THE ORGANISATION OR PROVISION OR ASSISTANCE IN THE ORGANISATION OR PROVISION IN THE AREA ADMINISTERED BY THE EAST MIDLANDS RUGBY UNION OF FACILITIES FOR PHYSICAL RECREATION IN THE INTERESTS OF SOCIAL WELFARE (WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE PERSONS FOR WHOM THE SAME ARE PROVIDED) FOR PERSONS WHO ARE UNDER THE AGE OF 21 YEARS AND WHO BY REASON OF THEIR YOUTH OR SOCIAL OR ECONOMIC CIRCUMSTANCES HAVE NEED OF SUCH FACILITIES.
