HACS Chairman’s Report 2022
Well, we have been trying to celebrate our 40[th] anniversary for the past two years and at last we can. So a warm welcome to you all, drivers, ex-drivers, families and honoured guests.
As it's the reason for us all to be here, before this year’s report, I would like to give you a short history of Holt Caring. (HISTORY.)
Over the past year the number of requests for journeys has returned to pre-pandemic levels and I would like to thank all our drivers for the time and care they have given. We would not exist without you! Clients have expressed a lot of appreciation for the service you give. We have lost three drivers this year, namely Charles Lacoste, Steve Benson and Olive White, so very many thanks to them. I’m very pleased to welcome five new drivers – Andrew Cannon, Michael Cartwright, Nigel St Quintin, Lisa Lubin and Frances Mixer. We have 48 drivers, though some are not available at the moment, so we are always pleased to have new ones.
Many thanks must go to Liz and Rachel for their skill and patience in finding drivers for every trip. I’m also very grateful to Geoff our treasurer, who not only understands how charity finances work, but spends a huge amount of time counting money and checking claim forms. Stephen Hume has agreed to shadow Geoff, so at least someone else knows the system. Thanks also go to all the committee members for their cheerful support.
The burning issue at the moment of course is the rising cost of fuel. At the present time we are only allowed to reimburse drivers up to 45p per mile before they have to declare it for tax. Some drivers will remember a similar situation eleven years ago when fuel prices rose sharply. We have written to Duncan Baker MP on this matter and he is sending our concerns to the Treasury, so we hope the allowance will go up in the near future. I’m very pleased Duncan is with us this evening – he might have some news, though it is early days.

Treasurer’s report for 2021
This year’s activity (measured by driver miles) was higher than 2020 but still below pre-Covid 2019. This year was 70% of 2019; 2020 was 53% of 2019. Otherwise, from a financial point of view, the year followed a similar pattern to previous years.
The scheme operates with an underlying deficit of around £6,000 per year. Historically this has been more than covered by legacies, grants and donations. These are clearly unpredictable but have resulted in a gradually increasing level of reserves. This has given us the opportunity to reduce our charges. We have done this by introducing a maximum charge for journeys which helps those people who need frequent long distance trips. This explains the ‘Gross Surplus’ reducing and becoming a deficit. This deficit is likely to increase when the maximum charge has been in operation for a full year.
Whilst we have received no legacies or other large donations this year we did receive £9,584 of Covid support from the Government via the County Council. This meant that the underlying deficit was turned into a surplus for the year of £2,007. There is unlikely to be any further Covid support but we do know that there are legacies from two people being processed by solicitors at this time.
The finances are in good shape and should cause us no difficulties in the next few years.
