Full details of the Charity’s constitution are stated in the Declaration of Trust (1984). The Mayor’s Appeal Fund is registered with the Charity Commission under charity number 290 585.
The power to appoint new trustees is vested in the Mayor of Richmond upon Thames (who may appoint him or herself).

• The Mayor is given an induction briefing on the operation of Mayor’s Charity at the beginning of his or her term.

The Charity holds a bank account separate from the London Borough of Richmond upon Thames bank account. The Charity Account is reconciled to a separate record of donations held by the London Borough of Richmond upon Thames Mayoralty section at the end of each Mayoral year.

All trustees must declare any related parties that could amount to a conflict of interest in the dealings of this charity.

The Mayor’s Appeal fund was set up so that the Mayor of the London Borough of Richmond upon Thames could collect donations for charitable purposes during their Mayoral term. The financial year of the charity will be the same as the Mayoral year (Mayor’s term of office, which is typically May to May). At the start of the Mayor’s term the Mayor will announce the charity / charities that will benefit from the Mayoral fund in that year. For this period (19 May 2022 to 18 May 2023) the Mayor announced that their charity who would benefit from the funds collected would be Ruils.

The Mayor’s Appeal Fund does not dictate what the nominated charities should do with the monies it raises for them however the charities are encouraged to use the funds to deliver services to benefit the community / residents of the London Borough of Richmond upon Thames and are asked to keep the Mayoralty section up to date with the details of works / projects undertaken with the monies.

I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145{5)(bl of the Act. Independent I have completed my examination. I confirm that no material matters have examiner's statsment come to my attention in connection with the examination which gives me cause to believe that in, any material respect.. the accounting records were not kept in accordance with seclion 130 of the Charities Act., or the accounts did not accord with the accounting records., or the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounls give a 'true and fair, view which is not a matter considered as part of an independent examination.
