They consist of a Royal Charter. which in tum gives authority to the Bye
Laws of the Association and The Policy. Ckganisation and Rules of The
Scout Association.
The Group is a trust established under its rules which a Common to all

The Group is managed by the Group Executive Commlttee, the members of
which are the 'ChaTTrty Trustee$, of the Scout Group whl¢h is an educational
charity- As charity trustees they are responsible for complying with tegislation

and making retums to the charity Commission as appropriate.

The Committee consists of independent representatives, Chair and Treasurer
together wlth the Group Lead Volunteer, individual section leaders, and friends,
representation and meets periodicalty.

The Group Executbve Committee has identified the malor Tisks to whlch they
belleve the Group is exposed, these have been reviewed and systems have been
established to mibgate against them. The main areas of concem that have been
identrfl are:
Damage to the building, property equipment Th8 Group would request the
use of buildings. propety and equSpment from neighbouring OrganisatnS such
as the chur¢h, community ¢entre and other Scout Groups. The Group has
sufficient buikllngs and contents lnsUrnn in pla to mitigate agalnst permanent
loss.
Injury to leaders, helpers, supporters and membors. The Group through the
capilation fees contributes to the Scout Assoriations national accident insurance
policy. Rlsk As9essments are undertaken befo all activities.
Reduced Income from fundraising. The Group is primarity reltant upon income
from subscriptions and fundraising. The group does hold a Teselve to ensure the
continuity of aclivilies should there be a maior Teduclion in income. The
Committee could raise the value of subscriptions to incr&ase the in¢ome to the
group on an ongoing basis, etther temporarity OT permanently.
Reduction or loss of leaders. The group is totalty lIant upon volunteers to run
and administer th6 activities of the
. If there wa5 a reduction in the number
of leaders to an unacceptable level in a particular 8ection or the group as a who
then there would have to be a contraction. consolidation or dosure of a secllon. In
the worst case gcenario the complete c108ure ofthè Group.
Reduction or loss of m8rnbet8. The Group provide5 actIveS for all young people
aged 6 to 18. If there was a reduction in membership in a particular section or the
group as whole then there would have to be a contraction, con501klalion or
closure of a section. In the worst case scenario the complete closure of the
Group.
The group has in place systems of intemal controls that are designed lo provide
asonable assurance against material mismanagement or loss. these include 2
signatorfes for all payments and a comprehensive insurance polieies to ensure
that insurdble tisks are covered.

to attain challenge badges and awards and have supported variou8
District and County-led activities.

The Group has a Beaver Scout Colony (64 years old) and a Cub Scout
Pack (8-10'A years) and a Swut Troup (101A-14 years). The total youth
membership of the Group at the January 2026 nsuS was 58.

Beavers. Cubs and Scouts has remained at fairly stable numbers over
the past 12 months. Since re4tarting the group, the Beavers at the re-
start are now about to leave Scouts lo further their Scouting joumey.
The 1 st New Haw Beavers delivered a diverse, engaging programme
that buitt confidence. teamworK independence and practical skills.
Weekly sessions covered wide-ranging badge work. including
teamwork, hyglene, navigation, nature, safety. intemational Scouting
and community engagement. Beavers enjoyed practical and creative
activities such as building catapults, designing paper aircraft, making
bird feeders. learning map skills, practising the Beaver Promise in words
and sign language. and sharing hobbies and collections.
The year featured major events induding a joint camp at Birchmer8.
district arthery. trampolining with 1st Ch8rtsey Boume Beavers. cultura
celebrations such as Diwali, Remembrance. Christmas and Sl Patrick's
Day, and a June HQ sleepover with a hike and chippy dinner. Outdoor
leaming remained ntral through litter-picking, environmental projects
and a guided nature walk on Horsell Common. Achievement was
exceptional, with 339 badges awarded, including 10 Chief Scouvs
Bronze Awards. Th8 y&ar's SUCSS reflects strong participation and
dedicated volunteer suppt)rt.
In Cubs weekly meetings covered widevranging badge work, including
gardenlng, reading, outdoor challenge, local knowl8dg8, international
Scouting, creative activities, cooking and environmental awareness.
Cubs took part in knot vrk. tent pitching, vegetable growing.
lantern-making, cultural learning and themed ¢ooking.
The year featured major events such as District Camp, Rock Up
climbing. the District Night Hike, Big Splash, the County Cooking
Challenge, a guided nature trail on Horsell Common and a Viking and
Abbey walk at Chertsey Museum. Cultural celebrations included Diviali,
Chinese New Year. St David's Day, Easter and Christmas. Outdoor
adventure remained central, culminating in SCRAM and a Cub camp.
Achievement vms strong, with 152 awards eamed, including 8 Chief
Scout's Silver Awards. The section's success refieGts committed
participation and the dedication of leaders, young leaders, parent
helpers and supportive families.
The Scout section delivered a broad, engaging programme that
strengthened outdoor skills, tèamwork, resilience, citizenship and
Confidence. Weekly activities included navigation, hiking. first aid,
cooking, environmental action. intemational Scouting via JOTA-JOTI,
nature stud

and communi

ement.
Achievements and performance
Special events enriched the year, including the Monopoly Run in
London, a nature evening on Horsell Common with Natural England,
and Big Green Week community action, all of which encouraged
indèpendence and responsibility.
A major milestone was the Troop's first Gold Award expedition in the
Malv8m Hills. where older Scouts anned and completed hiking,
camping and self-catering as part of their Chief S¢ouVs Gold Award.
Badge progress was strong, with 111 badges eamed across Challenge.
Activity. Staged and Core categories. The year concludes with kayaking
at Addlestone Canoe Club and District Scout Camp. providing a fitting
final experiences to celebrate a busy. successful and
confKlen¢e-buikling year for the Troop.

charlty's pollcy on reserves
The Group's policy on reserves is to hold sufficient resources to continue
the charitable activities of the group should income and fundraising
activities fa518hort. The Group ExewtiV8 Committe8 considers that the
group should hold a sum equival8nt to 12 months running costs which
equates to about £10,000.

The Group does not have sufficient fund5 to invest in longer te
investments. The Group has therefore adopted a risk averse strategy to
the investment of its funds. All funds are held in cash using only
mainstream banks or buikling socEetEes.

to some more needed equipment for camps.
Storaga space continues to be an issue as we look lo gafn more space frixn having th8 Distrid Store (once
lat New Haw8 Store) returned for our use.
As we are now organising more camps than in previous years we are trying to be more self sufficient and
need to decrease our dependency on boTrovMI equipment and hlred vehicles. We would like to invest in a
b9K trailer and camping equipment that would allow us to ¢ffier a moTe comfortable camping expeiience.
Our considered maintenano of the hut and grounds continue with the rtrdevelopment of Parkside a
possibility which has slowed in recent months due to Ihe Unity of West Surrey taking over Runnymede and
local bat and environmental suryeys ongoing. We have been looking to fft outslde sinks with a canopy and
carry out work to keep the building and grounds in good order.
Fly tipping and the dllapidated gwagas outside ts entrance contlnue to be a problem which requires regular
