AGM Treasurer’s Report for year 01/09/2022 to 31/08/2023
With this year ending on a minus it has not been as significant to previous years, this is following on still from COVID 19 and low admissions to the preschool, this has meant we have had to use some of our reserves for this financial year.
With costs increasing in comparison to 2021-22, they are consistent with the cost of living increase. We are still consistent with wages being our biggest expense but without this we would not be able to offer the children the opportunity to come to our setting and learn and flourish in the way that they do. We have also needed to make sure EYPP money is being spent to improve the experience and learning of the children in receipt of this payment.
We have had a slight increase from last year in fundraising which we were unable to do during the Covid-19 pandemic. With the continued support from NISA the children are able to enjoy a varied healthy snack which is donated to us.
Insurance has increased slightly from the previous year, which is to be expected.
Rental of the setting has increased this year largely down to the renewal of contracts.
A careful watch needs to remain on spending since our income can fluctuate with decreased child numbers due to circumstances outside our control – changes of job/working hours/moving out of the area.
While we had been running with an acting manager in the setting for the start of this year, we are extremely grateful to the now permanent manager, who has brought the team together and secured us a Good rating back with Ofsted. I am grateful to all of the staff who have gone above and beyond to keep the setting running, without them we would have no setting and the children would not have had the wonderful experiences they have, so from myself and all the other committee members we would like to say Thank you and we look forward to working as a stronger team this coming year.

This is a report in the chair capacity for the financial year 2022 – 2023.
At the beginning of the period of this report the received notice that we would receive an Ofsted inspection. Whilst on initial inspection the setting and managerial leadership was found to be good the committee were unaware of the failings of the previous chair to notify Ofsted of elements, she should have done within 14 days of leaving which led to a requires improvement grading in April 2022 and to begin working with the Cambridgeshire Early Years Team which was frustrating at times as communications were enforced rather than explanations and encouragement. When we were reassessed in February 2023, down to the fantastic work of the new manager and her team the setting achieved Good with outstanding in the effectiveness of the setting’s personal development.
The committee have met as per our constitution to agree action plans and work on areas required by the Early Years Team. The committee have supported the manger and deputy manager when required and now Ofsted has published, they excel in leadership and management and safeguarding something we always knew.
Recruiting and retention of qualified staff during the first part of the financial year remained a concern. We are still recruiting via formal channels and social media. The ability to have a lovely student in Emily from Cambridgeshire Regional College was invaluable support. However, we were delighted that Charlene applied and was successful for the manager role before Jasmine left for another position in September 2022. Her enthusiasm and ideas for our wonderful community setting is catching. When I visit the pre-school, I leave feeling incredibly happy and the children love working with Charlene and Estelle. We were also so lucky to welcome a fabulous practitioner, Gemma, in February 2023.
I accepted the chair role for another year as I believe passionately in the community, and this is a brilliant setting with a wonderful and talented team lead by a wonderful manager which I didn’t want to see close through a lack of committee members or children attending. So, there is a plea to join us to do a little or a lot as you can offer the preschool.
There are statutory Ofsted regulations and the Early Years framework to be followed which is not for the feint hearted and I would like to publicly
thank Debby as treasurer, Nikki and Emma Scott for their support during this year.
Moving forward we want to raise funds to improve facilities and outcomes for the children. More grant funding will be applied for as well as local donations from Buckfest music festival.
