WOODLEY COMMUNITY CARNIVAL 2022 CHAIRMAN’S REPORT
The Covid pandemic stopped the Carnival from being held in 2020 and 2021 and the Committee was therefore delighted, that this year, we were able to organise the deferred 60th year celebration, putting on our fun filled day for the community in Woodley.
Our entry prices were kept at 2019 levels with the addition of free entry for under 12s. Foot fall this year was the busiest ever and we are immensely appreciative to all the gate volunteers for the superb job they did in collecting entry money and keeping the queues moving. The Carnival continues to be one of the main community events for Woodley and is a platform for local groups, charities, and local business to raise funds, the overarching objective of providing Woodley with the annual Carnival remains at the forefront of our constitution. This year’s Carnival was the most successful in its history in terms of the number of people attending.
We received many positive comments from members of the public who took time to thank Committee members and volunteers for putting on such a brilliant and enjoyable community event, all commenting that it had been the best Carnival ever.
The Carnival is an independent charity which is not subsidised or funded from local taxes, with its income derived from Carnival Day. We are hugely grateful this year to our sponsors, Woodleys Estate Agents, Lock Solutions, LAX events, Trademark Windows, KJS Solicitors, for their generosity in sponsoring the Carnival providing some of the attractions on the field. The spectacular firework display at the end of the evening was kindly sponsored by the Woodley Town Council.
I am delighted to have been Chairman of the Woodley Carnival Committee for the last 12 years, although my involvement with the Committee spans 17 years. I now feel the time is right to pass on the baton to a new chairman to take us into our next decade. I would like to thank the Committee members who give generously of their time and to our Friends of Woodley Carnival, who together are a cohesive strong body of volunteers, working throughout the year to put on the best possible Carnival for Woodley. Each Committee member and volunteer carries out their roll with enthusiasm and dedication.

Many local carnivals have folded in recent years, but the Woodley Carnival continues, I contribute this to the efforts of the committee and the support of our local community.

Report on the Accounts to 31[st] July 2022
I am pleased to report that we made a surplus for the year of £17,879.12
Comments

Due to the excellent work completed to negotiate the roll-over of our deposits placed in 2020 and the subsequent cancellation in 2021 we managed to mitigate a potential £5272.60 cost. (As mentioned in last year’s accounts the only cost of the cancellation was £1045.01 as the sound supplier went into liquidation)

We planned this year cautiously with the uncertainty of engagement and feasibility of our carnival following the pandemic, along with price increases witnessed over the last 2 years.

The committee decided not to hold the procession this year due to financial and logistical challenges. This is estimated to have reduced expenditure by £8,387.00.

The additional footfall increased gate takings by £10,572.75, and profits from the bar increased by £3,920.89. These contributed a total of £14,493.64 to our profits.

We normally aim to maintain a reserve equal to the cost of holding the annual carnival. With the increased costs and minimal profits over the last 5 years, the reserve account currently stands at £36,293.78 (69% of 2022 costs). I would advise the committee to consider using this year’s profits in full to increase the reserves to £54,172.90 (103% of 2022 costs).

I would also recommend as we start 2023 planning, we work on the assumption of a minimum increase of 10% in expenditure, if we compare 2019 against 2022 there was a 14% increase in costs.
The accounts have been independently prepared by Land & Scales Ltd and we will submit them to the Charities Commission as required.

Accountants' report to the committee members of Woodley Carnival Committee
You consider that the commitee is exempt from an audit for the year ended 31 July 2022. You have acknowledged, on the balance sheet, your responsibilities for complying with the requirements of the Charities Act 2011 with respect to accounting records and the preparation of accounts. These responsibilities include preparing accounts that give a true and fair view of the state of affairs of the charity at the end of the financial year and of its profit or loss for the financial year.
In accordance with your instructions, we have prepared the accounts which comprise the Income and Expenditure Account and the Balance Sheet from the accounting records of the company and on the basis of information and explanations you have given to us.
We have not carried out an audit or any other review, and consequently we do not express any opinion on these accounts.
