Description of the charity’s trusts 

Type of governing document The Group's governing documents are those of the The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. How the charity is constituted The Group is a Trust established under its rules which are common to all Scouts. Trustee selection methods The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.

As Charity Trustees<br>they are responsible for complying with legislation applicable to<br>Charities.<br>This<br>includes<br>the<br>registration,<br>keeping<br>proper<br>accounts and making returns to the Charity Commission as<br>appropriate.<br>This Group Trustee Board exists to support the Group Scout<br>Leader in meeting the responsibilities of the appointments and<br>is responsible for:<br>The Committee consists of 3 independent representatives, the<br>Chairman, the Treasurer and the Secretary together with the<br>Group Scout Leader, the Assistant Group Scout Leader, the<br>individual Sections Leader and parent representation and<br>meets every 2 months.|

||**Risk and Internal Control**|
||The Group Trustee Board has identified the major risks to|
||which they believe the Group is exposed, these have been|
||reviewed and systems have been established to mitigate|
||against them. The main areas of concern that have been|
||identified are:|
||Damage to property and equipment.|
||The Group would request the use of buildings, property and|
||equipment<br>from<br>neighbouring<br>organisations<br>such<br>as<br>the|
||church, community centre and Scout Groups. Similar reciprocal|
||arrangements exist with these organisations. The Group has|
||sufficient buildings and contents insurance in place to mitigate|
||against permanent loss.|
||Injury to leaders, helpers, supporters and members.|
||The Group, through the membership fees, contributes to the|
||Scout Associations national accident insurance policy. Risk|
||Assessments are undertaken before all activities.|
||Reduced income from fund raising.|
||The Group is primarily reliant upon income from subscriptions|
||and fundraising. The Group does hold a reserve to ensure the|
||continuity of activities should there be a major reduction in|
||income. The Committee could raise the value of subscriptions|
||to increase the income to the Group on an ongoing basis,|
||either temporarily or permanently.|

||The Group is totally reliant upon volunteers to run and|
||administer the activities of the Group. If there were a reduction|

**Objectives and activities** 

|Summary of the objects of the charity<br>set out in its governing document<br>Summary of the main activities in<br>relation to these objects|The<br>Aim<br>of<br>The<br>Scout<br>Association<br>is<br>to<br>promote<br>the<br>development of young people in achieving their full physical,<br>intellectual, social and spiritual potentials, as individuals, as<br>responsible citizens and as members of their local, national and<br>international communities. The method of achieving the Aim of<br>the Association is by providing an enjoyable and attractive<br>scheme of progressive training, based on the Scout Promise<br>and Law and guided by adult leadership.<br>The objectives of the Group are as a unit of the Scout<br>Association.||

||The Group has always tried to run a variety of sectional based<br>activities and camps. As part of the programme, the Sections<br>arranged a visit from a scientist and attended most of the<br>District events. Camps were arranged at Great Barford,<br>Tolmers and Bromham with all Sections attending at least one<br>camp or sleepover.<br>The Scouts planned and organised a trip around the City of<br>London. Several challenge awards and activity badges were<br>achieved by our young people during the year working towards<br>their appropriate Chief Scout Award.||

The Group<br>are eternally grateful to Helen Smeath for all of her efforts<br>obtaining the grant from the Council. The Group also received<br>a donation of £200 specifically to assist someone to go to<br>camp. The Group has also made the final instalment to the<br>District for the legal fees paid in advance for the lease. The<br>Group continues to raise funds through Gift Aid and Easy<br>Fundraising.<br>During the year, our young people continued to work very hard<br>towards their appropriate Chief Scouts Awards and activity<br>badges. There were 2 Bronze Awards earned by Beaver<br>Scouts, 3 Silver awards earned by Cub Scouts and 3 Gold<br>Awards earned by Scouts during the year.<br>The Group Exective realise that we really need to increase the<br>number of Leaders but also recruit younger adults as most of<br>the team are over 60. If younger adults are recruited our<br>membershipcould also improve as a result.||

|Further financial review details<br>Brief statement of the charity’s policy<br>on reserves|The Group's policy on reserves is to hold sufficient resources to<br>continue the charitable activities of the Group, should income<br>and fundraising activities fall short. The Group Trustee Board<br>considers that the Group should hold a sum equivalent to 12<br>months running costs after netting off the membership fees and<br>also a further £10,000 to ensure that there are sufficient funds<br>to cover damage to the headquarters. The Trustee Board also<br>aim to raise £2500 extra per year from 2020 to set aside for the<br>replacement roof, which could be required in 2035. The current<br>estimate based on this criteria is around £37,000.<br>The Group held reserves of approximately £9,500 at the year<br>end, which is well below the level of the reserves policy.<br>The Group's Income and Expenditure is very small and as a<br>consequence does not have sufficient funds to invest in longer-<br>term investments such as stocks and shares. The Group has<br>therefore adopted a low risk strategy to the investment of its<br>funds. All funds are held in cash using only mainstream banks<br>or building societies or The Scout Association's Short Term<br>Investment Service.<br>The Group Trustees regularly monitors the levels of its bank<br>balances and the interest rates received to ensure the Group<br>obtains maximum value and income from its banking<br>arrangements. Occasionally, this may involve using an account<br>that requires a period of notice before funds may be withdrawn,<br>before doing so, the Group Trustees considers the cash flow<br>requirements.<br>**Reserves Policy**<br>**Investment Policy**|
