Governance and management
The charity ts controlled by its governing documenL a deed of trust and constitLrtes an
unincorporated charity.
The Wykeham centre and diurch house was established by a trust deed dated 10 July
1909, which has since been amended by a scheme sealed by order of the Charity
Commissioners of England & Wales dated 20 June 2007.
Appointment of trustees, induction. and training
There has been an average of two trustees throughout the period. Any new appointments
are at the recommendation of the board. The board meets on a regular basis to enact the
running of the Charity.
The Trustees are the incumbent of St Edwards Church Romford (while they are in-post) and
the two Churchwardens. The Churchwardens are appointed at the Church APCM and serve
for a maximum of Six years, their appointments being reconfimed every year at the APCM.
All new trustees are given, in the view of the board, sufficient training and have enough
knowledge of their specific field to understand the nature of the charity and fully comply
with the charity's current views of its progression.
Objectives and activities
The objects of charity are that its property shall be held and used for the purpose of
furthering the religious and other charitable work of the church of England in the
ecclesiastical parish of Romford. This indudes the operation of Collier Row and Romford
foodbanks.
Public beneflt statement
The Trustees confirm that they have complied with the duty in section 4 of the Charities Act
2011 to have due regard to the Charity Commission's general guidance on public benefrt,
'Charities and Public Benefif.

Summary of the main achlevements during the year
During 2023 the Charity hosted regular Junior Church and Toddler group meetings on
behalf of St Edward's Church, and a regular youth group. The Wykeham Hall was used for
few charity events as well as being hired out for private use. Church House was also hired
out for use by organisations including a regular Ukrainian Community Cafe.
Up until 20th September 2023, The Wykeham Centre and Church House ran The Collier
Row & Romford Foodbank (part of the Trussell Trust network). hosting session5 three times
a week in different locations (inctuding the Wykeham Hall). From 20th September 2023, the
Trussell Trust franchise was transferred to Romford Baptist Church registered charity. The
Wykeham Hall still hosts a foodbank session once a week under the new arrangement.
During 2023 there has been an increase of 35°h in clients needing help. The charity is
grateful for donations of tirne, goods and funds from individuals and organisations.

Flnancial posltlon
ExGluding the Foodbank funds the Gharity had overall net incoming resources of £58,356
before the transfer to St Edwards PCC, (2022 - £34,533).
Monetary donations from the pijblic to the foodbank amounted to £26,507 (£20,236 in
2022).
During 2023 the charity provided food parcels through the foodbank to 5,412 people, (2022
4,158). The charity is ￿'ndlY provided with the use of a hall at Romford Baptist Church and
Ascension Church free of charge. Romford Baptist Church took over the Foodbank
Franchise (as mentioned above) on 20th September 2023.
A transfer is made from the restrtcted fund to the general fund. to contribute towards the
cost of the Project Manager who runs the foodbank (for the period January to June
inclusive).
Reserves Pollcy
The balance of general reserves at the end of the year was £41,929, {2022, £23,576). It is
the trustee's policy to maintain reserves to finance the next two months expenditure.

Independent examiner's report to the trustees
for the year ended 31 December 2023
I report to the trustees on my examination of the accounts of The Wykeham Centre and
Church House (the charity) for the year ended 31 December 2023.
Responslbllities and basis of report
As the trustees of the charity, you are responsible for the preparation of the accounts in
accordance with the requirements of the Charities Act 2011 (the Act.).
I report in respect of my examination of the charitys accounts carrred out under section 145
of the 2011 Act and in carrying out my examination I have followed all the applicable
Directions given by the Charty Commission under section 145(5)(b) of the Act.
Independènt examinerfs stat6ment
I have Gompletecl my examination. I confirm that no matters have Gome to my attention in
connection with the examination giving me cause to believe that in any material respect:
1. accounting records were not kept in ￿spect of the charity as required by section 130 of
the Act; or
2. the accounts do not accord with those records.
I have no Goncerns and have come across no other matters in connection with the
examination to which attention should be drawn in this report in order to enable a proper
understanding of the accounts to be reached.

The Wykeham Centre and Church House is valued at £2,669,359 being the fair value for
insurance purposes. This is considered to be the most appropriate basis of valuation by the
Trustees.

1. Basls of preparatlon
The financial statements have been prepared in accordance with the Charities Act 2011
Section 133, using the Receipts and Payments basis available to small charities and the
chariiy's own Simple Accounts SpreadsheeL
Receipts and payments accounts contain a summary of money received and money
spent during the period and a list of assets and liabiltties at the end of the period.
2. Other tradlng activities
Lettings income comprises of amounts received from Little Market Nursery and After
School Club and users of the Wykeham Centre and Church house.
3. Funds analysis
The Foodbank fund represents accumulated donations less allowable expenses. It can
only be spent on Foodbank related expenditure. This includes an amount towards the
salary of the Project Manager. Gift aid daimed on restrÈcted donations is credited to the
fiJnd to which the donation was made.
Durning the year the Foodbank franchise was transferred to the Romford Baptist
church. The balance on the foodbank fund wa5 also transferred to them.

6. Reimbursement of Out-of-Pocket Expanses
Out-of-pocket expenses incurred necessarily, reasonably. and incidentally in the course the
charity's activities are reimbursed at cosL
No Trustees received any reimbursement of out-of-pocket expenses in the financial year.
7. Related party transactlons
The PCC of St Edward the Confessor is a connected charity vthich produces its
own annual accounts.
Donations totalling £40,000 were made to St Edwards PCC in the year
(2022, £37,300). Part of the donation to the PCC is used to pay for the Project
Manager's salary.
During the year one trustee, Nicola Sharp, vos also an employee of St Edwards
PCC. She is not being paid for being a trustee. Measures are in place to ensure
no conflicts of interest arise.
8. Rounding Dlscrepancies
All amounts are recorded to the penny, but in these accounts are shown as digwtally
rounded to the nearest pound. This can occasionally result in a total not being the sum
