STRUCTURE. GOVERNANCE AND MANAGEMENT
The Trust was established by Trust Deed dated 16 May 1986. The Trust was registered as a Charlty on
25 June 1986, ils registration number being 294688.
The Trustee body consists of the Life Trustee named above who was appointed by the Settlor. a
Representative of Rotary Club of Oxford and any additional trustees appointed by the Tiuslees (provided
that the total number of Trustees does not exceed 151. The suitability for post of potential new trustees is
considered by the existing Board members. including their qualifications for the role.
Particular
emphasls is placed upon the appointment of Trustees with knowledge and experience relevant lo the
Charitiy's activities. Candidates musl receive a majority vole from other Board members to be elected.
Rlsk Mangement
The Trustees have identif￿d the Major risks which rnay affect the Charity and have taken reasonable
steps lo mitgiate those risks.
Objectives and actlvltles
The objectives of the Charity are primarily charitable purposes connected with the City of Oxford and Its
immediate neighbourh¢)od and ils inhabitants as the Trustees shall from lime to time at their discretion
delemiine ancuor such other charitable purposes (whether or not connected with the City of Oxford and
its inhabitants as the Trusttes shall in like manner determine).
The Trustees have been meticulous Sir￿ the death of the settlor in having yearly accounts prepared
and examined by independent accountants and their reponsibililies for proper dealing with the Charity's
business are tsken very seriously. The Trustees meet approximately every 10 weeks to consider the
applicab'ons., their average attendance is five.
The Truslees confirm that they have referred to the guidance contained in the Charity Commisslon's
general guidance on public benefit when reviewing the Trust's aims and objectives and in planning
future acts'vilies and setting the grant making policy for the year.
Achievements and Perfomiance
During the year, grants tolalling £101.081 {2020.' £99,588) were made for a wide range of charitable
purposes, mainly to Oxfordshire based charities and voluntsry organisalions.
Financial Review
Total incoming resour¢es for the year ended 5th April 2020 were
£197,588 and grants distributed
totslled £101,081 Administration expenses, including governance costs amounted to
£11.724
All grants are itemised in the Minutes of Meetings.
The freehold and leasehold properbes, which are held for investment, have been included in the
accounts at market value. All the residential properties and the commercial propety were revalued
in June 2020.
The Trustees held the assets of the Trust in accordance with their powers during the year. The Trustees
have absolute discretion lo invest the funds of the Tiust. No restrieb'ons are placed on these powers.
They have delegated the management of investments to stockbrokers Chades Stanley.
All the shares owned by the Trust at 5th April 2021 are shown in these accounts al their market value.

and meet its future financial obligations.
For Ihis purpose. the Trustees have gslablishe(I systems to monitor finantial perfomiancg and to
forecast the fulure commitments and reserves for a minimum of 18 months ahead. Wher8 any
potential shortfall idenlrfied, Ihe Trust has a policy of amending future activities or oJiting overhead
costs in order lo maintain a sufficAenl level of unrestricted reserves. This policy is reviewed on an
annual basis.
TRUSTEES. RESPONSIBILITIES
Charity law requires the Trustees to prepare accounts for each financial yeai which gi￿ a truè and fair
view of the stsle of affairs of the Trust and of the surplus or deficbt of the Trust for that period. In
preparing those 8c¢ounls, the Trustees are Tequired lo=
select suitable accourting policies and apply them consistent
make ludgem8nts and estimates that are reasonable and prudent
state whether applicable accounting standards and ststemènts of reeommended practice hav¢
been followed. subiecl to any departures dlsclosed and explained in the financial statements.. and
prepare the accounts on the going-concern basis unless f( is inappropriate to presume thatthe
Trust will ¢ont6nue in operalional existence.
The Trustees a￿ responsible for keeping proper aceounling records which disclose with reasonablè
accuracy at any time the financtal position of the Trust and to enable them to ensure that the accounts
omplywith the CharitTe5 Act 2011. They are also responsible for safeguarding the assets of the Trust
and hence fortaking reasonable steps for the prevention and detection of fraud and other wregularilies.

1 ACCOUNTING POLICIES
a) Basis of Accounting
The accounts are prepared under the historical cost convenb'on. as modified by the
valuations of investments, and in compliance with applicable accounting standards. In
preparing the accounts the charity has followed best practice as laid down in the Charities
Act 2011 and the Statement of Recommended Practr'ce ISORP}"Accounting and Reporting
by Charities" {Revised 20191.
b) Incomlng resource5
Incoming resources are generally recognised on a receivable basis and are reported gross
of related expenditure. where the amounts is reasonably certain and when there is
adequate certainty of receipt.
The following specffic policies are applied lo partrcular categories of income=
Income arising on investrnents. together wlh the associated tax credit is recognised
when received.
Income from property rent is accounted for in ￿pect of the period lo which it relates,
and is included gross of propety ¢o$ts.
c) Investment assets
Investments are included in the balance sheet al market value. Galns or josses arising on
revaluation to market value are credited or charged in the Slalement of Financial Activities
as they arise.
d) Flxed assets
Deprecialion is calculated using the followng rates and basis to write off the Gosl of fixed
assets over the expected useful lives..

el Resources expended
Resourses expended are accounted for on an accruals basis and gross of any related
income. They are classified under headings that aggregate all costs related lo the category.
Where costs cannot be directly attributed to particular headings, they have been allocated
to aotivities on a basis consistent with use of the resources.
Costs of generating funds comprise the Costs associated with the management and
administration of the Trust's properties.
Costs of charitable activities includes grants paid and other direct costs.
Governance costs include those costs, such as statutory audit and legal and
professional fees, associated with constitutional and statutory requirements.

During the year, a close family member of one of the Trustees received remuneration

I report on the accounts of the Charity for the year ended 5 April 2021, which a￿ set out on pages 4 to 11.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance
with the requ1￿mentS of the Charities Act 20111.the ACYI
I report in ￿Spe¢l of my examination of the Trustee's accounts carTred out under section 145 of the 2011
Act and in carrying out my examination I have followed all the applicable Directions given by the Charity
Commission under Section 14515}Ibl of the 2011 Act.
Independent examinerfs statement
I have completed my examination. I confirm that no material matters have corne to my attention in
connection wth the examination giving me cause to believe that in any material respect
{11 accounting records were not kept in respect of the TN$l as required by section 130 of the Act., or
{2) the accounts do not ac¢ord with those records. or
131 the accounts do not comply with the applicable requirements conceming the form and content of
accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that
the accounts give a 'lrue and fair view, which is not a matter considered as part of an independent
examination.
I have no concems and have ¢ome across other matters in Connection with the examination to which
attention should be drawn in this report in order to enable a proper understanding of the accounts to be
reached.
