牧者的話 趙鳳萍牧師

承蒙上帝恩領,去年5⽉移居英國⽜津,展開新⽣活;並且在上帝的感召下,10⽉在⽜ 津華⼈基督教會開始牧職事奉,⼀切皆有主的安排,全是恩典。

隨著香港⼈移英的⼈數增加,粵語事⼯的香港⼈家庭⼩組也⼀直在擴展中。在⽣活上, ⼤部份都已安定下來,住屋、⼯作和⼦女讀書等都安排妥當。在信仰上,各⼈渴慕追求 屬靈成長,並嘗試不同的事奉的崗位,盡⼒獻上⾃⼰作卑微的活祭。感恩敬拜隊⼈材鼎 盛,讓每週敬拜與神相遇。還有感謝各組長的艱苦努⼒和無私付出,造就了九個⼩組的 成立。未來新組長的培訓和造就,會是⼩組發展的重要元素。

國語堂的需要也是不容忽視的,現在事奉⼈⼿仍然有限,但願每⽉的探訪和祈禱會,激 勵肢體有剛強壯膽的⼼,全部動員起來,毫無保留的獻主所⽤,建立國語堂的敬拜隊和 ⼩組,讓我們都能經歷「在⼈不能、在神凡事都能」的喜悅。

⾄於同⼯團隊,能與林⼩敏傳道⼀同事奉,是美好和精采的。感謝主,四⽉的受苦節默 想晚會,在極短時間之內,分⼯預備了聚會內容。神感動當晚有六⼗多⼈參加,超過我 們所想所求。「兩個⼈總比⼀個⼈好……三股合成的繩⼦不容易折斷。」(傳4:9,12) 期 望神為我們預備第三位同⼯,讓同⼯團隊更能按恩賜配搭事奉,榮神益⼈。

今年教會的挑戰是架構的重組,以執事為各事⼯的領袖,建立緊密合作的班底。過往藉 選舉⽽產⽣的部長⾓⾊,現在可以直接委任,按恩賜在各事⼯上與執事配搭,達致更有 效的服事。願上帝恩上加恩,⼒上加⼒,叫神的名在⽜津被廣傳、被⾼舉,被尊榮!

PASTOR’s REPORT Laura Chiu

Thanks to the grace of God, I moved to Oxford, England in May last year to start a new life; and under the inspiration of God, I became a pastor at the Oxford Chinese Christian Church in October. Everything was granted by the Lord and it was all grace.

With the increase in the number of Hong Kong people immigrating to the UK, the Hong Kong family groups of the Cantonese ministry have also been expanding. In terms of life, most of them have settled down, and housing, work and children's education have been properly arranged. In terms of faith, everyone is eager to pursue spiritual growth, try different roles of service, and try their best to offer themselves as a humble living sacrifice. Thanks to the worship team for its abundance of talents, allowing weekly worship to stay close to God. I would also like to thank the group leaders for their hard work and selfless dedication, which led to the establishment of nine groups. The training and development of new team leaders in the future will be an important element in the development of the team.

The needs of the Mandarin Church cannot be overlooked. The manpower for serving is still limited. I hope that the monthly visits and prayer meetings will inspire the members to have a strong and courageous heart to put themselves forward to serve, to establish worship teams and small groups, so that we can experience the joy of "what seems impossible to man is totally possible with God".

As for the team of co-workers, it is wonderful to be able to serve along with Pastor Toby. Thank the Lord for the Good Friday meditation evening in April, we divided up the work and prepared the contents of the meeting in a very short period of time. God moved more than 60 people to participate that night, more than we could have imagined. "Two are better than one... A rope made of three strands is not easy to break." (Ecclesiastes 4:9,12) I hope that God will prepare a third co-worker for us, so that the pastoral team can better coordinate and serve according to our gifts to honour God and benefit people.

The challenge of the church this year is to reorganise the structure, with the Deacons as the leaders of the ministries who can directly build a committee accordingly. The role of Department Heads who were selected through elections in the past can now be directly appointed, and they can cooperate with Deacons in various ministries according to their gifts to achieve more effective service. May God increase grace upon grace, strength upon strength, so that God's name will be widely proclaimed, exalted, and honoured in Oxford!

牧者的話 林小敏傳道

感謝神的帶領,不知不覺已在教會事奉⼀年多。能夠與弟兄姊妹同⾏,是我最感恩及開 ⼼的事。雖然在過去的⽇⼦中,我們⾯臨不少轉變;但⾒到⼤家起來承擔事奉、事⼯有 新發展且逐漸上軌道;全是神的恩典。

學⽣⼯作⽅⾯,我們有⼀群忠⼼事奉者多年來默默作⼯;教導兒童、Youth及⼤學⽣聖 經知識,實在寶貴!過去⼀年喜⾒不少新⼒軍加入,壯⼤了事奉團隊;但教會的需求更 ⼤,希望有更多⼈起來接棒。週六的學⽣團契對象亦由⼤學⽣,擴⼤⾄Year10到職青。 能在短暫的留學⽣涯中遇上,播下福⾳種⼦及建立關係,真的很值得,⼜難得。

香港⼈事⼯⽅⾯,本年新增三個⼩組。在眾組長及副組長帶領下,九個⼩組均穩定聚 會;分別是基立組、平安組、信實組、H&M組、歡欣組、伊甸園、溫柔組、同⾏組及 的確家。⽽隔⽉⼀次的香⾥⼤排檔亦成功聯繫了不少新、舊朋友呢!

同⼯團隊⽅⾯,感恩曾被曹⼦光牧師帶領,作為第⼀個英國師傅。隨著趙鳳萍牧師加 入,並肩事奉實在好得無比;還有執事、部長忠⼼同⾏。求主繼續賜下合適僕⼈,使我 們更有效分⼯,牧養各群體。

最後,我想藉此機會感謝教會開放接受新加入的香港信徒,願意配合及作出改變。但願 我們繼續對準基督,蒙神使⽤、陶造;在這裡學習「同⼼同⾏,事主侍⼈」。

PASTOR’s REPORT Toby Lam

Thanks to God's guidance, I have served in the Church for more than a year without noticing it. Being able to walk with brothers and sisters is the most grateful and happy thing for me. Although in the past days, we have faced many changes; but seeing everyone rise to serve, the ministry has new developments and is gradually on track; it is all the grace of God.

In terms of student work, we have a group of loyal servants who have worked relentlessly for many years; teaching children, youth and university students Bible knowledge is precious! In the past year, I was glad to see many new troops join in and strengthened the serving team; however, the needs of the Church are even greater, and I hope that more people will take over the baton. The audience of the student fellowship on Saturday is also expanded from university students to Year 10 to working youth. It is precious to have fellowship, sow the seeds of the Gospel and build relationships in their brief academic life here aboard.

In terms of Hong Kong people's ministry, three groups have been added this year. Under the leadership of the group leaders and deputy leaders, the nine groups met steadily; they were Cherith, Peace, Faithfulness, H&M, Joy, Garden of Eden, Gentleness, Walking with Jesus, and Didcot Family. And the bi-monthly “Food Stall evening” has also provided an opportunity to meet new and old friends!

In terms of co-workers, I am grateful that I was led by Pastor Benny who is my first mentor in the UK. With the joining of Pastor Laura, serving side by side with her is truly wonderful; there are also Deacons and Department Heads who serve faithfully. May the Lord continue to give us suitable servants so that we can divide the work more effectively and shepherd various groups.

Finally, I would like to take this opportunity to thank the Church for its openness to accept new brothers and sisters from Hong Kong, for its willingness to cooperate and make changes. May we continue to focus on Christ and be used and shaped by God; together we learn to "walk with one heart, serve the Lord and others".

主席感言 馬日恆弟兄

感謝主過去⼀年對教會的祝福,尤其感恩的是祂讓不少剛來到⽜津的弟兄姊妹在靈命上 更新,也與其他會眾在靈內契合。神也在去年帶領教會推⾏不同的事⼯,⼤家從兩位牧 者的感⾔中當可看到神如何恩待教會及興起⼀群忠⼼的僕⼈,僕也不在此贅。謹藉此機 會,感謝神對教會的厚愛,也由衷感謝弟兄姊妹在過去⼀年對教會事⼯的⽀持、各部長 在不同崗位上的委⾝事奉,以及執事們在維繫教會⾏政及管理上的辛勞。此外,⼀眾主 ⽇學教師在兒童及青少年⼯作上的無私付出、各組長不懈地預備查經資料以豐富弟兄姊 妹的靈命,以及本會顧問盧龍光牧師所給予的寶貴意⾒,在此也⼀併致謝。

在教牧同⼯⽅⾯,感謝主帶領林⼩敏傳道及趙鳯萍牧師來教會事奉,特別感恩看到她們 合作無間,為神在⽜津牧養我們,願榮耀頌讚歸於我主。可是,過去⼀年教會也不是全 然⼀帆風順,最讓僕⼈難以釋懷的便是莊牧師及曹牧師的離開,相信弟兄姊妹也有同樣 的感受。願主祝福他們分別在劍橋及列斯的事⼯,在此衷⼼感謝他們在任內對教會的貢 獻及對弟兄姊妹的教導。

我們在這次的週年⼤會除了會選出新⼀屆的部長與執事,也是破天荒為長老之任命⽽投 票。願神的旨意得以成就,讓祂揀選的僕⼈能⼼無旁騖地事奉教會。也願來年教會的事 ⼯、弟兄姊妹的靈命以及得救的⼈數也與⽇俱增。教會仍會努⼒不懈地聘請多⼀位牧 師,祈求神帶領祂的僕⼈到教會事奉。最後,特別為教會推⾏的新架構禱告,祈求神藉 此興起更多的弟兄姊妹在不同崗位上事奉並為教會建立更多榮神益⼈的事⼯。阿⾨!

CHAIRMAN’s REPORT Sunny Ma

I am grateful to the Lord for leading the Church in the past year, and I am especially grateful that many brothers and sisters who have just come to Oxford have been renewed spiritually, and they are also in harmony with other members of the congregation. You can see in another two articles written by our Pastors of how God has blessed the Church’s ministry as well as sending more servants to serve, I need not to repeat how blessed our church is here. However, I would like to take this opportunity to thank God for His endless love to the Church, and to thank the wholehearted support given by brothers and sisters towards all ministries, the dedicated service of all Department Heads in running their departments, and the hard work of the Deacons to maintain the governance of the Church. In addition, the Church would like to extend the appreciation towards the Sunday School teachers for their hard work for the children and youth ministry as well as all the Group leaders whose dedicated effort in preparing the Bible study and fellowship sessions which helped to nurture the spiritual growth of the participants, and the insightful advice given by the Church’s advisor – Rev Lung Kwong Lo.

On the pastoral team, I am grateful to the Lord for leading Pastor Toby and Pastor Laura to serve in the Church. I am especially grateful to see them cooperating seamlessly and shepherding us in Oxford. May Glory and Praise be to the Lord. However, it wasn’t all plain sailing for the Church in the past year for we do have regrets. My biggest one is to see the departure of Pastor Zhuang and Pastor Benny. I believe brothers and sisters share the same sadness. May the Lord bless their respective ministries in Cambridge and Leeds, and I sincerely thank them for their contributions to the Church and teaching to brothers and sisters during their tenure.

In addition to electing new Department Heads and Deacons at this Annual General Meeting, we will also vote for the appointment of an Elder for the first time. May God's will be accomplished so that His chosen servants can serve the church without distraction. I also hope that the ministry of the Church, the spiritual life of the brothers and sisters, and the number of saved people will also increase day by day in the coming year. The Church will still work hard to hire another pastor, pray that God will lead His servant to serve here. Finally, pray especially for the new structure implemented by the Church, and that God will call for more brothers and sisters to serve in different positions and establish more ministries that will honour God and benefit people for the Church. Amen!

財政報告

  2. 收⽀賬⽬表 (第⼗⼆⾴) 中的「指定經費」為建堂基⾦。

  3. 建堂基⾦ : 詳情請參閲 附註 14 (第⼗五⾴) 。本年度之總收入為£2,957,當中包括 利息及會友每⽉定期認捐。£2,836的總開⽀全⽤作教會中⼼的裝修。

  4. 共£5,720 的差傳奉獻分別捐給包括英國華⼈關懷癌症協會、基督教華僑布道會、英 國號⾓、烏克蘭基⾦及巴基斯坦⽔災基⾦等機構。

  5. 我們真的要再次感謝主對 2022 年豐富的供應。我們也感謝會員每⽉定期奉獻以及 那些通過網上銀⾏和星期⽇奉獻的會員. 總收入比 2021 年多 £45,516,並有盈餘 £1,462. 通過可豁免稅項奉獻的會員⼤⼤增加, 因此今年的退稅額將有所增加。當我 們繼續事奉信實的神時我們以歡喜之⼼來禱告,感謝你慷慨、無私作出愛的奉獻, 我們深信主將為我們不斷增長的教會事⼯豐厚的祝福我們。

TREASURER’S REPORT

  1. These Accounts are taken from the Independent Examiner’s full Report and is available on request.

  2. On the “Statement of Financial Activities” (page 12), the column headed “Designated Fund” is the Building Fund.

  3. Building Fund: The summary of this is shown separately in Note 14 (page 15). Total Income was £2,957 for the year and this included Interests. There are members who pledge monthly to the Building Fund. Total Expenditure of £2,836 was spent on Refurbishment of Church house.

  4. Gifts to Missions of £5,720 were given to some Missions including Chinese Association for Cancer Care, CCHC-UK, Ukraine Fund and Pakistan floods Fund.

  5. We really want to thank the Lord again for His rich provision for the year 2022. We are thankful to those members who give monthly by Standing Order and to those who give by Online Banking and Sunday offerings. Total Income was £45,516 more than 2021 and there was a surplus of £1,462. The members who give via Gift Aid have increased greatly hence the Tax Refund will increase this year. As we continue to serve our faithful God we pray with joy and thanks over these expressions of your love and through your generous and sacrificial giving, we truly believe that the Lord will bless us abundantly for the increased ministries of the Church.

2023 常費預算備註

財政預算包括分配給各部⾨的預算

  1. 可豁免稅項奉獻 (Gift Aid) : 我們⿎勵更多在英國繳稅的會友透過此計劃作奉獻。您 每捐贈 £1,教會可從稅務局取得 25p 退稅。

  2. 愛⼼奉獻 : 於每⽉聖餐主⽇所收集的主⽇獻⾦將有 10% 撥作愛⼼奉獻之⽤。弟兄姊 妺於愛⼼奉獻的捐款將⽤以幫助有需要⼈⼠。

  3. 傳道⼈ : 預算⽤於聘請主任牧師 (半職) 四個⽉和兩名全職牧師, 及包括僱主應付的國 ⺠保障⾦ (National Insurance),退休⾦和房屋津貼。

  4. 禮堂租⽤ : 包括租⽤ All Saints Church、Lime Walk Methodist Church、All Saints Church House 及 Woodstock Road Baptist Church。由於燃料成本上升以及教會事 ⼯的不斷擴⼤,這數額有顯著增加。

  5. 辦事處⾏政費 : 包括公眾保險、信托⼈保險、辦事處電話、⽂具、影印費及 Lime Walk Methodist Church 的無線網絡。

  6. 專業服務費 : 包括教會⼾⼝獨立賬⽬核數員的費⽤及法律顧問費。

NOTES TO THE BUDGET

of General Fund 2023

  1. Gift Aid : we encourage more members who are UK taxpayers to give via the Gift Aid scheme. The Church can reclaim 25p tax on every £1 you offer, at no extra cost to you.

  2. Love Gifts : 10% of the Sunday offering during the Joint Communion Service will be given out as Love Gift / Hardship Fund. Donations can be made to this Fund to help those in need.

  3. Church Worker : the budget is for the employment of a Senior Pastor (Part time) for 4 months and 2 Full time Pastors. This includes Employer’s contribution to the National Insurance and Pension scheme and Housing Allowance.

  4. Hall Hire : this includes donations for the use of All Saints Church, Lime Walk Methodist Church, All Saints Church House and Woodstock Road Baptist Church. This has increased greatly due to rising fuel costs and expanding ministries.

  5. Office and Administration : includes Public Liability Insurance, Trustees Indemnity Insurance, Church house telephone/broadband, stationery, printing and BT Broadband in Lime Walk Methodist Church.

  6. Professional Fees : includes Independent Examiner’s fee for the Church Accounts and Legal Fees.

The Trustees are pleased to present their annual report and financial statements of the charity for the year ended 31st December 2022 .

The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the accounts and complies with the Charity’s governing document, the Charities Act 2011 and Accounting and Reporting by Charities: Statement of Recommended Practice (second edition) and Financial Reporting Standard FRS 102.

Objectives and Activities

The main objects of the charity are the advancement of the Christian faith and education in the Chinese language and culture.

In planning the activities of the charitable company, the directors have considered the Charity Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion.

Achievements and Performance

  1. What did you set out to do in 2022

OCCC aims to spread the Gospel to people in Oxfordshire through passionate worship, appropriate teaching, active pastoral care, dedicated fellowship groups and good hospitality.

We set the following new structure in 2022 to support our objectives:

Worship: We have a diverse team of gospel singers and musicians to organise music worship in three languages, namely English (for Sunday School), Cantonese and Mandarin. We firmly believe that passionate worship will promote great sense of engagement to new comers who may have conservative views about Christian churches as well as to established church goers who are seeking a powerful worship place to enrich their spiritual life

Pastoral: Pastoral care is the major area to ensure healthy spiritual growth. It also supports individuals who need spiritual guidance or practical advice on difficulties encountered in their daily life. It also supports the Campus, Sunday School, Cantonese and Mandarin ministerial departments

Evangelism: This department aims to organise evangelical event – hosted by OCCC or external partners. It also organises outreaches to reach out to people who do not normally hear about our church’s activities

Campus Ministry: This is to promote our student ministry to students in Oxford and to support the pastoral care of the students participating our activities

Sunday School: This is to promote our church’s activities to English speakers (mainly for children and youth) in Oxford and to support the pastoral care of the English speakers participating our activities

Cantonese Ministry: This is to promote our church’s activities to Cantonese speakers in Oxford and to support the pastoral care of the Cantonese speakers participating our activities

Mandarin Ministry: This is to promote our church’s activities to Mandarin speakers in Oxford and to support the pastoral care of the Mandarin speakers participating our activities

2. How well did we do it

Worship: Our worship team provides physical services at the church as well as live streaming them online. Its key responsibilities outside the usual on-premises service are to produce and edit online worship and sermon materials and to support online operations in other ministries

Pastoral: Pastoral care is provided by online meetings, phone conversations, chat groups and visitations. The regular Inter-departmental meetings is a platform to share pastoral needs among our members who are cared for via various channels. Another objective of this department is to plan for the sermon themes in the Sunday services in order to systematically enhance churchgoers spiritual life. It also oversees various online Sunday school groups to allow biblical knowledge being learnt in a relax environment among children and teenagers. We are very pleased to have hired two pastors to support the pastoral care of the church

Evangelism: The main way to promote the Christian faith and our church is via social media. Facebook, Signal and WhatsApp groups are created to promote the church’s Sunday service and other events. After the reopening of church service, it has organised a few bigger evangelical events such as a Chinese New Year service to get to know new arrivals to Oxford

Campus Ministry: We have regular weekly fellowship targeting students in Oxford. The participants enjoy the biblical sharing as well as having dinner together

Sunday School: We are teaching up to 80 children and youth at Sunday School. We split it into the KS1/2 and KS3/4 groups. Each group will have the same main message of the day and then split into smaller groups for discussion and other activities.

Cantonese Ministry: We have regular weekly online and on-premises fellowship among the Cantonese speaking participants. Its size has grown significantly due to the influx of immigrants from Hong Kong.

Mandarin Ministry: We have regular weekly online and on-premises fellowship among the Mandarin speaking participants.

3. What do we expect to do over the next 12 months

We will carry on the good work indicated above in the next 12 months. We will also aim to provide pastoral care and fellowship groups for the Cantonese congregation by 5 regions of Oxfordshire due to its significant growth in numbers. In addition, we have a few new projects aiming to enhance the quality of church’s life among the church goers – these projects include:

Financial Review

The total income for the year was £119,294 and total expenditure on charitable activities amounted to £117,269.

Reserves Policy

The trustees have examined the charity’s requirements for reserves taking account of the main risks to the organisation. It has established a policy whereby the unrestricted funds not committed or invested in tangible fixed assets held by the charity should be between three and six months of expenditure. The trustees consider that this should be between £12,000 and £24,000 in general funds. The reserves are needed to meet the working capital requirement of the charity and the trustees are confident that at this level they would be able to continue the current activities of the charity in the event of a significant drop in funding The current reserves are in excess of this level but the directors have earmarked significant reserves for the eventual employment of a pastor after which reserve levels will fall to more normal levels.

Governing Document

Oxford Chinese Christian Church is a registered charity and was formed under a constitution originally dated May 1984. A new constitution was approved on 28th March 2010.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES

I report to the trustees on my examination of the accounts of Oxford Chinese Christian Church (the charity) for the year ended 31st December 2022.

Responsibilities and Basis of Report

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent Examiner’s Statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Accounting Policies

The principal accounting policies adopted, judgments and key sources of estimation uncertainty in the preparation of the financial statements are as follows:

a) Basis of Preparation

The financial statements have been prepared in accordance with the second edition of the Charities Statement of Recommended Practice issued in October 2019, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011.

Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes.

b) Income Recognition Policies

Items of income are recognised and included in the accounts when all of the following criteria are met:

Income received in advance of a specific performance or provision of other specified service is deferred until the criteria for income recognition are met.

Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred.

Individual fixed assets costing £1,000 or more are capitalised at cost and are depreciated over their estimated useful economic lives on the straight line basis.

Debtors and prepayments are recognised at the settlement amounts due.

Creditors and provisions are recognised where the Charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount.

Oxford Christian Chinese Church is a registered charity and was formed under a Constitution dated 28th March 2010.

The Trustees are pleased to present their annual report and financial statements of the charity for the year ended 31st December 2022 .

The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the accounts and complies with the Charity’s governing document, the Charities Act 2011 and Accounting and Reporting by Charities: Statement of Recommended Practice (second edition) and Financial Reporting Standard FRS 102.

Objectives and Activities

The main objects of the charity are the advancement of the Christian faith and education in the Chinese language and culture.

In planning the activities of the charitable company, the directors have considered the Charity Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion.

Achievements and Performance

  1. What did you set out to do in 2022

OCCC aims to spread the Gospel to people in Oxfordshire through passionate worship, appropriate teaching, active pastoral care, dedicated fellowship groups and good hospitality.

We set the following new structure in 2022 to support our objectives:

Worship: We have a diverse team of gospel singers and musicians to organise music worship in three languages, namely English (for Sunday School), Cantonese and Mandarin. We firmly believe that passionate worship will promote great sense of engagement to new comers who may have conservative views about Christian churches as well as to established church goers who are seeking a powerful worship place to enrich their spiritual life

Pastoral: Pastoral care is the major area to ensure healthy spiritual growth. It also supports individuals who need spiritual guidance or practical advice on difficulties encountered in their daily life. It also supports the Campus, Sunday School, Cantonese and Mandarin ministerial departments

Evangelism: This department aims to organise evangelical event – hosted by OCCC or external partners. It also organises outreaches to reach out to people who do not normally hear about our church’s activities

Campus Ministry: This is to promote our student ministry to students in Oxford and to support the pastoral care of the students participating our activities

Sunday School: This is to promote our church’s activities to English speakers (mainly for children and youth) in Oxford and to support the pastoral care of the English speakers participating our activities

Cantonese Ministry: This is to promote our church’s activities to Cantonese speakers in Oxford and to support the pastoral care of the Cantonese speakers participating our activities

Mandarin Ministry: This is to promote our church’s activities to Mandarin speakers in Oxford and to support the pastoral care of the Mandarin speakers participating our activities

2. How well did we do it

Worship: Our worship team provides physical services at the church as well as live streaming them online. Its key responsibilities outside the usual on-premises service are to produce and edit online worship and sermon materials and to support online operations in other ministries

Pastoral: Pastoral care is provided by online meetings, phone conversations, chat groups and visitations. The regular Inter-departmental meetings is a platform to share pastoral needs among our members who are cared for via various channels. Another objective of this department is to plan for the sermon themes in the Sunday services in order to systematically enhance churchgoers spiritual life. It also oversees various online Sunday school groups to allow biblical knowledge being learnt in a relax environment among children and teenagers. We are very pleased to have hired two pastors to support the pastoral care of the church

Evangelism: The main way to promote the Christian faith and our church is via social media. Facebook, Signal and WhatsApp groups are created to promote the church’s Sunday service and other events. After the reopening of church service, it has organised a few bigger evangelical events such as a Chinese New Year service to get to know new arrivals to Oxford

Campus Ministry: We have regular weekly fellowship targeting students in Oxford. The participants enjoy the biblical sharing as well as having dinner together

Sunday School: We are teaching up to 80 children and youth at Sunday School. We split it into the KS1/2 and KS3/4 groups. Each group will have the same main message of the day and then split into smaller groups for discussion and other activities.

Cantonese Ministry: We have regular weekly online and on-premises fellowship among the Cantonese speaking participants. Its size has grown significantly due to the influx of immigrants from Hong Kong.

Mandarin Ministry: We have regular weekly online and on-premises fellowship among the Mandarin speaking participants.

3. What do we expect to do over the next 12 months

We will carry on the good work indicated above in the next 12 months. We will also aim to provide pastoral care and fellowship groups for the Cantonese congregation by 5 regions of Oxfordshire due to its significant growth in numbers. In addition, we have a few new projects aiming to enhance the quality of church’s life among the church goers – these projects include:

Financial Review

The total income for the year was £119,294 and total expenditure on charitable activities amounted to £117,269.

Reserves Policy

The trustees have examined the charity’s requirements for reserves taking account of the main risks to the organisation. It has established a policy whereby the unrestricted funds not committed or invested in tangible fixed assets held by the charity should be between three and six months of expenditure. The trustees consider that this should be between £12,000 and £24,000 in general funds. The reserves are needed to meet the working capital requirement of the charity and the trustees are confident that at this level they would be able to continue the current activities of the charity in the event of a significant drop in funding The current reserves are in excess of this level but the directors have earmarked significant reserves for the eventual employment of a pastor after which reserve levels will fall to more normal levels.

Governing Document

Oxford Chinese Christian Church is a registered charity and was formed under a constitution originally dated May 1984. A new constitution was approved on 28th March 2010.

I report to the trustees on my examination of the accounts of Oxford Chinese Christian Church (the charity) for the year ended 31st December 2022.

Responsibilities and Basis of Report

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent Examiner’s Statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Accounting Policies

The principal accounting policies adopted, judgments and key sources of estimation uncertainty in the preparation of the financial statements are as follows:

a) Basis of Preparation

The financial statements have been prepared in accordance with the second edition of the Charities Statement of Recommended Practice issued in October 2019, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011.

Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes.

b) Income Recognition Policies

Items of income are recognised and included in the accounts when all of the following criteria are met:

Income received in advance of a specific performance or provision of other specified service is deferred until the criteria for income recognition are met.

Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred.

Individual fixed assets costing £1,000 or more are capitalised at cost and are depreciated over their estimated useful economic lives on the straight line basis.

Debtors and prepayments are recognised at the settlement amounts due.

Creditors and provisions are recognised where the Charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount.
