牧者的話 趙鳳萍牧師
要數算神的恩典,真是千⾔萬語,不能盡訴。慶幸我們能親⾝經歷,同頌「有祢真好」!
每年的執事退修會,都是以全年事⼯計劃會議為主。去年我們特別衝出⽜津,去到 Windsor,以 team building 為⽬標進⾏事奉⼈員⾏退修會。玩 treasure hunt 的過程真是很 感觸,體會到年輕的⼒量,我只有跟著走的份兒。差不多到尾聲的時候,提示中有⼀間以 「殘暴的王帝命名的咖啡店」,我指出就是 Caffè Nero ,隊員好像⼤發現,原來不知這名字 的關聯;感恩⾃⼰在這活動中還有些貢獻。最後活動在讚美詩歌和感恩分享中結束旅程。雖 然我們都是渺⼩的,但每個⼈都有其⽤處,只要彼此同⼼發輝所能,就是神所喜悅的教會。
受苦節特別嘗試⼀次逾越節晚餐,了解猶太⼈⽂化。當晚筵開九席,弟兄姊妹百分百的擺 上,令聚會更添溫暖。還有12⽉25⽇聖誕節崇拜,採⽤了⾳樂會形式,以佈道訊息為主幹, 配合詩歌和⾒證,觸動不少肢體和新朋友的⼼靈。看⾒上帝在我們中間,成就美事,讓事奉 團隊經歷神的同在,實在感恩!
在事奉⼈⼿上亦持續增加,喜⾒不斷有肢體參與事奉⾏列,有接受邀請的,更有⾃薦的。⽽ 在國語堂亦在崇拜後舉辦了⼀次事奉分享會,讓弟兄姊妹認識事奉的意義,並在不同崗位上 要注意的地⽅。雖然教會仍有不⾜之處,尤其弟兄的牧養實在缺乏,求主為我們預備適合的 男同⼯,可以更有貼⾝地關顧弟兄們。
還有職⻘團契,⼈數逐漸穩定,有幸每個⽉⼀次參與分享特別主題,從⾦錢觀,患難中的喜 樂,⽣物醫學,墮胎,死刑,以及簡易三福佈道法等,但願幫助⻘年⼈更明⽩神的⼼意,活 出基督徒的樣式。
過去幾年,新移⺠家庭⾯對各種變化,衝突亦隨之增多。感恩「爸爸學校」的課程,正好⿎ 勵⼀眾⽗親找回⾃⼰的⾓⾊和重要性,祝福了不少家庭。主若許可,希望在不久的將來可以 舉辦「媽媽學校」,讓姊妹們也能有所學習。⽽教會講台訊息亦盡量以家庭為主題,盼望從 各⽅⾯去鞏固家庭系統,讓每個屬主的家庭都能活出美好⾒證。
願上帝⼤能的膀臂遮蓋我們,在風雨中站立得穩,迎接未來新挑戰。

PASTOR’S REPORT Laura Chiu
Counting God’s grace is truly boundless, with countless words failing to fully encapsulate its infinite nature. We are blessed to experience it firsthand and, in unison, express our gratitude with the words, “It’s good to have You”!
Every year, the Deacon retreat primarily focuses on the annual ministry planning. Last year, we decided to venture out of Oxford to Windsor to foster team building among the ministry personnel. Playing treasure hunt brought a sense of sentiment as I observed the strength and vitality of the younger generation, and I found myself struggling to keep up. Near the end, there was a clue about a coffee shop named after a “brutal emperor,” and I pointed out that it was Caffè Nero. The team seemed surprised, unaware of the connection between the name and the clue. I was thankful that I still had some contribution to make to this activity. The retreat concluded with songs of praise and thanksgiving sharing. Although we may be small, each of us has a unique purpose. As long as we work together with unity and love, it is through our collective efforts that the Church pleases God.
During Passion Week, we immersed ourselves in Jewish culture by organising a Passover dinner. Nine tables were filled, and the wholehearted dedication of the brothers and sisters added extra warmth to the gathering. For the Christmas service, we adopted a concert format with an evangelistic message as the core, complemented by hymns and testimonies. This deeply touched the hearts of many. Witnessing God's marvellous works and experiencing His presence among us was truly a reason for gratitude!
The number of ministry personnel continues to grow, and it’s heartening to witness more members actively participating in serving. A ministry sharing session was held after the Mandarin Service, providing an opportunity for brothers and sisters to gain a deeper understanding of the significance of serving. While the Church still faces challenges, particularly in the area of pastoral care for brothers, we humbly pray to the Lord to prepare suitable male coworkers who can better support and care for our brothers.
The Young Working Adults Fellowship has gradually seen its attendance stabilise. It’s my pleasure to share special topics once a month, from perspectives on money and joy in the midst of trials to biomedical science, abortion, capital punishment, and simple evangelism methods. Through these sessions, we hope to help young people better understand God’s will and live out the essence of being a Christian.
In recent years, new immigrant families have encountered various changes, leading to an increase in conflicts. The Father School course, which encourages dads to discover their roles and significance, has blessed many families. If the Lord permits, we plan to hold Mother School in the future, enabling sisters to learn as well. The Church’s sermons also emphasise family themes, striving to strengthen the family system from every aspect, enabling all families belonging to the Lord to live out their beautiful testimonies.
May God’s powerful arm protect us, enabling us to remain steadfast in adversity, and embrace new challenges ahead.

牧者的話 林小敏傳道
如果要⽤最簡單的字眼,去描述過去⼀年教會的狀態,我會形容⼤家與教會的關係進深了、 弟兄姊妹之間的關係也進深了。
感謝神!教會現時的事奉⼈⼿整體來說都比以前多,喜⾒有不少新⼈加入事奉⾏列,起來承 擔責任。不論是粵語及國語堂的敬拜隊、新增設的詩班、崇拜司事及影⾳團隊、Youth導師 們、香港⼈⼩組及香⾥⼤排檔的事奉團隊等,⼈數都有明顯增加。雖然⼤部分教會⼦弟已升 讀中學,但⼀眾兒童主⽇學老師仍忠⼼堅守崗位,默默地牧養我們可愛的⼩朋友。願主悅納 ⼤家的服侍。
除了事奉⼈數有增長,⼤部分香港⼈⼩組均有穩定聚會,亦有崇拜新朋友加入⼩組。每逢看 到當有組員⾝體不適時⼤家會⾃發祈禱守望、當有組員或其家⼈未信時⼤家會⾃發傳福⾳及 栽培、當有組員回港時⼤家會⾃發約飲茶團聚、當有組員已搬離⽜津時⼤家會彼此探望…… 實在為我們有如此深厚的情誼感謝神。
然⽽,⼈與⼈之間難免會出現⼤⼤⼩⼩的相處問題;⼩組亦不例外。雖然磨合期不容易,但 從另⼀⾓度看,這是⼤家都將教會放於⼼上、選擇留下來⼀起⾯對的結果。求神帶領各⼈學 習當中的功課,靠主跨過難關,建立真正互為肢體的關係。我們當中亦有⼈因不同原因轉返 英⽂教會,求主祝福及帶領他們有更美好的教會⽣活。
這兩年間教會共有三對新⼈結婚,真的⼗分熱鬧⼜感恩;願主祝福其婚姻⽣活。本年度教會 有⼗多位肢體上洗禮班,其認真追求主的態度令⼈感動;求主繼續塑造他們的屬靈⽣命。學 ⽣團契全年集中查考彼得⽣平,⼀同學習在⼈⽣的軟弱與挑戰中,努⼒為主堅持、忠⼼事 奉。
願神繼續帶領我們每⼀個,天天⾏在主的真道中;做⼀個有信⼼⼜有⾏動,跟從主到底的基 督徒;阿⾨!

PASTOR’S REPORT Toby Lam
If I were to use the simplest words to describe the church’s state over the past year, I would say that everyone’s relationship with the Church has grown stronger, and so have the relationships among members.
Praise to the Lord that the Church’s current ministry personnel are more than before, and it’s heartwarming to witness many newcomers taking on responsibilities. From the Cantonese and Mandarin worship teams to the newly established choir, ushers, and audiovisual teams, to the youth mentors, Hong Kong cell groups, and 香⾥⼤排檔, the number of people involved has significantly increased. Although many children in Church have transitioned to secondary school, the dedicated children’s Sunday School teachers continue to faithfully hold their positions, quietly guiding our precious children. May the Lord accept everyone’s service.
In addition to the increase in ministry personnel, most Hong Kong cell groups have maintained stable gatherings, and new friends have joined the worship groups. Whenever a member falls ill, everyone spontaneously prays and offers support; when a member or their family hasn’t yet become a believer, everyone evangelises and provides guidance; when a member returns to Hong Kong, everyone gathers for dim sum; when a member moves away from Oxford, everyone makes an effort to visit each other. I am truly grateful to God for the deep friendships that have blossomed through these experiences.
However, it’s inevitable that there will be various issues in interpersonal relationships, even in cell groups. While the adjustment period can be challenging, it also demonstrates that everyone has the Church in their hearts and chooses to stay and face it together. Let us pray for God to guide everyone to learn from these experiences, rely on the Lord to overcome difficulties, and establish a genuine relationship of mutual support. Some of us have returned to English churches for various reasons, so let us pray for the Lord to bless and lead them to have a healthy church life.
In the past two years, our Church has been blessed with three newlyweds, which is a truly joyous occasion. May the Lord bless their marriage and guide them on their spiritual journey together. This year, over ten members attended the baptism class, and their sincere dedication to the Lord is truly inspiring. Let us pray for the Lord to continue shaping their spiritual lives and helping them grow in their faith. Throughout the year, the student fellowship has been studying the life of Peter. Together, we learned how to persevere through challenges and serve faithfully in the face of life’s difficulties.
May God continue to guide each of us to walk daily in His truth, to be Christians who live with faith and action, and to follow the Lord to the end. Amen!

主席感言 馬日恆弟兄
回看近幾年的週年報告,不少也提及疫情為教會帶來的衝擊,可幸的是我們能更感受到神的 恩典。疫情算是過去了,今年的報告先來報個喜,便來恭喜教會剛結婚的三對新⼈,祝願神 給他們⼀段能為主結下更多果⼦的婚姻。
我也要對教會為神所結下的果⼦和鬆⼟撒種⽽感恩。無論是去年在教會受洗的新葡,還是20 位參加爸爸學校的弟兄,以及各⼩組、團契和主⽇學為各弟兄姊妹及慕道友的栽種,都很能 彰顯神及教會的祝福,讓我們得着被主使⽤的榮美。
在此要感謝各事奉⼈員,尤其看到你們響應教會的呼籲,到不夠⼈事奉的崗位去幫忙。無論 是敬拜、司事、主⽇學、⻘年組與其他教會活動,都能看⾒⼤家對神的教會之熱忱。記得三 年多前與不少剛從香港來的教友交談時,我不時會聽到:「Sunny,感謝你們教會對我們的 幫助。」我很感恩神使⽤⽜津教會來接待初到埗的港⼈家庭,但令我更感恩的是不少來了幾 年的教友現在會對我說:「我們教會可否嘗試不同的渠道來接觸更多未認識我們的家庭。」 對我來說,⼀句內的兩個「我們」絕對是繞樑三⽇。在此多謝⼤家,也感謝主使我們能在⽜ 津找到這個屬靈的家。
願神繼續使⽤我們來讓更多⼈得着福⾳,令他們能視敝會為屬靈的家!

CHAIRMAN’S REPORT Sunny Ma
Reflecting on the annual reports of recent years, many have highlighted the profound impact of the pandemic on the Church. Fortunately, amidst the challenges, we have been able to experience God’s grace even more deeply. As the pandemic appears to be coming to an end, this year’s report brings joyous news to celebrate the three newlywed couples within our church community. May God bless them with marriages that bear abundant fruit for the Lord.
I also want to express my gratitude for the fruits and seeds sown by the Church for God. Whether it’s the new believers baptised in our Church last year, the 20 brothers who participated in the Father School, or the spiritual nurturing efforts of various groups, fellowships, and Sunday School for brothers, sisters, and seekers, all these reflect God’s and the Church’s blessings, allowing us to experience the beauty of being used by the Lord.
I want to express my deepest gratitude to all the serving personnel, particularly for your unwavering response to the Church’s call to assist in areas where there’s a shortage of volunteers. Whether it is worship, ushering, Sunday school, youth group, or other church activities, we can see everyone's enthusiasm for God's church. I remember talking to many Church members who had just arrived from Hong Kong over three years ago, and I often heard, "Sunny, thank you for your church's help." I am very grateful that God used OXCCC to welcome Hong Kong families who had just arrived, but what makes me even more grateful is that many Church members who have been here for a few years now say to me, "Can our church try different channels to reach more families who do not know us?" In one simple sentence, the words “our” and “us” resonate deeply within me, bringing a sense of warmth and unity. I want to extend my heartfelt appreciation to each and every one of you. Additionally, I want to express my deepest gratitude to the Lord for enabling us to find this spiritual sanctuary in Oxford.
May God continue to use us to share the gospel to more people, so that they can see our church as their spiritual home!

共£8,000的差傳奉獻分別捐給包括英國華⼈關懷癌症協會, 英國號⾓, 世界福⾳動員會 (⽀ 持官志達牧師) 與 Frontiers Overseas。

我們真的要再次感謝主對2024年豐富的供應。我們也感謝會員每⽉定期奉獻以及那些通 過網上銀⾏和星期⽇奉獻的會員。總收入比2023年多£19,545。通過可豁免稅項奉獻的會 員⼤⼤增加,因此今年的退稅額亦有所增加。當我們繼續事奉信實的神時我們以歡喜之⼼ 來禱告,感謝你慷慨、無私作出愛的奉獻,我們深信主將為我們不斷增長的教會事⼯豐厚 的祝福我們。

These Accounts are taken from the Independent Examiner’s full Report and is available on request.

On the “Statement of Financial Activities” (page 5 of the Accounts), the column headed “Designated Fund” is the Building Fund.

Building Fund: The summary of this is shown separately in Note 14 (page 11 of the Accounts). Total Income was £3,280 for the year and this included Interests. There are members who pledge monthly to the Building Fund. Total Expenditure was £2,000.

Gifts to Missions of £8000 were given to some Missions, including Chinese Association for Cancer Care, CCHC-UK, OM (for the support of Pastor Koon) and Frontiers Overseas.

We really want to thank the Lord again for His rich provision for the year 2024. We are thankful to those members who give monthly by Standing Order and to those who give by Online Banking and Sunday offerings. Total Income was £19,545 more than 2023. The members who give via Gift Aid have increased greatly hence the increase in Tax refund this year. As we continue to serve our faithful God we pray with joy and thanks over these expressions of your love and through your generous and sacrificial giving, we truly believe that the Lord will bless us greatly for the increased ministries of the Church.

NOTES TO THE BUDGET of General Fund 2025

Gift Aid : we encourage more members who are UK taxpayers to give via the Gift Aid scheme. The Church can reclaim 25p tax on every £1 you offer, at no extra cost to you.

Love Gifts : 10% of the Sunday offering during the Joint Communion Service will be given out as Love Gift / Hardship Fund. Donations can be made to this Fund to help those in need.

Church Worker : the budget is for the employment of 2 Full time Pastors and one parttime Youth Worker for 6 months. This includes Employer’s contribution to the National Insurance, Pension scheme and Housing Allowance.

Hall Hire : this includes donations for the use of All Saints Church, Lime Walk Methodist Church, All Saints Church House and Woodstock Road Baptist Church. This has increased greatly due to rising fuel costs and expanding ministries.

Office and Administration : includes Public Liability Insurance, Trustees Indemnity Insurance, Church house telephone/broadband, stationery, printing, BT Broadband in Lime Walk Methodist Church and ChurchSuite system.

Professional Fees : includes Independent Examiner’s fee for the Church Accounts and Legal Fees.

The Trustees are pleased to present their annual report and financial statements of the charity for the year ended 31st December 2024 .
The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the accounts and complies with the Charity’s governing document, the Charities Act 2011 and Accounting and Reporting by Charities: Statement of Recommended Practice (second edition) and Financial Reporting Standard FRS 102.

Objectives and Activities
The main objects of the charity are the advancement of the Christian faith and education in the Chinese language and culture.
In planning the activities of the charitable company, the directors have considered the Charity Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion.
Achievements and Performance
1. What did you set out to do in 2024
OCCC aims to spread the Gospel to people in Oxfordshire through passionate worship, appropriate teaching, active pastoral care, dedicated fellowship groups and good hospitality.

We set the following new structure in 2024 to support our objectives:
Worship : We have a diverse team of gospel singers and musicians to organise music worship in three languages, namely English (for Sunday School), Cantonese and Mandarin. We firmly believe that passionate worship will promote great sense of engagement to new comers who may have conservative views about Christian churches as well as to established church goers who are seeking a powerful worship place to enrich their spiritual life.
Pastoral : Pastoral care is the major area to ensure healthy spiritual growth. It also supports individuals who need spiritual guidance or practical advice on difficulties encountered in their daily life. It also supports the Campus, Young Professional, Sunday School, Cantonese and Mandarin ministerial departments.
Evangelism : This department aims to organise evangelical event – hosted by OCCC or external partners. It also organises outreaches to reach out to people who do not normally hear about our church’s activities.
Campus and Young Professional Ministry : This is to promote our ministry to students and young professionals in Oxford and to support the pastoral care of those who participate in our activities organised for this target audience.
Sunday School : This is to promote our church’s activities to English speakers (mainly for children and youth) in Oxford and to support the pastoral care of the English speakers participating in our activities.
Cantonese Ministry : This is to promote our church’s activities to Cantonese speakers in Oxford and to support the pastoral care of the Cantonese speakers participating in our activities.
Mandarin Ministry : This is to promote our church’s activities to Mandarin speakers in Oxford and to support the pastoral care of the Mandarin speakers participating in our activities.
2. How well did we do it
Worship : Our worship team provides physical services at the church. Its key responsibilities outside the usual onpremises service are to produce and edit online worship and sermon materials and to support online operations in other ministries.
Pastoral : Pastoral care is provided by online meetings, phone conversations, chat groups and visitations. The regular pastoral meetings are a platform to share pastoral needs among our members who are cared for via various channels. Another objective of this department is to plan for the sermon themes in the Sunday services in order to systematically enhance churchgoers spiritual life. It also oversees various Sunday school groups to allow biblical knowledge being learnt in a relaxed environment among children and teenagers. We are very pleased to have hired two pastors to support the pastoral care of the church.
Evangelism : The main way to promote the Christian faith and our church is via social media. Facebook, Signal and WhatsApp groups are created to promote the church’s Sunday service and other events. After the reopening of church services, it has organised a few bigger evangelical events such as a Chinese New Year service and Christmas service to get to know new arrivals to Oxford.
Campus and Young Professionals Ministry : We have regular weekly fellowship targeting students and young professionals in Oxford. The participants enjoy the biblical sharing as well as having dinner together.

Sunday School : We are teaching up to 60 children and youth at Sunday School. We split it into the various groups. Each group will have the same main message of the day and then split into smaller groups for discussion and other activities.
Cantonese Ministry : We have regular weekly online and on-premises fellowship among the Cantonese speaking participants. Its size has grown significantly due to the influx of immigrants from Hong Kong.
Mandarin Ministry : We have regular weekly online and on-premises fellowship among the Mandarin speaking participants.
3. What do we expect to do over the next 12 months
We will carry on the good work indicated above in the next 12 months. We will also aim to hire a youth or/and Mandarin pastor(s) to strengthen the youth and Mandarin ministry.
Financial Review
The total income for the year was £185,864 and total expenditure on charitable activities amounted to £139,156.
Reserves Policy
The trustees have examined the charity’s requirements for reserves taking account of the main risks to the organisation. It has established a policy whereby the unrestricted funds not committed or invested in tangible fixed assets held by the charity should be between three and six months of expenditure. The trustees consider that this should be between £12,000 and £24,000 in general funds. The reserves are needed to meet the working capital requirement of the charity and the trustees are confident that at this level they would be able to continue the current activities of the charity in the event of a significant drop in funding The current reserves are in excess of this level but the directors have earmarked significant reserves for the eventual employment of a pastor after which reserve levels will fall to more normal levels.
Structure, Governance and Management
Governing Document
Oxford Chinese Christian Church is a registered charity and was formed under a constitution originally dated May 1984. A new constitution was approved on 17[th] March 2024.
Appointment of Trustees
The trustees keep the composition of the board under review and will seek to appoint additional members with appropriate skills and expertise should the need arise. Interested parties are given details of the background of the charitable company in order to make them aware of current activities.

I report to the trustees on my examination of the accounts of Oxford Chinese Christian Church (the charity) for the year ended 31st December 2024.
Responsibilities and Basis of Report
As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent Examiner’s Statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Accounting Policies
The principal accounting policies adopted, judgments and key sources of estimation uncertainty in the preparation of the financial statements are as follows:
a) Basis of Preparation
The financial statements have been prepared in accordance with the second edition of the Charities Statement of Recommended Practice issued in October 2019, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011.
Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes.
b) Income Recognition Policies
Items of income are recognised and included in the accounts when all of the following criteria are met:
-
The charity has entitlement to the funds;
-
any performance conditions attached to the items of income have been met or are fully within the control of the charity;
-
there is sufficient certainty that receipt of the income is considered probable; and
-
the amount can be measured reliably.
Income received in advance of a specific performance or provision of other specified service is deferred until the criteria for income recognition are met.
- c) Interest Receivable Interest on funds held on deposit is included when receivable and the amount can be measured reliably by the Charity; this is normally upon notification of the interest paid or payable by the bank.
d) Fund Accounting
- Unrestricted funds are available to spend on activities that further any of the purposes of the Charity. Designated funds are unrestricted funds of the Charity which the trustees have decided at their discretion to set aside to use for a specific purpose. Restricted funds are donations which the donor has specified are to be solely used for the particular areas of the Charity’s work or for specific projects being undertaken by the Charity.
e) Expenditure and Irrecoverable VAT
- Expenditure is recognised once there is a legal or constructive obligation to make a payment to a third party, it is probable that settlement will be required and the amount of the obligation can be measured reliably.
Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred.

- f) Tangible Fixed Assets
Individual fixed assets costing £1,000 or more are capitalised at cost and are depreciated over their estimated useful economic lives on the straight line basis.
- g) Debtors
Debtors and prepayments are recognised at the settlement amounts due.

h) Cash at Bank and in Hand Cash at bank and cash in hand includes cash and short-term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account.

i) Creditors and Provisions

Creditors and provisions are recognised where the Charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount.

The Trustees are pleased to present their annual report and financial statements of the charity for the year ended 31st December 2024 .
The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the accounts and complies with the Charity’s governing document, the Charities Act 2011 and Accounting and Reporting by Charities: Statement of Recommended Practice (second edition) and Financial Reporting Standard FRS 102.

Objectives and Activities
The main objects of the charity are the advancement of the Christian faith and education in the Chinese language and culture.
In planning the activities of the charitable company, the directors have considered the Charity Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion.

1. What did you set out to do in 2024
OCCC aims to spread the Gospel to people in Oxfordshire through passionate worship, appropriate teaching, active pastoral care, dedicated fellowship groups and good hospitality.

1. What did we set out to do in 2024 (continued)
We set the following new structure in 2024 to support our objectives:
Worship : We have a diverse team of gospel singers and musicians to organise music worship in three languages, namely English (for Sunday School), Cantonese and Mandarin. We firmly believe that passionate worship will promote great sense of engagement to new comers who may have conservative views about Christian churches as well as to established church goers who are seeking a powerful worship place to enrich their spiritual life.
Pastoral : Pastoral care is the major area to ensure healthy spiritual growth. It also supports individuals who need spiritual guidance or practical advice on difficulties encountered in their daily life. It also supports the Campus, Young Professional, Sunday School, Cantonese and Mandarin ministerial departments.
Evangelism : This department aims to organise evangelical event – hosted by OCCC or external partners. It also organises outreaches to reach out to people who do not normally hear about our church’s activities.
Campus and Young Professional Ministry : This is to promote our ministry to students and young professionals in Oxford and to support the pastoral care of those who participate in our activities organised for this target audience.
Sunday School : This is to promote our church’s activities to English speakers (mainly for children and youth) in Oxford and to support the pastoral care of the English speakers participating in our activities.
Cantonese Ministry : This is to promote our church’s activities to Cantonese speakers in Oxford and to support the pastoral care of the Cantonese speakers participating in our activities.
Mandarin Ministry : This is to promote our church’s activities to Mandarin speakers in Oxford and to support the pastoral care of the Mandarin speakers participating in our activities.
2. How well did we do it
Worship : Our worship team provides physical services at the church. Its key responsibilities outside the usual onpremises service are to produce and edit online worship and sermon materials and to support online operations in other ministries.
Pastoral : Pastoral care is provided by online meetings, phone conversations, chat groups and visitations. The regular pastoral meetings are a platform to share pastoral needs among our members who are cared for via various channels. Another objective of this department is to plan for the sermon themes in the Sunday services in order to systematically enhance churchgoers spiritual life. It also oversees various Sunday school groups to allow biblical knowledge being learnt in a relaxed environment among children and teenagers. We are very pleased to have hired two pastors to support the pastoral care of the church.
Evangelism : The main way to promote the Christian faith and our church is via social media. Facebook, Signal and WhatsApp groups are created to promote the church’s Sunday service and other events. After the reopening of church services, it has organised a few bigger evangelical events such as a Chinese New Year service and Christmas service to get to know new arrivals to Oxford.
Campus and Young Professionals Ministry : We have regular weekly fellowship targeting students and young professionals in Oxford. The participants enjoy the biblical sharing as well as having dinner together.

Sunday School : We are teaching up to 60 children and youth at Sunday School. We split it into the various groups. Each group will have the same main message of the day and then split into smaller groups for discussion and other activities.
Cantonese Ministry : We have regular weekly online and on-premises fellowship among the Cantonese speaking participants. Its size has grown significantly due to the influx of immigrants from Hong Kong.
Mandarin Ministry : We have regular weekly online and on-premises fellowship among the Mandarin speaking participants.
3. What do we expect to do over the next 12 months
We will carry on the good work indicated above in the next 12 months. We will also aim to hire a youth or/and Mandarin pastor(s) to strengthen the youth and Mandarin ministry.
Financial Review
The total income for the year was £185,864 and total expenditure on charitable activities amounted to £139,156.
Reserves Policy
The trustees have examined the charity’s requirements for reserves taking account of the main risks to the organisation. It has established a policy whereby the unrestricted funds not committed or invested in tangible fixed assets held by the charity should be between three and six months of expenditure. The trustees consider that this should be between £12,000 and £24,000 in general funds. The reserves are needed to meet the working capital requirement of the charity and the trustees are confident that at this level they would be able to continue the current activities of the charity in the event of a significant drop in funding The current reserves are in excess of this level but the directors have earmarked significant reserves for the eventual employment of a pastor after which reserve levels will fall to more normal levels.
Structure, Governance and Management
Governing Document
Oxford Chinese Christian Church is a registered charity and was formed under a constitution originally dated May 1984. A new constitution was approved on 17[th] March 2024.
Appointment of Trustees
The trustees keep the composition of the board under review and will seek to appoint additional members with appropriate skills and expertise should the need arise. Interested parties are given details of the background of the charitable company in order to make them aware of current activities.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES
I report to the trustees on my examination of the accounts of Oxford Chinese Christian Church (the charity) for the year ended 31st December 2024.
Responsibilities and Basis of Report
As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent Examiner’s Statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Accounting Policies
The principal accounting policies adopted, judgments and key sources of estimation uncertainty in the preparation of the financial statements are as follows:
a) Basis of Preparation
The financial statements have been prepared in accordance with the second edition of the Charities Statement of Recommended Practice issued in October 2019, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011.
Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes.
b) Income Recognition Policies
Items of income are recognised and included in the accounts when all of the following criteria are met:
-
The charity has entitlement to the funds;
-
any performance conditions attached to the items of income have been met or are fully within the control of the charity;
-
there is sufficient certainty that receipt of the income is considered probable; and
-
the amount can be measured reliably.
Income received in advance of a specific performance or provision of other specified service is deferred until the criteria for income recognition are met.
- c) Interest Receivable Interest on funds held on deposit is included when receivable and the amount can be measured reliably by the Charity; this is normally upon notification of the interest paid or payable by the bank.
d) Fund Accounting
- Unrestricted funds are available to spend on activities that further any of the purposes of the Charity. Designated funds are unrestricted funds of the Charity which the trustees have decided at their discretion to set aside to use for a specific purpose. Restricted funds are donations which the donor has specified are to be solely used for the particular areas of the Charity’s work or for specific projects being undertaken by the Charity.
e) Expenditure and Irrecoverable VAT
- Expenditure is recognised once there is a legal or constructive obligation to make a payment to a third party, it is probable that settlement will be required and the amount of the obligation can be measured reliably.
Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred.

- f) Tangible Fixed Assets
Individual fixed assets costing £1,000 or more are capitalised at cost and are depreciated over their estimated useful economic lives on the straight line basis.
- g) Debtors
Debtors and prepayments are recognised at the settlement amounts due.

h) Cash at Bank and in Hand Cash at bank and cash in hand includes cash and short-term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account.

i) Creditors and Provisions

Creditors and provisions are recognised where the Charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount.
