c(*)linuation of the twfrweek intensive 1(￿bed rehabilitalion programme with the Oxfordshire County Council
and NHS altho￿h. in earfy May. due lo the financial diffKulties arKI thoices faced by these bc#Jies we leaml that
the contract will be terminated al the end of that mi)nth. This will be rerdaeEd by a new O￿lne portal due to g)
live in July. on which we will be able to ap￿ fcf patients. leaviThJ a short period in wthich lo receive continuing
care an¢J fast track placements through the c(￿&￿tS Ihat we have built up in the ojntinuing care team. Time wll
tell how effe¢￿ve this system wll prove to be. In the near term Ihis focus us more on the self-funded
market especially sh)rt slay patients. bul ¥M wil be acts￿ exFAoring at8mative contract option5 wilh the NHS
and IC8.
In line ￿th occupancy, we have aso remained siaffed. ¥*iih a m￿h￿edUced dependency on agency staff.
In general. under the care of Matron and her dedicaled nursing leam. SLVPOrted by the Care Goveman¢x

Operating level. altht)ygh this has been Signif￿anWY improved at the bottom ￿ne by a number of generous
donations towards the refurbishmenl programme of 20 bedrrK)ms vthith is sche(luled to be compleletl by June
2024. A fvnd4aising wak. org￿lsed by Irustee Miet Nomian. raised almost £30.CQO towards the target of
£318.000 for the cost of Lrpgrading th8 bedrooms. whlsl ancther 26-mi18 hik8 across Oxfordshire countryside
has taken place in Awl pr￿U¢Ing fvrther much needed funds. On account of a healthier financial position it was
deiided to make an oarfy repayment of a part of bank lo￿ Ihal was tsken out in 2020 to fund the build of
the seco￿1 floor of the hospitd, in ¥iew ol Inte￿$t rntes be•w held up in the face of sticky inflalon, wlwlsl our
objective wll be lo contiwe lo ac￿lera￿ Ihis loan repayment if our finan(xal w)sill(￿ allows it. In thi5 endeavour
hav8 b8en widèd by the wise of tsjr Treasurer. Martin Wlkn'nson. V•fvJ wll be stepping dcmn from
this role after 8 ￿arS in June.

due in part to ¢yJr refurbishment wthjramme. We haNe been upJr8dirKJ bedrooms on the first and secffid fl￿)r
by fitting wet rooms n rooms whith fcffmedy 0￿Y had washbasins wc's. They have also been redecorated
arKI fitted wilh new beds. carpets avKI curt&"ns aThJ have comFAeted 16 of Ihe 20 planned at tlNs time. Wo
rt¢)w have 46 01 our 62 bedrooms Ihilh rtth)s. Arther successful of fundraisiNJ has funded this
refufbi5hffl8nt with £125K being Taised thi8 ￿ar l￿wardS the cost of upgradirNJ 20 bedr¢￿M5.
Our 11>bed rehalylitstion Contrart has to rol over has been renamed 'wiiler pTrssure beds,.
The County cour￿11 have carried out a teThJ8r process tr care homes lo contracl with them. At the moment we
do not krw)w the results of the tender. which c0ffffien￿ in J￿. but now know that our 10- bed contract wl
not contiThJe be>rJnd the end of May 2024 due to budgetary issues. 11 is possible that ￿habilitatic￿ beds will also
go out to teThJer at scrfne siag8. In the sh)rt lerm we shau have to concentrale on the 5elklunded market and
onlinuing care.
We are well staffed with a full team. Tumover rales are 1￿. whith i¥ much better than thè nali¢)nal avérage at
28°h. Wg do have a problem *ith our sickness rates. wh￿h have inwsed to 1.9 per day and this has clearfy
impacted our costs as well as puw pressiffe cfft other staff. Maiemity rates 019% in the year are also very
high with the nallonal avgwe at 0.1%.
Our new c8lerirKJ u)ntract(Ys have Ihrlwh 8 pwlect storm of unfortunate ciTcumstance5. bul with
new Chef Managef and *elumiNJ supwrt team we beI￿ve Ihal loThJ Serv￿ is back on track.
We have been preparirKJ for the new co￿ ￿lalIty Commissw repm system and with the efforts of the Car8
Govem8nce Committee and the Nourish champic￿5 Team. we are Pro9￿51r￿ well with meeting all Ihe
standards. We fimily believe that we we oulst¥Kling in mosl of ¥th81 w8 th).
The resllienee of SL Luke's h8s tréen demonstrated ty surviv81 thrcwh the pandgmic. Ihe buikling works wlth
the commensurate h•3h interest rates and sUr9N￿ inflation. There is every reason lo believe Ihal it wll continue
to thrive whatever happen5 ￿th the stalevfunded ￿a(￿￿ents. allFKJuyh as a d)arity w& clearfy wsh to continug
to SLFPWt the NHS and social seThicts. Our mix of excellent rehab￿ltatiOn seNi¢es, high quality ntKsing care Icrf

occupancy continued throuthoul the ￿ar. This conlrxt conbnued inlo the first tsvo rnonths ol the new year but
was lem)inaled at the erKJ of May 2024.
Overall, the Cwncil's obiecb.ves f(* the year were lo return an Opera￿n9 surplus. build resarves. a￿1 raise furKIs
for Ihe refurbishment of rootns on the ground and first lIc￿. These objectives were largely achi8ved wilh cash
