The trustees, who are also directors for the purposes of company law, present their report and the unaudited financial statements of the company for the year ended 31 March 2021.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Hackney City Farm Ltd (the Farm) is a Registered Charity and Limited Company. It is governed by the Articles of Association (Companies Act 1948) agreed in 1984 and Trustees were appointed and elected in accordance with the memorandum at the Annual General Meeting 13th December 2008.
ORGANISATION, MANAGEMENT AND DECISION-MAKING STRUCTURE
The management of Hackney City Farm is vested in Trustees, meeting as the Management Committee and responsible for the administration of the Farm's affairs and the general policy of the Farm in accordance with clause 43 of the Memorandum of Articles. There are 6 Trustees serving during the 2020/21 term. The day to day management of the Farm is carried out by a paid Farm Director.
POLICY STATEMENTS Reserves
The reserves are the resources from the Farm's unrestricted income to spend at the Trustee's direction in the furtherance of the Farm's objects once it has met its commitments and covered its planned expenditure. The Trustees direct that sums are to be held as reserves when it is their considered view that it is in the Charity's best interest to do so. The review is made
annually, normally at budget approval and at other times as the Trustees consider prudent. Currently the Farm maintains a 3 month operating cost reserve with any remainder designated to Farm development projects.
Investments
The Trustees have reviewed the deposition of the Farm's reserves funds and approve a policy of placing reserved funds with deposit taking institutions where appropriate. No more than the maximum covered by the Financial Services Compensation Scheme is to be placed with any one deposit taker.
Risk Analysis
The Farm has developed a Risk Management System and associated working policies. This has been in conjunction with the PQASSO Quality Standards Scheme.
Quality Standards
The Farm holds the Charity Evaluation Services PQASSO Standard Level One in all areas.
Public Benefit
The objects of the Farm are for public benefit, specifically around food farming and the wider environment. The City Farm serves to create and maintain a lifelong learning environment where local people can gain knowledge, green skills, confidence and learning opportunities through Farm activities and the education & training programmes. ACTIVITIES
Our projects come from the ideas of volunteers, partners and visitors to the Farm. We work in collaboration to deliver activities that everyone involved feels part of creating.
We get things done by working in mixed ability groups, mostly outside, where decisions are made by consensus. These activities cut across three main areas:
Community - Through volunteering we build strong relationships in and across communities, building personal resilience and improving wellbeing
Farming and the Environment - We have created inspiring green spaces around the Farm to promote urban ecology and for visitors and volunteers to learn about farming and environmental issues.
Young People – We have dedicated services supporting young people to learn and grow, with a particular
special educational needs and disabilities.
OBJECTIVES AND ACTIVITIES
To promote for the public benefit of the inhabitants of Hackney, neighbouring boroughs and surrounding areas the provision of facilities for recreation or other leisure time occupation of individuals who have need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic deprivation or for the public at large in the interests of social welfare and with the object of improving the condition of life of the said inhabitants.
To advance the education of inhabitants of Hackney, neighbouring boroughs and the surrounding area in subjects relating to sustainable development, local food production and the protection, enhancement and rehabilitation of the environment.
To advance the education of the public in the subjects of sustainable food production, farming and the production of food through the exhibition of animals in common agricultural and domestic use.
To develop the capacity and skills of socially and economically disadvantaged inhabitants of Hackney, neighbouring boroughs and surrounding areas in such a way that they are better able to identify, and help meet, their needs and to participate more fully in society.
To provide opportunities for social interaction and support and to provide education and training opportunities that are accessible to residents of Hackney and neighbouring boroughs.

ACHIEVEMENTS AND PERFORMANCE
The last 12 months have been an unprecedented period in the life of Hackney Farm. None of us envisaged we would be closed to visitors for over a year. Despite the restrictions we were able to keep a number of activities going and are pleased to report some real achievements in supporting people through the crisis and maintaining a strong financial base.
We will be eternally grateful for the ongoing support of our volunteers, funders and partners who have made all of the activities possible through this difficult time.
Responding to the Crisis
After closing down the majority of activities at the start of the pandemic in April, we set-up safe systems for key staff to care for the animals and quickly identified areas where we could help people respond to the crisis.
Food Relief
There was an immediate concern for people on low incomes. We provided a base for FoodCycle to receive bulk good deliveries and redistribute food parcels.
We were able to supplement the parcels from FoodCycle and the Women’s Inclusive Team with fresh herbs, fruit and vegetables from the Farm’s gardens.

Following these initiatives, in the
Autumn we worked with Hackney
Council to set up a Food Hub where the
Felix Project could deliver a large
amount of food each week to be
collected by local projects. After
Christmas, continuing to work with
redeployed council staff, we were able to
double the amount of food available.

Animal Care
During the first lockdown, we decided to move the large animals off site to a farm in Kent, greatly reducing costs. With the spare space in Hackney, we were able to take in smaller animals from other city farms, like Coram Fields, who were no longer able to care for them.
With this approach we avoided making any unplanned animal sales and continued the pig, goat and sheep breeding programmes undisrupted.
We shared our experience of running a city farm during the pandemic with Anita Rani on BBC Countryfile, which got an overwhelming response from the public.

Mental Health Support
In September, we partnered with Chand Basi from Gaia Therapy to establish a Garden Therapy Group for people suffering acute mental health issues.
The service was open to people who could not access other support services and were experiencing heightened levels of anxiety, stress, isolation or depression as a result of the pandemic. The group was made up of firstgeneration migrants, the majority of whom are People of Colour.
The many gifts and efficacy of ecotherapy are well publicised. However, funders and providers are not always aware of how White these spaces can be. Many members of the group spoke of a longing to connect with the natural world and feeling unwelcome and uncomfortable in green spaces.
The Group has proved to be a nourishing space for members to explore woundings and find healing around the legacies of slavery, racism and the ruptures in belonging that can come through migration.
Reflecting on the impact the project has had, we plan to continue the Group as a long-term service.
Volunteering and Education
Hackney City Farm School was the first activity to restart on site, providing education to vulnerable and at-risk young people completing Key Stage 4. Thanks to the sterling efforts of the school team, led by Adrian Johnson, we were able to offer a blend of remote learning and onsite support. Students were able to continue their education, access any support they might need and give families respite.
We also provided activities for parents and toddlers including an open-air library where children could come as part of their daily exercise to find books in see-through wrappers among the trees in the woodland.
We also began hosting small groups of volunteers to help garden and care for the animals. Demand was especially high for this kind of outdoor activity and we have got to know a lot of local residents that, due to the peculiar circumstances of the pandemic, are getting involved in projects at Hackney City Farm for the first time.
"The project has been very refreshing and innovating for me in these challenging times. It has help me to express myself, hear other people's stories, speak on mine and get out to be surrounded by beautiful nature. I really love and enjoy the way the project is running and wish it was a bit longer."

SUMMARY OF YEARS ACHIEVEMENTS (continued) - Capital improvements to the site
- Secure funding from NLWA for an information board and improvements to the Get Loose shop.
In a normal year we have over 100,000 people visit Hackney City Farm to see the animals, visit the gardens, volunteer or take part in a project or workshop. This puts a lot of strain on the site and the buildings, some of which are over 100 years old.
We were able to complete these works using mostly waste or reclaimed materials. The result is more outdoor and indoor space to support a wide range of crafts, arts and education activities.
Being closed to the public gave us a unique opportunity to improve the site and create more space for community projects.
Grabbing this chance with both hands we worked with a small team of skilled volunteers to:

Build a studio for a local artist.

Turn an old shed into a permanent base

FINANCIAL REVIEW
Trustees are pleased with the Charity's activities during the year and the way in which Hackney City Farm have managed the financial implications of the pandemic.
In April, in the middle of the first lockdown, we faced losses of 20% from social enterprise activities and on-site donations, with serious risk to a further 25% of income in lost license payments from the other organisations operating on site.
In response all Farm Staff, not including School Staff, have been on furlough for their contracted hours relating to earned income from activities we could no longer deliver. Furthermore, we reduced overheads by ‘mothballing’ parts of the site no longer needed during the lockdowns and secured emergency funding where we were eligible.
As we rely heavily on the Spring and Summer to generate income, the lifting of restrictions later in the year did not lead to a recovery of many of the social enterprise activities. Though losses were not as bad as forecast, we saw significant reductions in earned income from social enterprise and license payments. However, these losses were offset by a reduction in overheads and an increase in donations, including two one-off large donations from philanthropists.
As a result, we were able to increase unrestricted reserves in anticipation of major capital spend in 2021/22, including replacing the School people carrier and farm van with ULEZ compliant vehicles, and starting major renovations and an extension to the main building.
STAFF
All staff have been on furlough to some degree, with the exception of School staff, who have worked throughout. Staff have worked brilliantly under the conditions created by the pandemic, finding new and innovative ways to save money, generate income and support the community.
PLANS FOR FUTURE PERIODS
Recovery
As we hopefully put the worst of the pandemic behind us, in 21/22 we plan to:

Reopen to the public in full.
-
Bring all staff back from furlough.
-
Secure continuation funding for the Food Hub.
-
Restart the Garden Therapy Group.
-
Work with Social Farms and Gardens to deliver online events and joint fundraising activities.
-
Bring back all volunteering projects, particularly the Mini and Maxi Farmer sessions for children and young adults.
Representation
In 2020, we established a Diversity and Inclusion Group involving all organisations and projects based at Hackney City Farm. This is a mix of charitable, community and commercial organisations employing and working with over 100 people.
In the year to come the D&I Group will be looking to take practical steps to ensure everyone that comes to Hackney City Farm for whatever reason continues to feel welcome and at ease.
New Collaborations
In spaces reclaimed during the lockdowns, we will be working with social enterprises, local artists and makers including Living Windows, London Green Wood and Gary March Design to support local businesses, arts and crafts and create even more opportunities for people visiting Hackney City Farm to learn and grow.
Mental Health
Following the success of Gaia Therapy we plan to scale up the project by establishing a collective of psychotherapists delivering low-cost or free counselling and group therapy at Hackney City Farm.

Farmyard and Gardens
We plan to continue working with our partner farms on the breeding programmes of sheep, goats and pigs. In particular we are looking to expand the herd of Anglonubian goats which has proved successful in creating opportunities for students and volunteers to try their hand at milking and cheese making as well as the kids being firm favourites with visitors.
By the end of the year we hope to have all breeding ewes back at the farm. Which would mark a complete return to normality.
In the gardens, we plan to create two new beds, demonstrating which plants grow well in dry shade and how to integrate edible crops into an ornamental garden. As well as replanting a hedge along the boundary of the farm.
Capital Works
We have a lease from Hackney Council for the site until 2083 which is an invaluable resource for providing community
services, unique farming and gardening spaces, and for generating revenue. The main building is over 150 years old and due an update to make it suitable and accessible to a broad range of activities, over the next 30 years.
We have started scoping major renovations and an extension to the main building with the aim of increasing indoor space, updating facilities and reducing our ecological footprint. In 2021/22 we aim to draft a comprehensive proposal for the works with which to secure funding.
Strategic Plan
We are over halfway through our Five Year Plan which, despite the pandemic, we are on track to deliver. The central themes of the current Five Year Plan were improving Operational Processes to reduce costs, improving accounting and business planning and support monitoring.
Towards the end of 2021/22 we plan to begin reviewing our progress against the current plan and begin discussing strategic themes for the next Five Year Plan.

I report on the accounts of the company for the year ended 31 March 2021 which are set out on pages 11 to 18.
RESPECTIVE RESPONSIBILITIES OF TRUSTEES AND EXAMINER
The trustees (who are also the directors of Hackney City Farm Limited for the purposes of company law) are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
Having satisfied myself that the company is not subject to audit under company law and is eligible for independent examination, it is my responsibility to:

examine the accounts under section 145 of the 2011 Act;

to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and

BASIS OF INDEPENDENT EXAMINER'S REPORT
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the company and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below.

1. ACCOUNTING POLICIES
Basis of accounting
These accounts have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014.
Going Concern
It is the opinion of the Directors of the company that it is appropriate to prepare these accounts on the Going Concern basis
Incoming resources
Voluntary income is included in the statement of financial activities (sofa) when the charity is legally entitled to the income and the amount can be quantified with reasonable certainty.
Grant income is included when the related conditions to the grant have been met.
Donations are credited to the revenue account when received.
All other income is accounted for on a receivable basis
Fund accounting
Unrestricted general funds
The charity maintains a general unrestricted fund, which represents funds which are expendable at the discretion of the Trustees in furtherance of the objects of the charity. Such funds may be held to finance both working capital and capital investment.
Restricted funds
Restricted funds have been provided to the charity for particular purposes and it is the policy of the board of trustees to carefully monitor the application of those funds in accordance with the restrictions placed upon them.
Resources expended
All resources are accounted for on an accruals basis.
Costs of generating funds are those costs incurred in attracting voluntary and grant related income.
Expenditure on charitable activities include the direct costs of the activities including those costs previously shown as Governance costs.
Fixed assets
All fixed assets are initially recorded at cost.

8. FUND TRANSFERS
