sufficient 18v&I of unreslri¢led reserves. This policy is reviewed on an
annual basis.
TRUSTEES. RESPONSIBILITIES
Charity law fequires the TfUSte6s to prepare accounts for each financial year which give a true and fair
view of Ihe stale of af18irs of the Trust and of the surplus or deficit of the TrLssI for thal period. In
preparing Ihose accounls, the Trustees are required lo..
select suitabl8 accounlir)g policies and appty them consistenlly
make judgements and eslimales that are reasonable and prudent
slate whether applicable accounting standards and statements of ¥ecommended practice have
been followed, subject lo any departures disclosed and explained in the finanGi81 slalements,. and
prepare the accounts on the going-concem basis unless il is inappropriate lo p￿sume that the
Trust will continue in operational exislen¢e.
The Trustees are responsible for keeping proper aceounting records which disclose wlth reasonable
accuracy al any lime the financial posilion of the Trust and to enable them to ensure that the accounts
comply with the Charities Acl 2011. They are also responsible for safeguarding the assets of the Trust
and hance for taking reasonabl& steps for the preveniion and detection ol Iraud and other irregularities.

1 ACCOUNTING POLICIES
Charlty Information
Sl8nton 8allard Charitabl8 Trust Is a charity registered in England and Wales. The registered office
office is PO Box 957, Oxford, OX19ZQ
Golng concern
Al the time of approving the financial slalemenls, the Iruslees have a reasonable
expectation that the charity has adequate resources lo continue in operational existence
for the foreseeable future. Thus the trustees continue lo adopt the going concern basis
of accounting in p￿paring the financial slatemenls.
Accountlng convention
The financial statements have been prepared in accordanc6 wih the charity's governing document,
the Charities Act 2011, FRS 102 "The Financial Reporting Standard applicable in the UK and Republic
of Ireland" I'FRS 102"18nd the Charities SORP'AoooLJnting and Reporting by Charities.. Stal8rn&nt of
Recommended Practice applicable to charilias preparing their aQCOLJnts in accordance wth the
Financial Standard applicablo in the UK and Republic of Irelend IFRS 1021 laff6Ctive 1 Janu8ry 20191.
The charity 15 8 Public Benefit Enlily as d8fined by FRS 102.
The financial slalements have departed from the Charities (Aooounts and Reports) Regulations 2008
only to the extenl required to p¥ovide a true and fair view. This departure has involved following th6
Statement of Recommended Practice for charities applying FRS 102 rather than Ihts version of the
statement of Recommended Practice which is referred to in the RegulalK)ns but which has since been
withdrawn.
The finaricial slalements a￿ p￿Pared in stèrling, which is the functional currency of the charity.
Monetary amounts in these finandal statements are rounded to the nearest £.
The financial statements have b8èn prepared under the historical cost convention. The Principal
accounting policies adopted a￿ set out below.
a) Incoming resour¢gS
Incoming resources are generally rocognised on a receivable basis and are reported gross of related
expenditure, where the amounts is reasonably certain and when there Is adequte certainty of ￿CeIpt.

Income from property rent is accounted for in repect ol the period to which it relates, and is included

to market valuts are credited or charged in the Siatemenl of Financial Acts'vilies as they Brise.

allached lo the minutes of the meetings.
TRUSTEES REMUNERATION AND REIMBURSED EXPENSES
No remuneration was paid lo the Trustees during the year and £0 12022.. £185} was
reimbursed lo them in respect of expenses incurred. Trustees. and Officers, liabilily
insurance of £521 12022.. £5051 was paid on their behalf.
During the year. a close family member of one of the Trustees received remuneration
of £3,000 {2022'. £3,000) for secretarial services and £20812021-. £2461 for reimbursed
expenses.

TO THE TRUSTEES OF THE STANTON BALLARD CHARITABLE TRUST
I report lo the Trustees on my examination of the financial statements of The Stanton Ballard
Charitable Trust Ilhe Charity} for the year ended 5 April 2023.
Responsibilities and basis of report
As the Trustees of the Charity you are responsible for the preparation of the financial statement5 in
accordance with the requirements of the Charities Act 2011 (the 2011 Acl}.
I report in respect of my examination of the Charitls financial slalements carried out under section 145 of
the 2011 Act. In carrying out my examination I have followed all the applicable Directions given by the
Charity Commission under section 145151{bl of the 2011 Act.

I have completed my examination. l Gonf1rm that no mallers have come lo my attention in connection wth
the examination giving me cause to believe that in any material respect..
1. accounting records were not kept in respect of the Charity as required by section 386 of the 2006 Act.. or

3. the financial slalemenls do not comply with the applicable requirements concerning the form and content
of accounts set out in the Charities (Accounts and Reports} Regulations 2008 other than any requirement
that the accounts give a true and fair view which is not a matter considered as part of an independent
examination.
I have no concerns and have come across no other mallers in connection with the examination to which
attention shoLJld be drawn in this reFX)rt in order lo enable a proper understanding of the financial
slalemenls lo be reached.
