TRUSTEES REPORT FOR THE YEAR ENDING 31[ST] MARCH 2025

The Trustees present their annual report and financial statements for the year ending 31[st] March 2025.

The objectives of the Charity as contained in the constitution are:

The main activities undertaken in relation to those purposes are detailed throughout this report.

Home updates

The support for legal migrants from Africa is continuing and providing much needed housing for a number of families within The Bush hotel and Rohilla `house in Cwmbran.

The Bush Hotel

We have two families occupying the Bush Hotel totaling 8 occupants. Without both our supporters and the charities help, both these families and several other families would have been facing homelessness and be unable to complete their studies to become established in the UK, many of whom are now employed with visa sponsorships.

Woodside Lodge

Extensive internal renovations continue leaving about half of the property close to completion, a new larger boiler is now needed to accommodate the additional ensuites, along with complete interior furnishings are now planned.

Rohilla House

One family of five and a single tenant remain in the home and will continue to until we have suitable staff to then populate the home back for rehabilitation / housing support services.

Overall property maintenance

All certification on all homes is completed, and we are compliant with hmo license. The Bush Hotel is now in need of a roof repair that is undergoing an inspection and quotation.

VOUK fnances

We continue to drop each month due to low resident occupation and non-housing benefit users. Our legal consultant was successful in overturning the unlawful decision by Caerphilly Council to stop our housing benefit access for Woodside Lodge. We are still attempting to claim back £6k in back rent from this period.

CHAIRMANS OF THE TRUSTEES REPORT 2024-25

Chairmans report for the work of Victory Outreach UK for the last financial year ending 31[st] March 2025.

We are grateful for the support we receive from our donors who support the work which is being done and of each generous gift we receive. It is only with the faithfulness and generosity of so many that the work continues, it has been a joy to report the continued valuable work the charity is involved in.

The importance of following the Charity Commission guidance is a paramount feature. Obtaining and maintaining the required legal certification is equally important and sometimes costly.

Extensive internal renovations are continuing at Woodside Lodge, and we are believing for additional increased donations to assist in the completion.

We were sad to hear that Pastor Robert Hart decided to retire from being Chairman and Trustee, his tireless efforts over many years have been a great blessing and his service will be greatly missed.

CHARITY GOVERNENCE,

The Charity is overseen by a committee of trustees who are elected by the appointment of the existing trustees. The committee shall consist of no less than three and no more than seven trustees. A trustee may be a paid employee, and trustees hold office for a one-year period after which reappointment must be sought. The trustees must meet a minimum of twice per year

The trustees act as caretakers of the charity and with the Director verify that its goals and objectives are carried out. They also have the power to appoint a Director to whom is delegated the day to day running of the charity , the raising of funds and the obtaining of grants and donations and to hold the Director responsible to work within the established policies and procedures , and to apply such funds as is necessary to carry out the work of the Charity .

STRUCTURE AND MANAGEMENT

The managers shall exercise a general supervision over the property and the residents for the purpose of seeing that the rooms are kept clean and in proper order. The managers shall keep records of all residents within each home and provide all housing benefit support and basic administration. All resident applications will ultimately be signed off by the Director with assistance from the managers.

The director shall provide leadership and vision to the charity and establish and change the governance and administration of the charity as and when required.

Dear Sir,

During the course of your independent examination of the financial statements of the charity for the year ended 31 March 2025, the following representations were made to you by management and trustees.

  1. We have fulfilled your responsibilities as trustees under the Charities Act 2011 for preparing financial statements, in accordance with the applicable financial reporting framework, that give a true and fair view and for making accurate representations to us and for the financial statements which we have prepared on your behalf for the charity.

  2. We confirm that all accounting records have been made available to you for the purpose of the accounts preparation, in accordance with our terms of engagement, and that all the transactions undertaken by the charity have been properly reflected and recorded in the accounting records. All other records and related information, including minutes of all management, trustees’ and members’ meetings, have been made available to you.

  3. We confirm that significant assumptions used by us in making accounting estimates, including those measured at fair value, are reasonable.

  4. We confirm that all known actual or possible litigation and claims whose effects should be considered when preparing the financial statements have been disclosed to you and accounted for and disclosed in accordance with the applicable financial reporting framework.

  5. We confirm that there had been no events since the balance sheet date which require disclosure or which would materially affect the amounts in the financial statements, other than those already disclosed or included in the financial statements.

  6. We confirm that we are aware that a related party of the charity is a person or organisation which either (directly or indirectly) controls, has joint control of, or significantly influences the charity or vice versa and as a result will include: trustees/directors, other key management, close family and other business interests of the previous.

  7. We confirm that all related party relationships and transactions have been accounted for and disclosed in accordance with the applicable financial reporting framework.

  8. 8 We confirm that the charity has had at no time during the year, any arrangement, transaction or agreement to provide credit facilities (including loans, quasi-loans or credit transactions) for trustees, nor to guarantee nor provide security for such matters.

  9. We confirm that the charity has not contracted for any capital expenditure other than as disclosed in the financial statements.

  1. We confirm that we are not aware of any possible or actual instance of non-compliance with those laws and regulations which provide a legal framework within which the charity conducts its activities and which are central to the charity’s ability to conduct its activities except as explained to you and as disclosed in the financial statements.

  2. We acknowledge our responsibility for the design and implementation of internal controls to prevent and detect fraud. We confirm that we have disclosed to you the results of our own risk assessment that the financial statements may be misstated as a result of fraud.

  3. We confirm that there have been no actual or suspected instances of fraud involving trustees, management or employees who have a significant role in internal control or that could have a material effect on the financial statements. We also confirm that we are not aware of any allegations of fraud by former trustees, employees, regulators or others.

  4. We confirm that, having considered our expectations and intentions for the next 12 months and the availability of unrestricted reserves, the charity is a going concern.

  5. We confirm that all grants, donations and other income, including those subject to special terms or conditions or received for restricted purposes, have been notified to you. There have been no breaches of terms or conditions during the period regarding the application of such income.

  6. We confirm that we are not aware of any matters of material significance that should be reported to the Charity Commission.

  7. We confirm the following specific representations made to you during the course of your independent examination relating to:

  8. a) Other creditors are fairly and accurately stated at £165,096 as at 31 March 2025, representing accrued salaries for all months within the year where full salaries had not been processed and the remaining balance from previous years of £89,465.

  9. b) In particular we confirm that the salary is paid for services rendered to the charity and not for acting as a Trustee. The salary is appropriate to the role undertaken and is calculated as the market rate for the services undertaken. The Trustees are confident that the services could not be undertaken to the same level of efficiency or expertise by a third party.

We confirm that the above representations are made on the basis of enquiries of management and staff with relevant knowledge and experience (and, where appropriate of supporting documentation) sufficient to satisfy us that we can properly make each of the above representations to you and that to the best of our knowledge and belief they accurately reflect the representations made to you by the trustees during the course of your independent examination.
