1. Welcome and Introduction

Chair Martin Day opened the meeting by welcoming everyone present.

2. Apologies

Apologies from Lynda Kelley, Jo Ford, Karen Taborelli, Graham Kaye-Taylor, Sue Church, Chris Clark, and Bob Thorpe.

3. Approval of last years AGM minutes

The minutes of the last AGM held on 20[th] July 2024 were presented. Vicky Palmer seconded and approved with a show of hands.

4. Governance topics

A: In line with the instruction issued from Scout Headquarters. We must continue to adhere to Policy, Organisation and Rules, particularly highlighting procedural changes in Rule 9.1b from the May 2025 update. A copy of this updated POR was published, and all changes were issued to the leader team. This can also be viewed on the Scout website.

B: The groups financial year is 1[st] April to 31[st] March.

C: Agree the number of members that may be elected to the Trustee Board – quorum was proposed at 7, with agreed number of 1/3+1 of attendees for a vote. Seconded by Jennie Phelan and approved by a show of hands.

D: Agree the quorum for each of the Group Scout Council (including this AGM), meetings of the Group Trustee Board, meetings of any sub-committees.

Quorum for the AGM set at 7, seconded by Karlie Potter and approved.

5. Review of the Previous year

Chair introduced volunteers to present their annual reviews.

Group Lead Volunteer Vicky Palmer reviewed the last year of scouting at 1[st] Burnham & Hitcham Scout Group. See attached GSL Report 2024-2025.

Section reports of the past year were read out by the section leaders present at the AGM. All reports are attached to these minutes.

The full treasurer’s report is attached to these minutes which have been independently examined by an appropriate party and approved at this AGM.

Keyur Kanabar presented the treasurers report.

6. Appointments

Vicky Palmer nominated Martin Day to continue as Group Chair of the Trustee Board. Approved by a show of hands.

It was noted that we currently do not have a Group Secretary. We welcome any expressions of interest in the role.

Keyur Kanabar was nominated to be elected Group Treasurer. Approved by a show of hands.

Changes to the trustee board structure now mean that the Group Lead Volunteer is the only ex-officio member of the Group’s Trustee Board. All team leaders will be part of operations and Leadership meetings.

The following have been formally elected to the group trustee board:

Martin Day, Vicky Palmer, Keyur Kanabar, Jennie Phelan, Marcus Comfort and Karlie Potter.

It was noted that both Marcus Comfort and Karlie Potter are team leaders and have previously served on the trustee board. Vicky Palmer is currently liaising with a couple of parents regarding potential appointments to the trustee board. While these appointments are yet to be confirmed, Marcus Comfort and Karlie Potter will remain on the board for the coming year.

7. Nominations & Awards

The Group Lead Volunteer received nominations from all sections for the Beaver, Cub and Scout of the year 2024-2025.

The winners are:

From the section winners, after much consideration by Group Lead Volunteer, it was announced that:

Mia Ryan-Marsh was the winner of the David Barnes Shield 2024-2025 .

Trustees Annual Report for the year ended 31st March 2025

MAJOR ACTIVITIES AND ACHIEVEMENTS IN THE YEAR

All sections have been very active providing a wide range of activities and experiences for the children.

We have 118 young people on the roll with a good gender mix across all sections. We currently have a significant number of young people of Scouting age on our waiting list. Despite all the other distractions for our young people, Scouting still remains popular.

Transport

The minibus usage helps to support towards running cost of the minibus. We need to stretegise that its usage will continue to benefit the scouting community and support our activities.

Fundraising

Fundraising efforts from the group totalled over £2,366. At all these events parental support is a necessity and we need to keep actively fundraising to help raise funds to provide for the varied programme we want to lay on for the children. We have lots of ideas, but need parents to come forward, to make them a success.

Subs are £48 per term, which changed from September 2024 from £45. This generated £14,711.52 in 2024-25 vs Capitation and running costs of £17,592.86. This deficit was managed through historic grants and fundraising. In the current economic climate Scouting still provides fantastic value for money.

As declared the group was very active in relations to outdoor activities and camps. However, can plan further activities in coming year or subsidise further to support surplus.

Scout Hut

The Scout Hut continuous to be used for weekly section meetings but it's not used for any other external events.

Camps and activities

All sections remained active throughout the year.We are ever thankful for Leader, helpers and parents for their efforts to run such a varied and exciting programme during the year.

Subscriptions

Subscriptions will remain at £48. Capitation and fixed costs increased during 2024–2025, so there may be a need to raise subscriptions next year to between £50 and £55 to cover any shortfall. This is currently under review. Subscriptions are collected via OSM, which charges a 2.95% fee.

The Group is a trust established under its rules which are common to all Scout Groups and Districts.

Trustees are appointed in accordance with the Policy, Organisation & Rules of The Scout Association.

The accounts have been drawn up on the receipts and payments basis which is consistent with the previous year.

The accounts have been created from the electronic banking records for each of the sections and the respective leaders' records. When able to, the sections' physical receipts and printed bank statements will be checked against the accounts submitted.

The group bank accounts' printed statements and receipts have been Independently Examined.

Independent examiner’s report to the trustees of 1[st] Burnham and Hitcham.

I report to the trustees on my examination of the accounts of the 1[st] Burnham and Hitcham for the year ended 2024-2025.

Responsibilities and basis of report

As the charity trustees of the 1st Burnham and Hitcham you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the 1st Burnham and Hitcham accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the 1st Burnham and Hitcham as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Chairmans report 2024-2025

The Group continues to function well, supported by great leaders and good finances.

Over the past year, all sections have enjoyed excellent programmes, camps, and activities — all organised by our fantastic leadership team.

I had the opportunity to attend various Cub and Scout camps during 2024–2025, where I saw firsthand the dedication of our adult volunteers and leaders in delivering truly memorable experiences for the young people.

Looking back over the year, we have onboarded a new Treasurer and updated our bank accounts, ensuring that three people now have access instead of just one — removing a single point of failure. We have also updated our details with HMRC, enabling us to claim Gift Aid once again.

Key priorities for the year ahead include:

We thank Vicky for her support with facilities over the past year, helping us stay compliant with various health and safety requirements. However, it is important that we now hand this responsibility over to a dedicated Facilities Manager.

The Scout Group has been represented at several local community events in Burnham. While we would have liked to do more, volunteer recruitment challenges have limited our capacity. We aim to recruit more fundraising volunteers to lead events and help promote the Scout Group within the local community.

I would like to express my thanks and gratitude to all the adult volunteers and leaders who work tirelessly and so professionally to provide all of our young members with the life skills experiences they so much enjoy.

GLV Report 2024-2025

In the last year our team of dedicated volunteers have continued to utilise their knowledge and experiences to bring brilliant opportunities and deliver amazing programmes to our young people. With those behind the scenes continuing to do a great job keeping this running smoothly, from our finances to fundraising to maintaining our minibus.

The volunteers all had to refresh our knowledge with new safety training and proudly we were one of the first jobs in the District to have all members successfully complete this way before the deadline. We also had to learn a new system encompassing our training and processes, which isn’t easy especially when some are doing this in their jobs as well. Well done to everyone.

We always look for any assistance and welcome anyone to utlise their skillset imparting your knowledge to young people or even the volunteering team! A volunteers time goes a long way with helping our young people.

The continued strength of 1[st] Burnham & Hitcham is only possible with the hard work and commitment of the leaders and team members, and we get to have a bit of fun whilst doing it!

Across the sections they have carried on with Hikes, trips, water activities, sports and many more.

There has been some great camps from our usual favourites such as Paccar, Space Centre & HMS Cavalier to the World Scout Jamboree in Essex, where they got to meet other Scouts from different countries.

Our Beavers had another successful Beaveree doing fun activites with other local Beaver groups.

This year our Scouts also got to help out the local community at the villages VE Day Tea Dance serving a record number of teas & coffee!

As a collective group we have done Ice Skating, Swimathon, Bag Packing, Carols round the Campfire & the village Remembrance Parade.

We also represented ourselves and the village in a Buckinghamshire Culture Photoshoot, inspired by ‘Bruegels Paintings of Village Life’ as a snapshot of time in village life this century.

Throughout all these events our young people have been a credit to 1[st] Burnham & Hitcham and their families. I would like to Thank everyone that make us successful – parents, guardians, Leaders, Team Member, Young Leaders, the Trustee Broad and most importantly all the Beavers, Cubs & Scouts.

Wolverine 2024-2025

We would like to nominate Dominica Arne for Beaver of the year. She always arrives with a smile, ready to take part in every activity with full energy and a positive attitude. She shows genuine care for others, helps fellow Beavers without being asked, and includes everyone in games and tasks. She rarely misses a meeting or event, and always gives her best effort no matter what the activity. She always demonstrates respect for leaders, fellow Beavers, and follows instructions and sets a good example. She would regularly motivate and support others during challenges, games, and group tasks—especially when someone is struggling. She would naturally takes on small responsibilities, leads by example, and helps newer or younger Beavers settle in.

Beavers 2025: A Year Full of Adventure, Friendship and Fun!

What a fantastic year it has been for our amazing Beaver colony, Wolverine! From thrilling adventures in the great outdoors to heartwarming moments in our local community, our Beavers have had a truly action-packed year full of laughter, learning, and unforgettable memories.

We kicked off the year with our ever-popular Jubilee River Hikes, where our Beavers showed brilliant stamina and curiosity, exploring nature and enjoying the fresh air. The excitement didn’t stop there—our visit to Black Park was full of giggles as we joined Mable Baevers at the nets, climbing, crawling, and swinging like true adventurers!

The Beavers were thrilled to visit our local heroes at Slough Fire Station! They climbed into fire engines, sprayed hoses, and learned all about fire safety. They also had the special chance to meet serving police officers, asking questions and learning how our police keep our community safe.

This year’s Vegetable Olympics was an absolute smash hit! From carrot javelins to potato sprints, our Beavers showed off their creativity and teamwork in the most hilarious (and slightly muddy!) way possible. Who knew cucumbers could be so competitive?

Learning how to pitch tents at Burnham Park was another huge achievement. Working together, the Beavers mastered the basics of camping and had a great time pretending they were off on a wilderness expedition.

A new adventure awaited us at the recently opened Crazy Golf course in Wexham—the Beavers putted their way around tricky obstacles, showing patience, focus, and plenty of cheeky celebrations for those hole-in-ones!

Giving back is a big part of Scouting, and our Beavers made us proud with their community litter picks, helping keep our parks and paths clean. Even more touching was their visit to the local nursing home, where they spent time reading to the residents, bringing joy and companionship to some of our older neighbours.

This year, the Beavers had a chance to try out some thrilling and unusual activities including:

We were excited to welcome 9 new Beavers to our colony this year, bringing new energy, smiles, and friendships. At the same time, we waved a proud goodbye to 7 Beavers who swam up to Cubs, ready for their next big adventure. Even more exciting, 4 Beavers earned their Bronze Award—a huge achievement that shows dedication, skill, and a lot of fun along the way.

We couldn’t be prouder of everything our Beavers have achieved. Their enthusiasm, kindness, and spirit of adventure make every week a joy. A huge thank you to our amazing young leaders, Luca, Louis, Samual and Yash, our leaders, parents, and helpers who make these experiences possible.

Maple Beaver Report 2025

This last year has shown, more than any other year, that despite all the world socio-economic and political upheavals impacting every adult, there has been no apparent impact on the enthusiasm and energy of the beavers. The leaders have each week received a refreshing tonic to present a fun filled, entertaining session, with a few life skills, new experiences and personal challenges thrown in. For some a personal challenge may be to stand in front of all their fellow beavers and explain the rules of a game, for others it may be to taste new food, or to overcome their fear and climb to the highest point of the nets at Black Park. Personal challenges are by their nature very varied, and what is a challenge for some, is a ‘walk in the park’ for others.

We have included walks to parks, introduced ‘map reading’ in woods, compass skills, knots – perhaps not quite to scout standards – road, water and fire safety with an introduction to 1[st] Aid and making 999 calls, and covering the phonetic alphabet. We have celebrated many festivals from different cultures – Pancake Day, Chinese New Year, Diwali and more, all providing us with an opportunity to play silly games and eat food.

To keep the leaders amused, we like to cover activities that are now not seen very often, such as hop scotch, skipping, or marbles. We like re-visiting our childhoods and the beavers seem to enjoy it too – which is what it is all about.

We have also covered more serious issues like shelters for the homeless, Remembrance Day, increased awareness of physical disabilities and had a visitor from Guide Dogs for the Blind, hopefully all presented in a way in which the Beavers had fun, but learnt a little.

District and County have arranged some fantastic events which include the sleepover at the Space Museum this weekend. But the Beavers have also had the opportunity to sleep under the mathematical shapes and next to Babbage’s first computer at the Science museum.

The leaders would like to thank the young leaders, for their support donating their free time to help us run the beaver sessions and the parents that have helped and supported us, without whom, we could not offer such a wide range of activities for the beavers – thank you. Please may we also express our thanks for the silent support from the executive committee, who provide and maintain a facility in which to hold the weekly meetings and manage funds to pay for events and items used to deliver the programme. Jacala Cubs Yearly Report 2024 to 2025

Well, what a year we have had in Jacala cubs.

First the boring part

We gave out a total of 150 badges during the year. These included a total of 7 Chief Scout Silver awards.

It was a little tough this year with the group dropping down a little bit with young people leaving the area, moving on. But we are coming back stronger during the autumn term with the pack going to over 20 young people learning skills for life. We also welcomed Alina as new leader to our little group.

We did a few visits during the year fire station, Eton natural history museum, st peters church were the cubs got to climb to the bell ring room and see the bells. Unfortunately, due to risk assignment they were not allowed to go to the top of the church to see the great views (Martin will know all about the reason why, but good views). We also had some guest involved from Karate instructor, police officer and a leader to from the area to run a science evening.

Along with the normal activities hiking, remembrance parade all showed how great a respectful the group are. We also held our own remembrance parade for those that could not attend placing poppy crosses at the cenotaph in the Burnham Park. We also had a great summer party and Halloween party with glow in the dark dancing.

All the cubs and parents have been great in support, enthusiasm and the feedback from all is they look forward to each Monday.

What did not go well, unfortunately we were unable to get the cubs under the stars this year, which is mainly my fault for not planning to get nights away permit before the weather changed.

Would like to take this opportunity to thank Conor, Alina, Rose, Tom and Conor MK2 for their support and ideas to help bring the plan to life each week. Without your support these evening would not be possible. And also the support from the other leaders in the group that put up with me.

Looking forward to 2026 the main area for the group and myself is to get them out under the stars, with the help of other leaders I am sure this will be possible to achieve to get that piece of paper.

My nomination for Cub of the year is Mia Ryan-Marsh.

Each week she is the first one through the door with a smile, full of enthusiasm for the night ahead. She has also help welcome new members to the group making them feel welcome, included and telling them do not be afraid of Rich. Even when a personal matter arrived, she still wanted to come to the meeting and give it her all. She has shown the main factors of scouting each and every week.

Greybrother Cubs - 2024/2025

A joint Cub camp with Jacala at PACCAR took place in May 2024 with Cubs making bread & their own lasagne for dinner. Cubs tried laser tag & the gladiator challenge, Cubs had a treasure hunt, painted plates & made woggles.

In October Greybrother Cubs had a sleepover on HMS Cavalier at Chatham Docks, experiencing rope making, going into submarine & learning how HMS Victory was designed & built.

Cubs visited the Buddhist Temple at Taplow. We had a visit from Fur & Feathers & Cubs held various birds of prey including an owl.

Greybrother Cubs have tried various outdoor activities including rifle shooting, archery, fire lighting, bivouac building, tracking, rounders, athletics & going on a number of hikes.

In the Scout Hut Cubs have made bow & arrows & trebuchets from lolly sticks, had a fitness evening, planted tomato & sunflower seeds, cooked pancakes on tin cans, carved pumpkins & taken part in the more traditional Scouting activities such as knot tying & map reading. Many thanks to all Leaders / Adults that have helped & supported Greybrother Cubs over the past year.

Scout Section Report (April 2024-March 2025)

The scouts did so many activities, and they sure did thrive

The older Scouts spent a weekend away doing 2 long hikes

It was challenging for them, but it got the thumbs up and lots of likes

Soon after, they told us all what they had to do

Before the Leaders and Scouts smashed around a golf ball or two

Gardening and entertaining the guests at Burnham Lodge was great fun

Before amazing watersports out in the sun

Our annual weekend camp was held at Phasels Wood

The Scouts loved it, and of course, the crest run was so good

Before the summer, we managed some model-making fun

Before the most amazing camp with the most ever sun

Essex International Jamboree was a massive hit

The Scouts had a great time, and it was hard to decide what was the best bit

While Aoife Comfort won the sub camp talent show to become the Danube champ

Then, in front of eight thousand, she sang her way to second place for the entire camp

Up and under, enterprise, survival, on target, EIJ presents were the zones they had to do

These activities were fun, tough, entertaining, and our scouts did well to get so much through Soon it was September, and we were off on a hike

Jo’s cooking night as usual, they so did like

Fire safety, Remembrance Day tasks and Swimathon were up soon after

While the panto rehearsals and games nights brought so much laughter

We packed bags in Tesco before the group campfire night

Before we closed 2024 with Panto where the Scouts were such a sight

Soon, it was a new year and 2025

Taskmaster and a performance nights before Emergency Aid, where we aimed to keep people alive

A few more badges, then it was that time of year

The Scouts had an amazing camp, while the family's washing machines trembled in fear

For Feb Freezer was the next big activity they had done

It was not as cold as usual, and there was so much to do, and they had so much fun

Cooking was next up again

Pancake fun and activities before a hike out in the rain

We took over the village with our Alphabet Scavenger Hunt night

Many answers were entertaining, but indeed some just were not right

And soon it was Easter, and another year was through

Not before the Scouts had fun and games with an egg or two

So that was all about the things our Scouts did do

But how did that impact on the badges they wanted to

Well over that time, two hundred and ninety badges were awarded out

And seven of those were Gold Awards, so it was indeed a great year without a doubt So well done Aoife, Connor, Hannah, Jenna, Samuel, Vedant and Yash for achieving their gold

So that is it about Scouts for the year, but soon the story of our next year will be told
