牧師回顧及展望 曹子光牧師

感謝主﹐帶領⽜津華⼈基督教會過了五⼗週年﹐在28/11超過100位肢體和來賓參加感 恩晚宴聚會。五⼗年來﹐全是上帝的恩典和保守﹐以致⽜津華⼈基督教會能在難關中不 單安然渡過﹐⽽且經歷「豐收」的⼀年。

⾃從2020年年頭封城到去年初夏,⽜津華⼈基督教會也在網上舉⾏主⽇崇拜;隨著英 國各⾏各業和社會逐步解封﹐教會也在去年八⽉初恢復實體崇拜。想不到從去年八⽉份 到現在﹐隨著教會因應⼤量香港持BNO簽證的⼈仕到來⽽分開粵語和國語的崇拜。崇 拜出席的⼈數繼續有所增長﹐聯合崇拜更加坐無虛席!因此﹐教會粵語崇拜在今年⼆⽉ 移師到 All Saints Church。我們期待教會的復興不單靠「被動式」增長﹐⽽是我們在未 來的⽇⼦﹐全⼒把握機會接觸未信主的⼈﹐帶領他們認識主和經歷主。

我們亦特別感謝主﹐在去年六⽉份莊仰明牧師成為⽜津的傳道同⼯﹐全⼒負責國語的事 ⼯。隨著國語崇拜的出現﹐國語也有每週的查經班和⼀個⽉⼀次的分享祈禱會﹐為國語 事⼯揭開新的⼀⾴。

因應香港⼈事⼯的興起﹐香港的家庭⼩組也不斷開展﹐過去的⼀年已經有六個⼩組﹐⽽ 每⼀組由廿多位成員到⼗多位成員不等。⼤部份的聚會都是以網絡形式進⾏﹐偶爾也會 有⼩組實體聚會和活動。另外﹐粵語學⽣組也繼續在星期六舉⾏﹐今年度更加入了不少 中六香港學⽣。⽽成⼈主⽇學也是在過去⼀年中新開設的教導事⼯。感謝主﹐我們先後 已經上完路得記、以利沙神蹟系列﹐以及⼠師記 1 。

最後﹐感謝主的召命﹐帶領林⼩敏傳道在今年⼆⽉中加入⽜津教會。展望未來﹐除了要 繼續盛載和開展香港⼈來英國的事⼯之外﹐我們希望教會上下都追求靈命成長﹐特別喜 愛與神建立關係。隔週的網絡的粵語祈禱會﹐和每⽉⼀次的國語分享祈禱會﹐都是⼀個 ⼤好的機會﹐讓我們以禱告呼求上主﹐建立信徒⽣命和教會的事⼯。您願意在未來的⼀ 年﹐與我們同⾏嗎﹖

PASTOR REPORT

Benny Cho

Praise the Lord who has led OCCC in the past 50 years. On 28th Nov 2021, over a hundred participants celebrated its 50th anniversary in a dedicated thanksgiving gala. It was all down to God’s grace and protection to not only guide the church to navigate all the challenges in the past 50 years, we have even experienced a year of harvest in 2021.

From the first lockdown in 2020 to the start of summer in 2021, the church hosted the Sunday service online. However, the UK had eased the lockdown restriction since and we have resumed our Sunday service in Headington since August last year. Due to the significant influx of BNO holders from Hong Kong, the church has decided to have a dedicated service for each of the Cantonese and Mandarin group. We have seen the growing of the congregations and it was even hard to find a spare seat in the monthly joint service . To solve the capacity issue, the Cantonese congregation has moved to All Saint’s Church for its Sunday service. We hope to see our growth to rely less on the passive influx of migrants in the future but through our evangelical and pastoral effort in reaching out to the non-believers and leading them to come to know and experience Jesus.

We especially thank God for calling Pastor Paul Zhuang to join our pastoral team, dedicatedly developing the Mandarin ministry. Following the Sunday service in Headington, there are the weekly bible study and monthly fellowship where participants can pray together – which open the curtain of a new era of this ministry.

With the growing Hong Kong ministry, the number of family groups has also grown. We had six groups in 2021, each of them has about twenty members. Most of these groups meet online but also have some face-to-face meetings and activities. In addition, the Cantonese student fellowship has resumed its weekly session on Saturday, we can see more Year 12 students joining it. We have also started an Adult Sunday School in mid-2021. Praise the Lord for allowing us to complete the teaching of Ruth, the miracles of Elisha and Judges 1.

Finally, we thank God for His calling for Pastor Toby Lam to join our church in February 2022. To realise our vision, not only we will keep developing the Hong Kong ministry but to redouble our effort in reviving the spiritual growth of all members, making them to crave for establishing an intimate relationship with God. We want to achieve it from our fortnightly Cantonese online prayers meetings and the monthly Mandarin fellowship and prayers meetings. Let’s pray to our Lord for his blessings to grow our discipleship and the church’s ministry.

主席感言 馬日恆弟兄

詩篇119章105節說:「你的話是我腳前的燈,是我路上的光。」在這個瘟疫、戰亂及 不義橫⾏的世代,這段話絕對是我們極⼤的安慰及倚靠。經⽂不單在應對⼤環境有⽤, 便是把範圍縮到敝會,也同樣受⽤。

去年年初,英國仍在局部禁⾜的時候,教會看⾒很多港⼈來到⽜津。我們便作出⼀些調 整來開設不同的網絡⼩組來服事這些新朋友。當中包括不同的查經及團契⼩組以及⼀個 幫助來⽜津港⼈的⾯書專⾴。⽽不少剛到埗的信徒也參加了我們的網上雙語崇拜。直⾄ 去年4⽉,政府公佈重開時間表,教會仍靜觀其變,保持網上的崇拜。當疫情在初夏緩 和,我們便要決定何時及如何重開。這個時候神透過曹牧師來⿎勵執事們來發展國粵語 的兩堂崇拜。起初我們很猶疑,但神的話語激勵我們,讓執事會去積極探索兩堂崇拜在 場地、⼈⼿及講員上的可能性。

在7⽉中之前,我們的構想仍是在8⽉重開雙語翻譯的實體崇拜,再在9⽉後才慢慢安排 分堂崇拜。可是,當我們在理性上認為這是按步就班的務實⽅案的時候,神使⽤勞⼦滔 執事,讓他能與 All Saint’s 教會有更緊密的接觸,更極速地同意了敝會使⽤他們的教會 中⼼來作我們國語崇拜之⽤,那便奇蹟地⽟成了在8⽉8⽇分堂崇拜的計劃。在10⽉ 起,我們看到粵語崇拜已接近滿座,證明我們只要憑信⼼擺上,神必成就祂呼召我們來 作的⼯。⽽我們在12⽉能⾸次把聖誔崇拜搬到場地較⼤的 All Saint’s 教堂進⾏,更從今 年開始把粵語崇拜也遷往此堂,便是神眷顧我們的另⼀明證。更令⼈欣喜的是,國語部 的弟兄姊妹也很感恩地享受着不⽤翻譯的國語崇拜及每⽉⼀次的雙語聯合崇拜。

顯⽽易⾒,2021年是我們教會再次感受神話語的激勵來活出祂豐盛恩典的⼀年。願我 們能在今年再進⼀步,讓神的話⾏在前頭,帶領我們發揮祂給教會⼀切的美好。在此我 謹代表執事會感謝曹牧師、莊牧師、⼩敏傳道以及⼀眾同⼯的辛勞;無論在⼩組、崇 拜、兒童及青少年主⽇學、部⾨及執事會中事奉的都⼀併感謝,願主傾福於你們及家 ⼈。

CHAIRMAN REPORT

“Your word is a lamp for my feet, a light on my path” (Psalm 119:105). We can immensely find comfort and strength from this verse amid a world full of pandemic, wars and injustice. This scripture does not only apply to how we face the wider world, but it is also equally applicable to our church.

Last year, the UK was still under a partial lockdown, OCCC saw a significant influx of Hong Kong migrants coming to Oxford. We fine-tuned our operation and open various online groups to serve these new friends, the new activities include online bible study, fellowship groups and a dedicate Facebook page to support the new arrivals. Some of them also joined our bi-lingual Sunday service online. The government presented a re-open road map last April, the church wanted to cautiously observe the situation and our Sunday service online continued. When the pandemic eased down in early summer, we then needed to decide when and how to re-open. At this very moment, God sent Pastor Cho to encourage the council members to establish two separate Sunday services, each using either Cantonese or Mandarin. The council was reluctant in the beginning but with the help from God’s words we still put in some effort to explore how to find sufficient spaces, helpers and preachers to sustain two separate Sunday services.

Before mid-July, our plan was still to have a bi-lingual service hosted in the Lime Walk Methodist Church in August and will gradually organise separate services from September onwards. At the time when we thought that it is a rational and pragmatic plan, God used Deacon Toby by closely linking him and the All Saint’s Church who quickly agreed to let us use its Church Center for our Mandarin service – which miraculously allowed us to have two services from 8th August. Since October, we noticed that the Cantonese service has almost reached its full capacity and it is a good proof that God will finish His plan for us when we execute it with faith. The fact that we had our first Christmas service in the bigger All Saint’s Church and have moved our Cantonese service to this church from January has further displayed how God has blessed our church. Moreover, it is most pleasant to see the brothers and sisters of the Mandarin service have enjoyed the services without translation as well as the monthly joint bi-lingual services.

It is not hard to see that 2021 is a year that we were encouraged by God’s words to fully live under his grace and blessing. Let’s advance this momentum and let His words to lead us to exercise all the goodness in Him. I would like to take this opportunity to thank Pastor Cho, Pastor Zhuang and Pastor Lam as well as everyone serves in any church groups, Sunday services, Sunday school, departments and the council. Thank you for your faithful service and pray that God will bless you and your family abundantly.

財政報告

  1. 本賬⽬報告撮要⾃獨立核數師的報告,該完整報告可供會員索閲。

  2. 收⽀賬⽬表 (財政報告的第五⾴) 中的「指定經費」為建堂基⾦。

  3. 建堂基⾦:詳情請參閲財政報告的第九⾄⼗⾴。本年度之總收入為£2,885,當中包 括利息及會友每⽉定期認捐。£8,957的總開⽀全⽤作教會中⼼的裝修。

  4. 共£4,200的差傳奉獻分別捐給包括英國華⼈關懷癌症協會,基督教華僑布道會、英 國號⾓、⼈道主義援助救濟信託及幫助阿富汗的慈善基⾦等機構。

  5. 縱然疫情在去年仍然肆虐,我們仍能在網上崇拜,我們尤其感恩能在8⽉初恢復實 體崇拜,這實在深靠天⽗的厚賜。我們也感謝會員每⽉定期奉獻。當我們繼續事奉 信實的神時我們以歡喜之⼼來禱告,感謝你慷慨、無私作出愛的奉獻,我們深信主 將為我們不斷增長的教會事⼯豐厚的祝福我們。

TREASURER’S REPORT

  1. These Accounts are taken from the Independent Examiner’s full Report and is available on request.

  2. On the “Statement of Financial Activities” (page 5), the column headed “Designated Fund” is the Building Fund.

  3. Building Fund: The summary of this is shown separately (page 9-10 of the Accounts). Total Income was £2,885 for the year and this included Interests. There are members who pledge monthly to the Building Fund. Total Expenditure of £8,957 was spent on Refurbishment of Church house.

  4. Gifts to Missions of £4,200 were given to some Missions including Chinese Association for Cancer Care, COCM, CCHC-UK and HART (Humanitarian Aid Relief Trust) and Afghan Fund.

  5. Love Gift / Hardship Fund : This was donations from members for a member in need.

  6. Despite the Pandemic this past year and we have been having Sunday Services online till we resumed physical Church Services in August 2021, we really want to thank the Lord for His rich provision. We are thankful to those members who give monthly by Standing Order and to those gave by Online Banking. As we continue to serve our faithful God we pray with joy and thanks over these expressions of your love and through your generous and sacrificial giving, we truly believe that the Lord will bless us abundantly for the increased ministries of the Church.

2022常費預算備註 財政預算包括分配給各部⾨的預算

  1. 可豁免稅項奉獻 (Gift Aid) : 我們⿎勵更多在英國繳稅的會友透過此計劃作奉獻。你 每捐贈£1,教會可從稅務局取得25p退稅。

  2. 愛⼼奉獻 : 於每⽉聖餐主⽇所收集的主⽇獻⾦將有10%撥作愛⼼奉獻或關愛援助基 ⾦之⽤。弟兄姊妺可向關愛援助基⾦作捐款以幫助有需要⼈⼠。

  3. 傳道⼈ : 包括兼任牧師、全職傳道及6個⽉的全職牧師之薪⾦。也包括僱主應付的國 ⺠保險⾦和退休⾦供款。

  4. 禮堂租⽤ : 包括租⽤樂靈活循道會堂、諸聖教堂及教會中⼼作主⽇崇拜、星期六學 ⽣團契聚會及星期三的婦女組之⽤

  5. 器材: 購買儀器及設備來作教會崇拜及事⼯之⽤

  6. 辦事處⾏政費 : 包括公眾保險、信托⼈保險、辦事處電話、⽂具及影印費。

  7. 專業服務費 : 包括教會⼾⼝獨立賬⽬核數員的費⽤及法律顧問費。

NOTES TO THE BUDGET

of General Fund 2022

  1. Gift Aid : we encourage more members who are UK taxpayers to give via the Gift Aid scheme. The Church can reclaim 25p tax on every £1 you offer, at no extra cost to you.

  2. Love Gifts : 10% of the Sunday offering during the Joint Communion Service will be given out as Love Gifts / Hardship Fund. Donations can be made to this Fund to help those in need.

  3. Church Worker : the budget is for the employment of a Senior Pastor (Part time), a full time Pastor for 6 months and a full time Church Worker. This includes Employer’s contribution to the National Insurance and Pension scheme

  4. Hall Hire : this includes donations for the use of All Saints Church, Lime Walk Methodist Church All Saints Church House on Sundays, X-Life Student Fellowship on Saturdays and monthly Sisterhood Fellowship on Wednesdays.

  5. Equipment : this is for the need to invest into various equipment for the growing Church.

  6. Office and Administration : includes Public liability Insurance, Trustees Indemnity Insurance, Church house telephone, stationery and photocopying.

  7. Professional Fees : includes Independent Examiner’s fee for the Church Accounts and Legal Fees.

The Trustees are pleased to present their annual report and financial statements of the charity for the year ended 31st December 2021 .

The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the accounts and complies with the Charity’s governing document, the Charities Act 2011 and Accounting and Reporting by Charities: Statement of Recommended Practice (second edition) and Financial Reporting Standard FRS 102.

Objectives and Activities

The main objects of the charity are the advancement of the Christian faith and education in the Chinese language and culture.

In planning the activities of the charitable company the directors have considered the Charity Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion.

Achievements and Performance

  1. What did we set out to do in 2021

OCCC aims to spread the Gospel to people in Oxfordshire through passionate worship, appropriate teaching, active pastoral care, dedicated fellowship groups and good hospitality.

We set the following new structure in 2021 to support our objectives:

Worship : We have a diverse team of gospel singers and musicians to organise music worship in three languages, namely English (for Sunday School), Cantonese and Mandarin. We firmly believe that passionate worship will promote great sense of engagement to new comers who may have conservative views about Christian churches as well as to established church goers who are seeking a powerful worship place to enrich their spiritual life.

Pastoral : Pastoral care is the major area to ensure healthy spiritual growth. It also supports individuals who need spiritual guidance or practical advice on difficulties encountered in their daily life. It also supports the Campus, Sunday School, Cantonese and Mandarin ministerial department.

Evangelism : This department aims to organise evangelical event – hosted by OCCC or external partners. It also organises outreaches to reach out to people who do not normally hear about our church’s activities.

Campus Ministry : This is to promote our student ministry to students in Oxford and to support the pastoral care of the students participating our activities.

Sunday School : This is to promote our church’s activities to English speakers (mainly for children and youth) in Oxford and to support the pastoral care of the English speakers participating in our activities.

Cantonese Ministry : This is to promote our church’s activities to Cantonese speakers in Oxford and to support the pastoral care of the Cantonese speakers participating in our activities.

Mandarin Ministry : This is to promote our church’s activities to Mandarin speakers in Oxford and to support the pastoral care of the Mandarin speakers participating in our activities.

2. How well did we do it

Worship : Our worship team provides online service throughout 2021 and resumes service at the church since August 2021. Its key responsibilities outside the usual on-premises service are to produce and edit online worship and sermon materials and to support online operations in other ministries.

Pastoral : Pastoral care is provided online, phone, chat groups and visitations. The regular Interdepartmental meetings is a platform to share pastoral needs among our members who are cared for via the digital channels. Another objective of this department is to plan for the sermon themes in the Sunday services in order to systematically enhance church goers spiritual life. It also oversees various online Sunday school groups to allow biblical knowledge being learnt in a relaxed environment among children and teenagers.

Evangelism : The main way to promote the Christian faith and our church is via social media. Facebook and WhatsApp groups are created to promote the church’s Sunday service and other events. After the reopening of church service, it has organised a few bigger evangelical events such as a Chinese New Year service to get to know new arrivals to Oxford.

Campus Ministry : We have regular weekly fellowship targeting students in Oxford. The participants enjoy the biblical sharing as well as having dinner together.

Sunday School : We are teaching up to 70 children and youth at Sunday School. We split it into the KS1/2 and KS3/4 groups. Each group will have the same main message of the day and then split into smaller groups for discussion and other activities.

Cantonese Ministry : We have regular weekly online and on-premises fellowship among the Cantonese speaking participants. Its size has grown significantly due to the influx of immigrants from Hong Kong.

Mandarin Ministry : We have regular weekly online and on-premises fellowship among the Mandarin speaking participants.

3. What do we expect to do over the next 12 months

We will carry on the good work indicated above in the next 12 months. We will also aim to move the Cantonese congregation to a larger venue due to its significant growth in numbers. In addition, we have a few new projects aiming to enhance the quality of church’s life among the church goers – these projects include:

Financial Review

The total income for the year was £73,706 and total expenditure on charitable activities amounted to £80,100.

Reserves Policy

The trustees have examined the charity’s requirements for reserves taking account of the main risks to the organisation. It has established a policy whereby the unrestricted funds not committed or invested in tangible fixed assets held by the charity should be between three and six months of expenditure. The trustees consider that this should be between £12,000 and £24,000 in general funds. The reserves are needed to meet the working capital requirement of the charity and the trustees are confident that at this level they would be able to continue the current activities of the charity in the event of a significant drop in funding The current reserves are in excess of this level but the directors have earmarked significant reserves for the eventual employment of a pastor after which reserve levels will fall to more normal levels.

Structure, Governance and Management

Governing Document

Oxford Chinese Christian Church is a registered charity and was formed under a constitution originally dated May 1984. A new constitution was approved on 28th March 2010.

Appointment of Trustees

The trustees keep the composition of the board under review and will seek to appoint additional members with appropriate skills and expertise should the need arise. Interested parties are given details of the background of the charitable company in order to make them aware of current activities.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES

I report to the trustees on my examination of the accounts of Oxford Chinese Christian Church (the charity) for the year ended 31st December 2021.

Responsibilities and Basis of Report

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent Examiner’s Statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Accounting Policies

The principal accounting policies adopted, judgments and key sources of estimation uncertainty in the preparation of the financial statements are as follows:

a) Basis of Preparation

The financial statements have been prepared in accordance with the second edition of the Charities Statement of Recommended Practice issued in October 2019, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011.

Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes.

b) Income Recognition Policies

Items of income are recognised and included in the accounts when all of the following criteria are met:

Income received in advance of a specific performance or provision of other specified service is deferred until the criteria for income recognition are met.

Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred.

Cash at bank and cash in hand includes cash and short-term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account.

Objectives and Activities

The main objects of the charity are the advancement of the Christian faith and education in the Chinese language and culture.

In planning the activities of the charitable company the directors have considered the Charity Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion.

Achievements and Performance

  1. What did we set out to do in 2021

OCCC aims to spread the Gospel to people in Oxfordshire through passionate worship, appropriate teaching, active pastoral care, dedicated fellowship groups and good hospitality.

We set the following new structure in 2021 to support our objectives:

Worship : We have a diverse team of gospel singers and musicians to organise music worship in three languages, namely English (for Sunday School), Cantonese and Mandarin. We firmly believe that passionate worship will promote great sense of engagement to new comers who may have conservative views about Christian churches as well as to established church goers who are seeking a powerful worship place to enrich their spiritual life.

Pastoral : Pastoral care is the major area to ensure healthy spiritual growth. It also supports individuals who need spiritual guidance or practical advice on difficulties encountered in their daily life. It also supports the Campus, Sunday School, Cantonese and Mandarin ministerial department.

Evangelism : This department aims to organise evangelical event – hosted by OCCC or external partners. It also organises outreaches to reach out to people who do not normally hear about our church’s activities.

Campus Ministry : This is to promote our student ministry to students in Oxford and to support the pastoral care of the students participating our activities.

Sunday School : This is to promote our church’s activities to English speakers (mainly for children and youth) in Oxford and to support the pastoral care of the English speakers participating in our activities.

Cantonese Ministry : This is to promote our church’s activities to Cantonese speakers in Oxford and to support the pastoral care of the Cantonese speakers participating in our activities.

Mandarin Ministry : This is to promote our church’s activities to Mandarin speakers in Oxford and to support the pastoral care of the Mandarin speakers participating in our activities.

2. How well did we do it

Worship : Our worship team provides online service throughout 2021 and resumes service at the church since August 2021. Its key responsibilities outside the usual on-premises service are to produce and edit online worship and sermon materials and to support online operations in other ministries.

Pastoral : Pastoral care is provided online, phone, chat groups and visitations. The regular Interdepartmental meetings is a platform to share pastoral needs among our members who are cared for via the digital channels. Another objective of this department is to plan for the sermon themes in the Sunday services in order to systematically enhance church goers spiritual life. It also oversees various online Sunday school groups to allow biblical knowledge being learnt in a relaxed environment among children and teenagers.

Evangelism : The main way to promote the Christian faith and our church is via social media. Facebook and WhatsApp groups are created to promote the church’s Sunday service and other events. After the reopening of church service, it has organised a few bigger evangelical events such as a Chinese New Year service to get to know new arrivals to Oxford.

Campus Ministry : We have regular weekly fellowship targeting students in Oxford. The participants enjoy the biblical sharing as well as having dinner together.

Sunday School : We are teaching up to 70 children and youth at Sunday School. We split it into the KS1/2 and KS3/4 groups. Each group will have the same main message of the day and then split into smaller groups for discussion and other activities.

Cantonese Ministry : We have regular weekly online and on-premises fellowship among the Cantonese speaking participants. Its size has grown significantly due to the influx of immigrants from Hong Kong.

Mandarin Ministry : We have regular weekly online and on-premises fellowship among the Mandarin speaking participants.

3. What do we expect to do over the next 12 months

We will carry on the good work indicated above in the next 12 months. We will also aim to move the Cantonese congregation to a larger venue due to its significant growth in numbers. In addition, we have a few new projects aiming to enhance the quality of church’s life among the church goers – these projects include:

Financial Review

The total income for the year was £73,706 and total expenditure on charitable activities amounted to £80,100.

Reserves Policy

The trustees have examined the charity’s requirements for reserves taking account of the main risks to the organisation. It has established a policy whereby the unrestricted funds not committed or invested in tangible fixed assets held by the charity should be between three and six months of expenditure. The trustees consider that this should be between £12,000 and £24,000 in general funds. The reserves are needed to meet the working capital requirement of the charity and the trustees are confident that at this level they would be able to continue the current activities of the charity in the event of a significant drop in funding The current reserves are in excess of this level but the directors have earmarked significant reserves for the eventual employment of a pastor after which reserve levels will fall to more normal levels.

Structure, Governance and Management

Governing Document

Oxford Chinese Christian Church is a registered charity and was formed under a constitution originally dated May 1984. A new constitution was approved on 28th March 2010.

Appointment of Trustees

The trustees keep the composition of the board under review and will seek to appoint additional members with appropriate skills and expertise should the need arise. Interested parties are given details of the background of the charitable company in order to make them aware of current activities.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES

I report to the trustees on my examination of the accounts of Oxford Chinese Christian Church (the charity) for the year ended 31st December 2021.

Responsibilities and Basis of Report

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent Examiner’s Statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Accounting Policies

The principal accounting policies adopted, judgments and key sources of estimation uncertainty in the preparation of the financial statements are as follows:

a) Basis of Preparation

The financial statements have been prepared in accordance with the second edition of the Charities Statement of Recommended Practice issued in October 2019, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011.

Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes.

b) Income Recognition Policies

Items of income are recognised and included in the accounts when all of the following criteria are met:

Income received in advance of a specific performance or provision of other specified service is deferred until the criteria for income recognition are met.

Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred.

f) Tangible Fixed Assets

Individual fixed assets costing £1,000 or more are capitalised at cost and are depreciated over their estimated useful economic lives on the straight line basis.

Debtors and prepayments are recognised at the settlement amounts due.

h) Cash at Bank and in Hand

Cash at bank and cash in hand includes cash and short-term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account.
