STRUCTURE, GOVERNANCE AND
MANAGEMENT
Hackney City Farm Ltd (the Farm) is a Registered Charity and Limited Company. It is governed by the Articles of Association (Companies Act 1948) agreed in 1984 and Trustees were appointed and elected in accordance with the memorandum at the Annual General Meeting 13th December 2008.
ORGANISATION, MANAGEMENT AND DECISION-MAKING STRUCTURE
The management of Hackney City Farm is vested in Trustees, meeting as the Management Committee and responsible for the administration of the Farm's affairs and the general policy of the Farm in accordance with clause 43 of the Memorandum of Articles. There are 6 Trustees serving during the 2021/22 term. The day to day management of the Farm is carried out by a paid Farm Director.
POLICY STATEMENTS
Reserves
The reserves are the resources from the Farm's unrestricted income to spend at the Trustee's direction in the furtherance of the Farm's objects once it has met its commitments and covered its planned expenditure. The Trustees direct that sums are to be held as reserves when it is their considered view that it is in the Charity's best interest to do so. The review is made annually, normally at budget approval and at other times as the Trustees consider prudent. Currently the
Farm maintains a 3 month operating cost reserve with any remainder designated to Farm development projects.
Investments
The Trustees have reviewed the deposition of the Farm's reserves funds and approve a policy of placing reserved funds with deposit taking institutions where appropriate. No more than the maximum covered by the Financial Services Compensation Scheme is to be placed with any one deposit taker.
Risk Analysis
The Farm has developed a Risk Management System and associated working policies. This has been in conjunction with the PQASSO Quality Standards Scheme.
Quality Standards
The Farm holds the Charity Evaluation Services PQASSO Standard Level One in all areas.
Public Benefit
The objects of the Farm are for public benefit, specifically around food farming and the wider environment. The City Farm serves to create and maintain a lifelong learning environment where local people can gain knowledge, green skills, confidence and learning opportunities through Farm activities and the education & training programmes. In planning and reviewing the Farm Business Plan and the activities taking place, the Trustees are mindful of the Charity Commission's guidance on public benefit.

ACTIVITIES
Our projects come from the ideas of volunteers, partners and visitors to the Farm. We work in collaboration to deliver activities that everyone involved feels part of creating.
We get things done by working in mixed ability groups, mostly outside, where decisions are made by consensus. These activities cut across three main areas:
Community - Through volunteering we build strong relationships in and across communities, building personal resilience and improving wellbeing
Farming and the Environment - We have created inspiring green spaces around the Farm to promote urban ecology and for visitors and volunteers to learn about farming and environmental issues.
Young People – We have dedicated services supporting young people to learn and grow, with a particular focus on supporting those with special educational needs and disabilities.
OBJECTIVES AND ACTIVITIES
To promote for the public benefit of the inhabitants of Hackney, neighbouring boroughs and surrounding areas the provision of facilities for recreation or other leisure time occupation of individuals who have need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic deprivation or for the public at large in the interests of social welfare and with the object of improving the condition of life of the said inhabitants.
To advance the education of inhabitants of Hackney, neighbouring boroughs and the surrounding area in subjects relating to sustainable development, local food production and the protection, enhancement and rehabilitation of the environment.
To advance the education of the public in the subjects of sustainable food production, farming and the production of food through the exhibition of animals in common agricultural and domestic use.
To develop the capacity and skills of socially and economically disadvantaged inhabitants of Hackney, neighbouring boroughs and surrounding areas in such a way that they are better able to identify, and help meet, their needs and to participate more fully in society.
To provide opportunities for social interaction and support and to provide education and training opportunities that are accessible to residents of Hackney and neighbouring boroughs.

ACHIEVEMENTS AND PERFORMANCE
1. Overview
The last 12 months have been a transition for the charity away from responding to the crisis, back to normal operations and planning for the future.
Many activities that had to be paused, returned at the start of Summer 2021 and we have been back to our pre-pandemic opening times since October 2021.
Through the lockdowns we made improvements to increase outdoor workshop space, established new partnerships with community organisations and setup a Food Hub supporting the food crisis response in the South of Hackney. This has increased our impact, created new income streams and strengthened our
ties to our community partners. This has taken place alongside our bread and butter of caring for the farm animals and providing volunteering opportunities in the farmyard and gardens.
The new initiatives continue to make an impact so our focus this year has been integrating longstanding farm activities with new projects. So far, this has gone amazingly smoothly.
There are many synergies between the new and old activities and participants, volunteers and coordinators have been collaborating and sharing resources, which has been great to see.

2. Volunteering
2.1 Young people
We have delivered weekly volunteering opportunities for a range of ages in the farmyard and gardens. Fourteen young people aged 8-12 and 12-18 participate in the Mini and Maxi Farmer Sessions at the weekend where they get hands-on experience in livestock management.
At the beginning of 2022, we restarted volunteering for adults with Special Educational Needs supported by an experienced SEN coordinator.
These volunteers are intimately involved in caring for the Farm’s flock of Kerryhill sheep, our registered herd of Anglonubian goats, our two breeding sows and their piglets, a range of breeds of chickens, ducks and geese, and last but definitely not least Hazel the cob pony and Clover the donkey.
Our animal breeding programme continues to go from strength to strength under the guidance of the Livestock Manager.
2.2 Adult volunteering to maintain the gardens, farm buildings and wild spaces takes place Monday to Friday in different ways. We have a group of regular volunteers, who live locally and are invaluable in the day-to-day care of the gardens and woodland.
We have partnered with GoodGym who run to us once a fortnight and get a huge amount done in intensive blocks of volunteering.
The Get Loose project continues to grow with 26 volunteers giving over 30 hours a week to run the community shop and deliver waste reduction activities locally.
We also have a rolling team of 26 volunteers supporting the Food Hub Coordinator each week.

We have had much higher numbers of corporate volunteering through the Autumn and Winter and expect the interest to exceed previous years into Spring and Summer of 2022, providing income and lots of willing hands to help us tackle big jobs.
For our regular volunteers there is a high proportion of people that are long term unemployed, are isolated or/and have acute mental health difficulties. For all volunteers but especially the regulars, volunteering represents an important moment to get outside, meet others, and gain new skills.
2.3 Work Experience and Training
Together, the charity, Living Windows and Get Loose have created four Kickstart opportunities for young people to get paid training and experience in retail, administration and animal care.
Three of the placements are ongoing and the one that has finished has been converted to a permanent contract with Living Windows.
3. New Environmental projects
3.1 Waste Reduction through supply chains
We secured funding from North London Waste Authority to work with suppliers of sustainable products to further reduce material use throughout the supply chain for Get Loose by sharing resources between suppliers. There is an active blog sharing these experiences. There are 18 volunteers working on the project contributing over 750 hrs through the year, which has led to a waste saving of 4 ½ tonnes.

3.2 Beekeeping
In Spring 2021, we began working with a young climate activist of Asian heritage who wanted to learn beekeeping to help her promote care of pollinators within the British Asian community.
She is taking on more responsible in the apiary and worked alongside the Head Beekeeper to deliver a training course for Hackney School of Food who recently got a beehive.
We have secured funding to turn the apprenticeship into a paid traineeship and hope to work in partnership with Hackney School of Food on education activities.
3.3 Tree planting
We have developed a small tree nursery of native deciduous trees and fruit trees which we are planting around the site.
A highlight was working with Connecting All Communities , when 40 children and young people from the Horn of Africa diaspora in Hackney came to
dig and plant fruit trees to help create a grazing orchard in the back field.
The work to create the grazing orchard has continued through the winter with corporate volunteers clearing weeds, mulching saplings and building protectors for the newly planted trees.

4. Community Projects
4.1 Garden Therapy Project
After very positive feedback, the Garden Therapy Project was relaunched in April 2021 delivering 12 more weekly sessions of group therapy and gardening to 6 people with acute mental health difficulties.
All members of the group were people of colour, or first-generation migrants. The many gifts and efficacy of eco-therapy are being well publicised, however, funders and services are not always aware of how White these spaces can be and how unwelcoming they can feel to many people of colour. Many members of the group spoke of a longing to connect with the natural world and feeling unwelcome and uncomfortable in green spaces.
Summer of 2023! The Spring group began meeting at the start of March 2022 with a new garden coordinator, Rabiah Mali working alongside the group’s psychotherapist, Chand Basi. Given the evident value for participants from exploring mental health in relation to race and oppression, we have decided to make the group explicitly for People of colour.
The gardening therapy group has proved to be a nourishing space for members to explore woundings and find healing around the legacies of slavery, racism and the ruptures in belonging that can come through migration. The group planted a tree on site called both The Learning Tree and The Reclamation Tree, which members of the group visit from time to time (find a poem to the tree by one of the group members at the end of the document).
Given the impact of the project we decided to bridge a gap in grant funding with earnt income, ordinarily ear marked for core operations. With the evidence of its impact, we have since secured funding from SHED and the RHS which will fund the group until the
4.2 Gaia Therapy Collective
The Collective is now fully established as a selforganising group of psychotherapists with an interest in community action. Their focus is on providing accessible mental health support to people that are underserved by existing services.
They provide free or low-cost psychotherapy with a particular focus on communities of colour and the LGBTQI+ community. These are groups that have been identified nationally and locally as in need of more tailored services due to higher levels of poor mental health than some other groups and for whom experiences of prejudice, discrimination and oppression can lead to stress, anxiety, depression and feelings of isolation.
With the collective established, we are seeking funding to grow the project. We are keen to expand the therapy services available by increasing slots for individual psychotherapy and creating more group sessions with potential to develop offers in in eco, movement and art therapy.
The numbers:
19 people have between them received 241 hrs of free or low cost 1:1 therapy since October 2021. The majority of people involved are either people of colour or/and LGBTQ+.

4.3 London Green Wood
London Green Wood are a collective of craftspeople that began activities at Hackney City Farm in April, moving from their workshop in Abney Park Cemetery.
In their first year at Hackney City Farm, London Green Wood:

Has 49 members, 30% of whom are on discounted or free subscriptions.

Ran 129 courses in woodworking crafts, reviewed by all attendees 10/10!

Opened the members' workshop for over 200 days to members.

Provided 19 discounted course positions.
In the first half of the year London Green Wood worked with the Farm to deliver the Women After Greatness programme, providing bushcraft and outdoor learning opportunities to a group of 6 young women; In collaboration with Cordwainers Grow, they ran a day of activities to celebrate the experiences and knowledge of Black women and

gender non-conforming people that work with the earth and communities in London. And, they have also worked with Harrow Arts Centre to run a funded spoon carving course on an outreach programme for a group of 12 young NEET adults aged 19-25.
Over the winter, London Green Wood have donated 2 spaces to two members of staff from Homerton Hospital, as part of a drive for staff wellbeing, and 1 space on a family workshop to raise money for Columbia Primary School.
London Green Wood’s experienced makers started working with the Red Cross Asylum Seeker support group again, which used to take place at Abney Cemetery and will be running regular sessions for asylum seekers.

4.4 The Food Hub
At the start April 2021, we were facing the imminent closure of the Food Hub as the LBH Events team, who had been redeployed to the task, were being pulled back to their day jobs. On securing the Wave 5 Grant we have been able to keep the Food Hub going and take on full responsibility for its running. Based on information provided by community partners, the food helps supplement the groceries for approximately 450 households each week, increasing from 1.5tonnes/wk to over 2 tonnes/wk. We also had an inspection from the Food Standards Agency and received a five-star hygiene rating.
Not only does this alleviate pressure and stress for families facing hardship, it also diverts edible food from going into the waste stream with associated climate change impacts. Based on figures from WRAP, this means a saving of over 200 tonnes of CO2 emissions.
Feedback from community partners at the mid-term report showed that the Food Hub is highly valued and that the service is top notch. They just want more food. Responding to this, we worked with the Felix Project to increase the number of deliveries we receive each week from two to three. Demand still outstrips supply, and we face the problem of the type of food being delivered not always being suitable or spoiling before it can be redistributed. However, it is a step in the right direction.
We have since secured additional funding to be able to run the Food Hub until Summer 2023, which seems crucial given rising cost of living. We are working with Manor House Development Trust and Morningside & Gascoyne to look at increasing the variety of food on offer and using our collective experience to support community partners to increase organisational capacity.

4.5 Promoting Reading and Play
We have teamed up with Anthonia Kehinde of Atypical Reader to deliver school holiday activities focused on reading. Anthonia approached the Farm with a vision to widen literary imagination and bring stories to life for young readers. We have now delivered two themed events around bees and animation for Early Years aged children.
The first was a supported Owlet Press we delighted over 40 adults and 55 children aged 3-7 across four days of activities this summer. Each day began with the most joyful storytelling session by the wonderful Laura Sampson. This set the tone perfectly for the day. Families learnt all about the bees and why it was important to create bee corridors. In the arts and crafts session, we created the most vivid corridor of painted wildflowers. The day ended with a truly immersive and memorable visit to the beehives. We ended the day with a bounty of honey and honeycomb to take home and a free copy of the book Omar, the Bees and Me by Helen Mortimer.

The second week of activities supported by Flying Eye Books was delivered in February half term was for young people to create an incredible animated movie. We had 63 children and 56 carers and parents join us for a unique day of storytelling, mindfulness and animating. Laura joined us again to bring Freedom, We Sing by Amyra Leon at the start of the day. Taking inspiration from the book, children then worked together to create their own animated movie.

4.6 Hackney Fine Arts
In April 2021, Hackney Fine Arts expanded their provision, moving into a dedicated art studio created out of a disused animal shed in the yard. This has enabled us to provide more classes for more students in order to meet the incredible demand for this service. There are several students from disadvantaged families on concessionary rate and 1 year free of charge bursary of a weekly term time class for a dedicated student whose family experiences financial difficulty. In the evenings, adult classes are delivered for learners are of mixed ages, abilities, ethnicities & religions. Concessionary rates are available for those on receipt of benefits.

Over 300 term-time classes for 11 ( 7 & 16 y/o) students per session, including neurodiverse students, LGTBQ, of a range of ethnic and religious backgrounds with concessionary rates and 1 free annual bursary providing free of charge weekly tuition for one student.

100 holiday classes sessions for 10 ( 7 & 16 y/o) students per session including neurodiverse students, disabled students, LGTBQ, of a range of ethnic and religious backgrounds with different pay rates including concessionary.

We revised our diversity and inclusion strategy for Hackney Fine Arts to best serve the needs of our community, created resources to help us monitor our students’ backgrounds and needs, consulted parents of SEND students to inform our strategic planning and employed SEND teaching assistants to help meet our SEND students’ needs.

5. Looking Ahead
We are in the fourth year of our Five-Year Strategy for which the top priorities were diversifying income away from grants and building organisational capacity.
We have successfully delivered on objectives for income generation by increasing individual donations and diversifying social enterprise income. In terms of organisational capacity, we now have up to date financial control systems that enable us to better manage resources.
In the final year of this plan, we had set ourselves the target of securing funds for a capital project. To this end, we have begun working with two architecture firms who are donating their time and expertise to work up a proposal for capital works that will give the building a much-needed update.
The building is a vital space for community groups and allows us to generate income through room hire and workshops. The initial premise of the capital works will be to enhance these activities.

I report on the accounts of the company for the year ended 31 March 2021 which are set out on pages 16 to 24.
RESPECTIVE RESPONSIBILITIES OF TRUSTEES AND EXAMINER
The trustees (who are also the directors of Hackney City Farm Limited for the purposes of company law) are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
Having satisfied myself that the company is not subject to audit under company law and is eligible for independent examination, it is my responsibility to:

to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and

My examination was carried out in accordance with the general Directions given by the Charity Commission. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below.

1. ACCOUNTING POLICIES
Basis of accounting
These accounts have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014.
Going Concern
It is the opinion of the Directors of the company that it is appropriate to prepare these accounts on the Going Concern basis
Incoming resources
Voluntary income is included in the statement of financial activities (sofa) when the charity is legally entitled to the income and the amount can be quantified with reasonable certainty.
Grant income is included when the related conditions to the grant have been met.
Donations are credited to the revenue account when received.
All other income is accounted for on a receivable basis
Fund accounting
Unrestricted general funds
The charity maintains a general unrestricted fund, which represents funds which are expendable at the discretion of the Trustees in furtherance of the objects of the charity. Such funds may be held to finance both working capital and capital investment.
Restricted funds
Restricted funds have been provided to the charity for particular purposes and it is the policy of the board of trustees to carefully monitor the application of those funds in accordance with the restrictions placed upon them.
Resources expended
All resources are accounted for on an accruals basis.
Costs of generating funds are those costs incurred in attracting voluntary and grant related income.
Expenditure on charitable activities include the direct costs of the activities including those costs previously shown as Governance costs.
Fixed assets
All fixed assets are initially recorded at cost.
