undertake to prcduce a series of sfix Summer Plcnlc Concerts. The artI￿tieS to Stage the concerts are led by the

use by the local Inhabltants of the pool and a5sticiated fadlitles and the feedback receNed froFn those

materials, and a CoSt-￿41¥1￿g crlsls with an irnpèrt on the operation of the pool and on our plan5 for the
refurblshment.

As the year unfolded. it was becomlr* dear that the rise in energy and other costs would have a significant

must cover our costs and in common with swimmlng pools across the sector the financial situatlon became an

fadng pools. We were delbghted to be a venue hosting'Big Swim Da￿ in February 2023 to raise awareness and
to have the support of Community Ltlsurt UK and our MP In raisi￿ questions in Parllam•nt on behalf of the
sector.
The Budget on 15 Marth 2023 induded the announcement that a £63 million fijnd adminF5tered by Sport
En8land woukl be set up to support wmmlng pools. This was welcome news. Hampton Pool Trust will be
•pplylng to thls fur*d once It Ope￿ In Autumn 2023.
At a local level. TDJst 804Td mernber5 THOrk￿ wfith YMC4 St Paufs Group (the p)ol operator) to agree ways to
reduce eneriy usage. Thls, together with thè Introd￿t10ft of a temporary energy le￿ and continulng strong
attendance figures throughout 2022123, has meant that we ended the year with a reasonable surplus and
mltlgated rlsk to the pool. We were also helped by the feturn of our bi88est fvndraising event of the year, the
Summer Picnic Conterts. whlth were ba(* after the two-year enforctd absence due to Covld restriction5.
Despite these Posi￿$. we remalned concerned about the continuing cost volatility and the long-term impart
on our plans and therefore, as staffirvx and other tosts remaln hogh. we have not been able to remove the
enew levy whith was added as an iTryeartemporary mitrgation.

The Original contract V+lth YMCA St Paul's Group expFred at the end of Marth 2017: subsequently a rollin8
extension to the contract has been in Pl￿ as we were awaiting conffirmation of pl•rtning permission for the
pool building redevelopment. An extension of two further years had been a8reed in Marth 2021, the terms of
whlch continued In force through the period of this annual reporL
With planning permlsslon t￿￿￿ed, • fvrther extensbjn to Marth 2024 agreed to tr¥e the time to work
with our operator, to negotiate the detsiled arrareements for the ongoing operation of the pool and oversight
of the building development. Work contlnued throughout the period on prioritising elements of the building
projert to be included at Phase One. and on developi￿ the business plan for luture operation of the pool. Thls
has been slgnifieantty more dmIlen￿ng glven the uncertairtie5 linked to Sn(Teased Operat1￿ costs and cost of
liwng increases.
We continue to work with the pool team to develop evidefite of the poofs reach and irnpjrt tt> ensure that we
have the data in plao to understsnd the impart of rfft¥ initiatives and tosupport applltatlons for grants.
Concerts
After a very dfficult couplè of years, the return of the concerts was a huge success for the Trust. largely due to
both our hardworkin8 volunteers and a loyal audIe￿. many of whom held on to tickets purchased in February
2020 for two and a half years.
The first concerts In 22123 wer* two Centenary events at the Hammond Theatre with headliners The Illegal
Eagle5. This was followed by the much4nttcipated retum of our Sumrner Picnic Concerts with performances
from prevlous favourites Heaven 17 al￿ with first time appearances from The FeellrE and The Shlres.
The challenge for the concert team was to 8et back up to speed with running these events after two fallow
years and this was successfulty athleved. thanks to the hard work of the team with 8reat support from YMCA
staff. Although the focus wa5 on -business as usuaf. we exlended the use of payment by card at the bar and
Introductd a new range of drinks from local brewery B* Smoke.
Although the costs of cancelllng and postponirE e*nts two and a half years have to be taken a¥ainst the
surplus genérated by the eventual events in Juty 2022. the concerts stlll made a net surplus of £74k for the
Trust whlch Is a valuable contribution to Securi￿ the futufe of the Pool.
Communl¢atlons afftd marketlryy
Responsibility for marketing the pool contlnues to rest wlth tht operator, overs%ht by HPT Operati¢)ns
and Cfverslght Committee. The Communications and Outreach Committee has a focus on the Eong-term future
of the swimmlng pool and on communicatr.on wlth the community about the plans for the redeveloprnÈnt of
the pool bullding. This was particular￿ $18nificant thts year due to the Hampton Pool Centenèry and recelpt of
planning permission. both of whith Increased the focus on raising awareness. the importance of the pool to the
local Community and support for fijrmlratslr
Communitation and Outreath Committee members took e4ery opportunltyta go out about tslklng ta local
people about their memorles of the pool. past and present: attended lo￿1 community fairs and meetings and
tolletted memorTres and Stories. We induded a selection of these In 'Hampton Pool l(KJ 1922-2022.. A little blt
of history. memories and photQ8raphs of Hampton Pool on the occasion of the lth)th bfirthda￿ Thls booklet
was distributed at the birthday events and l¢)cally. The arthival materva15 Jnd photographs collerted were also
used to produce banners about the history of the pool and plans for the future. whlth have been used at

In addbtion to the birthd•y party on 24 June. committee members sUP￿rted other events over the birthday
weekend, indudlng a taster day at wh5th people coukl sample the wlde range of swimrning and dry4id
artivitles offered at Hampton Pool and a family fun day on Sunday 26 June. Centenary events continued
through the year. We took our stall to Screen on the Green. the Christmas Falr on Hampton Green. Christma5
Carols at Hampt¢)n Pool and thè Hampton Pool Christmas MarkeL
Two ￿ltIonS of Poolslde Chat were produced for wider outreach during the period, one of which was a special
Issue for the Centenary. Re8ular 'Chairfs Updatg were clrculated to keep Trust member5 aware of planned
events and to ratse awareness of the financial challenges and impart on the pool and the buildlng proled.
A Neighbours knalson mailing list was established just ahead of the Centenary which wlll be used to keep In
touth with dose neighbouts of the pool as plans for the I￿lIding de4elop. This will laUr￿h and group meetin
wlll be arranged, onc• we are doser to the start of construrtS0n.
Our outreath ècti¥ites were supmed by ioiniwy C￿nMunity Leisure UL the professional organisation
representing tharitable lei5urt trusts atross the UK and also by extending links with other charities, indudlng
Shootlng Star. who lolrted us in fundraising at our Carols by the Pool in Detember. and Teddlngton & The
Hamptons Rotary Uub who invite(l us tojoin thelr fundraslngwfith Santa around Hampton on 13 December.

Strate8y and attending nthofklng events to promote Hampton Pool. suth as the Rlthm¢)nd Health and
Wellbeing N¢￿tsrk. The latter led to a more formal relationship with RUIiS. the tharity run by and for disabled
people in support of Independent Ilvfi
BuildSng de¥dopment ￿an$
The original development strntegy was to ddi¥er the total apwoved development albeit in pha5e5 lestimated
outturn cost of £8.6m in Au8U5t 20211. This consisted of an extension trtd improvements to exlstlng bulldlng
facilities. indljdlng chan￿"n& café and a new gym and fftne5s area creating a fully accessible communtty
building induding upgrading the failin8 and outdated sery1￿5 with suftable sustainable technologies. The vlslon
was to create a revltallsed community bullding that Is both finantially and environmentally sustainable and to
ènsure that thls unique facility continue as a community assetfor future generatk)n5 to enjoy.
Whllst wtr have been aiming to commence construction of the development in 2023. we have been unable to
commit to this in the current Un￿rtain incorne and fvndraisin8 environment. Inueasing energy costs impacting
on our budget surplus has meant loans are unafftKdable and thi4 together wlth limited grant fundfing and
slgnlficant construrtion costs. has meant that the Trust has had to recognise that the overall Vision wll need to
be a phased over a longer perlod.
Therefore, this past year has been focused on this approath. securlng fvndlng for the development and
dlscussing the future buslnets plan for the pool with YMCA St Paufs Gnmtp. We have also been workTrn8 With
the original designers and a cost planner to confirm what is affordable based on understanding the costs and
extent of Trust reserves. Initial wtoritising has induded woviding enerKy Savi￿ mea5ure5; in￿easIng the
Internal space by adding a roof to part of the sun deck and making it accessible by lift- UPgfadln8 the café and
impTovin8 the ChaE￿ing rooms and s￿dI0 space: and delayir￿ other p¥ts of the stheme.
As costs continue to rise, there are difficult decisions ahead about this more limited first phase and we are
exploring these. Exactty what is bulk. Is dependent on many fKtors, indudtng the operator and ¢ontrartor
Input as wdl H5 how successful we are with applKatknns for addltlonal grant fundlrq.
However, the overall vlslon for the de￿rnent rema[r￿ unchanged ensurlng that the refurbLshed bullding bs
accesslble. sustalnable and future proofed to allow for fvrther works later. It 15 our intention to commence the
bulld In 2024 arml withln the plaftnlr￿ pttrnfissi¢)n wlrthw whith ends In February 2025.
The Interlm licence ayeed with The Royal Parks throuth to March 2026 gives time to see us through the

Hampton Swimming Pool facillties. All the cash ra￿ed to date is b￿￿1 held by YMCA St. Paul's Group In
a restrlcted fund. and at 31 March 2023, the total value of that fund was £&J6.847131 March 2022:

COTrrnNGENT UABIiITY
Under the terms of the Tnjsys I1￿nce agreement wtth the Rryfftl Parks Foundation. in the event that
the Hampton Swimming Pod slte and bu5kliwe5 ￿Se$ to be used as a Pool. the Trust has an obligation
to reinstate the land to its oriwnal condition prior to the Pool being developed. In the ¢)pinion of the
trustees. the likelihood of th￿ liability Crystalli￿r* 15 remote. and consequent￿. attempt has been
made to quantify the costs of suth reinststement. Furthemiore. under the guarantee from the London
Borough of Rlchmond upon Thames. the Trust canFhJt be held liable for any costs bryond the
resources of the Trust at that time.
