## **Group Chair Report** 

Dear Parents, Guardians, Volunteers, and Friends of 1st Hanwell Scout Group, 

As Chair of 1st Hanwell Scout Group, I’m honoured to reflect on the past year – a year that has tested our flexibility and resilience, but also one that has shown just how strong and committed our Scouting community truly is. 

With our Scout HQ still unavailable for use, our leaders and volunteers have adapted remarkably, delivering engaging and adventurous programmes from a variety of temporary locations. It hasn’t been easy, but thanks to their creativity, dedication, and passion, our young people have continued to enjoy a fulfilling Scouting experience full of learning, growth, and achievement. The spirit of scouting at 1st Hanwell has not only been maintained it has flourished! 

This year has reminded us that it’s not the building that makes the group, but the people. I’d like to extend my heartfelt thanks to all the leaders, parent helpers, and supporters who have made this possible. 

We also mark this year with some changes in our leadership team. After many years of dedicated service, Ian Duckworth is stepping down from his role as Scout Leader. Ian’s enthusiasm, knowledge, and calm leadership have shaped the experience of countless Scouts. While he’s no longer at the forefront, I’m very pleased to say that Ian will continue supporting the group behind the scenes – and for that, we are extremely grateful. 

We also say farewell – with deep appreciation – to Kim Price, who has served as both Parent Representative and Trustee during her family's time with the group. Kim has been a steady presence and a passionate advocate for our young people. As her children move on from Scouting, we thank her sincerely for the time, energy, and care she has given. Kim, you will be greatly missed! 

As we look to the future, we are seeking new volunteers to join our team. In particular, we are in need of: 

Parent Representatives – to help us stay connected with the wider parent community and offer valuable feedback. 

Trustees – to support the governance and sustainability of the group. 

A Cub Scout Leader – full training and support will be provided; if you’ve ever considered getting involved, now is a great time to take that step! 

Scouting only works because of the people who give their time and energy to make it happen. Whether you can help regularly or occasionally, every bit of support makes a big difference. 

Looking ahead, we remain committed to continuing our programme with the same energy and adaptability, and we hope that progress on our HQ will allow us to return home soon. Until then, we’ll continue to find ways to thrive, together.

## **a) Approve the minutes of the Annual General Meeting held on 18/05/2025.** 

## **b) Adopt the model constitution from Policy, Organisation and Rules (POR)** 

The Scout Association transitioned from Executive Committees to Trustee Boards in April 2023; 

Trustee Boards, and their sub-teams, need to focus only on good charity governance. 

This means responsibility for support and operational tasks needs to sit with other teams, like the Group Leadership Team (GSLs). A clear separation of governance and operational tasks might be different to what volunteers who were part of Executive Committees are used to. But it’s important as it means Trustees can focus on governance and do it well. It’ll also be easier to retain volunteers and recruit new ones to Trustee Boards as what’s expected of our Trustees will be clearer. 

It also means that volunteers who want to focus on operational and support tasks do not need to be a Trustee to do so. For example, the person who's great at managing the hall or running fundraising events can do so as part of the Leadership Team or Support Team. If they don’t have the interest, skill or time to be a Trustee - they don’t have to. 

Please see the model constitution that has been provide by The Scout Association, that we wish to adopt as a group.

## **5.4 Constitution for a Scout Group** 

## **5.4.1 Preamble** 

This constitution describes the role, membership and operation of the Group 

Scout Council, and the Group Trustee Board. In the interest of openness, especially for new members of the Group Scout Council, the Group Scout Council should re-adopt their constitution at each Annual General Meeting (AGM). 

Apart from use at the Group AGM, this constitution must always be used in the context of 5.1, 5.2, 5.3 and 5.7. 

## **5.4.2 Charitable objects** 

## [Rule 1.1 of The Scout Association Policy, Organisation and Rules] 

Our purpose is to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. 

## **5.4.3 The Group Scout Council and the Group Trustee Board** 

The Group Scout Council has a governance role for the charity and, in particular, makes Group Trustee Board appointments other than ex officio and co-opted appointments (see Rule 5.4.5.2.c). 



The Group Trustee Board is responsible for the governance of the charity. 

Although the Group Trustee Board is responsible for the charity, it is accountable to the Group Scout Council. 

The Group Scout Council has no Trustee responsibilities. 

## **5.4.4 The Group Scout Council – membership** 

Membership of the Group Scout Council does not provide any membership status of the Scouts. 

## _**Group Scout Council membership**_ 

a) The ex officio members of the Group Scout Council are members by virtue of their role in The Scouts: 

- all adult members of the Group – see Group roles listed in the Chapter 16 Roles Table of The Scout Association’s Policy, Organisation and Rules 

- all Patrol Leaders of the Troop(s) in the Group 

- all parents or carers of Squirrels, Beavers, Cubs and Scouts in the Group 

- all Explorers, if so, stated in a Partnership Agreement between the Unit, the Group and the District 

- all parents and carers of Explorers, if so, stated in a Partnership Agreement between the Unit, the Group and the District 

- the Sponsoring Authority, where there is one, or its nominee 

- the District Commissioner 

- the District Chair 

b) The appointed members of the Group Scout Council are other supporters of the Group appointed by the Group Scout Council on the recommendation of the Group Scout Leader and the Group Trustee Board. The number of appointed members must not exceed the number of ex officio Group Scout Council members (see also (f) below). A Group Scout Council does not need to have any appointed members. 

c) The community members of the Group Scout Council are representatives of the local community appointed because of their role rather than by their name. For example, local headteachers, or Parish Council members. They are appointed by the Group Scout Council on the recommendation of the Group Scout Leader and the Group Trustee Board. The number of community members must not exceed the number of ex officio Group Scout Council members (see also (f) below). 

d) The County Commissioner has the right of attendance at each Group Scout Council meeting in the County. 

- e) Membership of the Group Scout Council ends when the: 

   - member resigns 

   - member no longer qualifies as a member of the Group Scout Council 

   - Group Scout Council is dissolved 



- Group Scout Council membership is terminated by UK Headquarters following a recommendation by the Group Trustee Board. 

f) The total number of appointed and community members of a Group Scout Council must not exceed the number of ex officio members. 

g) Appointed members of a Group Scout Council must each have a fixed period for their appointment of not more than three years. Subsequent reappointments are permitted. 

h) Community members of a Group Scout Council are initially appointed for a term of one year, though they may be renewed annually at the AGM. 

i) Group Trustee Board administration (see 5.4.7.9) must ensure that appointed Group Scout Council Members are recorded locally in the minutes of the Group Scout Council meeting which appoints them (normally the AGM). Scout Council members (whether ex officio or appointed or community) must not be recorded as Scout Council Members on The Scout Association’s membership system.

Following good practice recommendations from the Charity Governance Code, POR states Trustee Boards should have a minimum of 5, and no more than 12, Trustees in total. This includes ex officio and co-opted Trustees.

The Group Scout Council must agree its minimum number of Group Scout Council members that must be present at Group Scout Council meetings.

## **Group Leader Volunteer’s (GSL) Report** 

Yet another year has passed, it’s been a busy, testing but successful one for everyone at 1st Hanwell. 

This year has been a successful for every one of our Squirrels, Beavers, Cubs, & Scouts. We have continued with our exciting programme of activities, badges and participating in events within the wider District such as, the Beaver Sleepover, Totem and our very first overnight stay with the Squirrels on the Bus at Walter Davies Campsite (Stoke Poges informally) 

Again, as usual we had our annual Group camp at PACCAR in October, which Ian organised along with of course, again, this weekend’s events. We are only able have events like this with the assistance of the people who volunteer within the group. 

As with last year, the continued closure of the hall due to RAAC is still affecting us. However, we have had time to adjust and all our sections are thriving in their temporary locations. Ian & Tyler have continued their hard work in making sure we keep pushing forward, hopefully meaning that we are back home in our hall soon enough. 

As I say every year, the Group couldn’t run without our volunteers; Katie B, Matina, and Imelda at Squirrels; Naomi, Katie L, Kerry, and Zoe at Beavers; Tim, Ken, Briony and Phil at Cubs; and Ian, Tyler, Nick & Kira at Scouts, Martin our Quartermaster Stores, Lone our DBS administrator, Nicky our Group Secretary, Jen our Social Committee Lead and our current Trustees Barbara, Clint, Jody, Kevin, and Kim, and finally Josh and Karl for their support and help this year as part of the GLV Team. 

I’d like to thank you all, this year you have offered exciting programmes, making sure that our young people still get the scouting has to offer. Without you all, we simply wouldn’t be able to provide our young people with skills for life. 

Sadly, we have had to say goodbye to Tim at Cubs & Ian at Scouts this year as regular volunteers on section nights, they have both been committed leaders, and part of the foundation for our group. We hope they both enjoy their well-earned rest. 

For all the volunteers we have as a group, we will always welcome new volunteers, it really doesn’t have to be every week, just as much as you can give. If you feel inspired to volunteer and join our team, please speak to one our volunteers on how feel you could support us. 

I am optimistic that we come will get closer to and if not resolve our issue with the roof, and as always continue to be the best group in the district! 

A huge thanks to every volunteer, parent, and young person. You really make 1st Hanwell a truly great Scout Group to be a part of.

## **Squirrels Team Leader Report** 

Squirrels has now been running for just over 18month and we have had an incredible year. We have managed to sustain a full section of 12 members. Within the year we have marked the first time that Squirrels have started to move onto Beavers. 

We have continued to keep our programme fresh and exciting; it’s been jam packed with activities like visiting the Gruffalo Trail, RAF Hendon, group camp, fire lighting and cooking Christmas puds on fire, and bird watching for the Big Garden Bird Watch. In activities away from our usual meeting place, we took part in the Beaver Sleepover at Southall Activity Centre, the theme of which was space. 

However, our biggest achievement of the year was our first Squirrels Camp at Stoke on the Holiday Bus, we had 13 Squirrels stay over, organised a range of activities including den building and a campfire and it was a massive success. This event would not have been possible without our leaders, young leaders and parents that regularly help out, a huge thank you is needed as we would not have been able to run the camp. 

In addition to our usual badge work covered within our programme, 8 Squirrels have also achieved their Acorn Award which is the highest award achievable in Squirrels. 

We have a regular leadership team, which we are incredibly grateful for; Matina, Imelda who joined last year, and Jack and Aiden our 2 young leaders. In addition to this we regularly have help from Tyler, Naomi, Karl & Josh in addition to their other roles within the group.

## **Beavers Team Leader Report** 

As we wrap up another fantastic year at our Scout Beavers Colony, I am delighted to reflect on all that we have accomplished during 2024–2025. It has been a year of growth, achievement, and community spirit, and I continue to be inspired by the energy and enthusiasm of our Beavers. 

## Overview: 

- Membership: This year, our colony grew to 21 energetic and curious Beavers, all eager to learn, play, and live the values of Scouting. We’ve been lucky to have the continued support of our fantastic adult volunteers: Katie Bedborough, Katie Laws, and Kerry. We were thrilled to welcome a new helper, Zoe, to the team. Everyone's commitment has been invaluable throughout the year. 

- Parent Rota: Our parent rota remained a vital part of our success. A big thank you to the families who stepped in to help during sessions. Your contributions allowed us to run exciting, safe, and well-supported activities and made a real difference to the quality of the Beavers’ experiences. 

- Young Leaders: Jack and Aiden, our two dedicated young leaders, have been brilliant role models. Their creativity and support have helped shape engaging sessions throughout the year. 

## Achievements: 

This year, we saw a record number of Beavers achieve the Chief Scout Bronze Award - a fantastic milestone in any young Scout's journey. A big congratulations to: 

Oliver, Jack, Louis, Lucile, Julie, Julia, Jude, Rowan, Jamie-Leigh, Kiki, William, and Riku 

Their commitment, enthusiasm, and teamwork over the past year have been exceptional, and we are incredibly proud of every one of them. 

## Highlights: 

- District Beaver Camp: A standout moment of the year was the District Beaver Camp. Our Beavers represented the colony with outstanding behaviour, kindness, and teamwork. They were a real credit to the group and received praise from other leaders and volunteers alike. 

- - Badges and Learning: Two particularly memorable badge themes this year were the Health and Fitness badge and the Experiment badge. The Beavers tackled both with great curiosity and energy - whether learning about their bodies and healthy habits or conducting exciting hands-on experiments that sparked their interest in science. 

As we head into another year, I feel incredibly proud of what we’ve built together: a supportive, fun, and adventurous environment where young people can thrive. However, we are still struggling with membership numbers, and we’d love to welcome more young people into our colony. 

If you know any children who are 6 years old, or approaching Beaver age, please do encourage their families to sign them up! Scouting offers a fantastic opportunity to build confidence, make friends, and try new things in a safe and supportive setting. 

Thank you to everyone—helpers, leaders, parents, and of course, our brilliant Beavers—for making this such a successful and joyful year. Here's to another year of fun, learning, and new adventures!

## **Cubs Team Report** 

The Cubs have had a great term enjoying a wide range of activities. This term we’ve made rope, built fires, made paracord keyrings and (kind of) learnt to sew. We tried out Yoga, and had a trip to Ealing Gurdwara, where we all learnt a lot & ate some yummy food! 

The Cubs represented 1st Hanwell very well behaving respectfully at all times & asking some great questions. 

We are looking forward to the rest of the term when we’ll hopefully be building more fires, trying out martial arts and fencing! 

Of course, the Cubs (& leaders) are missing Tim’s expertise now that he has stepped down after 10 years at 1st Hanwell. Cubs are still without a formal leader, & we would encourage anyone who might be interested in helping at Cubs, even if not every week to come and speak to Briony or Ken to find out more. 

We appreciate all the Parent helpers each week, and if you think you might be able to help more regularly or have an idea for a session, please do let us know.

## **Scouts Team Leader Report** 

## June 2024-May 2025 

Another challenging year for the all the sections, but even with the bouncing between different locations, the scout section is still as strong as ever. 31 young people regularly attending, reminding us that no matter where they are, they will give it their all. True scouts. 

In July, we visited Dorset for our annual summer camp. 21 scouts got the opportunity to visit the birthplace of scouting, Brownsea Island. This is where Baden Powell took an experimental camp of young people to the Island in 1907 and founded scouting. Our troop also challenged themselves on various climbing and water activities, including raft building, stand up paddleboarding and abseiling. Finishing the week by putting on a skit show for each other. 

Autumn term was a mix of new challenges and chances to learn more about our community and the world. Starting the term by visiting our group sponsor, St. Marys church and understanding the history of Christianity and our local church group. We were then met by our favourite science teacher, Andy Price, who showed us a few different science experiments and gave the us a chance to try our own. Following that we attempted to build on our map reading and hiking skills, tried martial arts for the for the first time and had a look at computer programming before finishing the year by watching the St. Mary’s panto. 

In a blink of an eye, it was 2025, and we were back to thinking about totem. A lot of camping prep, covering aspects like setting up camp, cooking on open fires and pioneering gadgets which all get scored on the competition weekend. I’m proud to say we got 3rd place in both the competition and training patrols. In between the totem sessions we covered other skills like badge sewing which was organised by our amazing squirrel leader Katie Bedborough who made sure every young person went home with a new sewing kit, badge blanket and the skills to sew their own badges on. 

None of this would be possible without the help of Nick and Karl who have tried to move heaven and earth to attend every session and ensure they run smoothly. Big thanks to Josh and Ben who have been behind the scenes helping us plan the sessions and keeping it exciting. Special thanks to Kira who has been a young leader helping us while studying for her A level exams and has recently chosen to become a full adult leader once her exams finish, so thank you for taking on the leadership challenge and best of luck with your exam’s this month and next. 

Finally, massive thank you to Ian who has done such an amazing job running the section the last few years and has been such a great support for me while I try and fill the giant shoes he has left behind. Thank you for all you have given to the section and the group. Ian, I hope you enjoy your well-earned break.
