Structure, governance and management

The Group is governed and regulated by the current Policy, Organisation and Rules (POR) of the Scouts (National body) association). Trustees are elected to the Executive Committee (renamed Trustee Board) at the Annual General Meeting of the Group Scout Council, according to Scout Association procedures. A new Constitution consistent with the Scout POR guidance was formally adopted.

Objectives and activities

Leander offers fun and challenging activities for about a hundred boys and girls from the age of six. Young people in Scouting get to try new activities, learn team building and leadership skills and discover their potential. Leander (Kingston) has a riverside headquarters with a large fleet of canoes, kayaks, dinghies and rowing ‘gigs’, allowing a full range of boating activities for children from all backgrounds.

Achievements and performance

The Group continues to be in demand and is at or near its capacity, given the facilities, equipment and staffing, particularly the number of trained/qualified leaders.

The Group has successfully returned to its pre-Covid activities across all Sections (Beavers, Cubs, Scouts and Explorers).

Income from hirers was increased by 63% from the previous year, with subscriptions up 19% over the same period. Additional fundraising activities were also undertaken, and a parent volunteer restarted additional fundraising by running tea/coffee and cake sale sessions.

The Trustee Board was able to approve and commission several improvements to the building and facilities. These included:

Use of facilities: The Group secured the continued use of the building by a range of local hirers which raised significant additional revenues.

Safety: Trustees continued to oversee a regular fire/safety walk covering detailed reviews of the main risks and hazards associated with the building and its use.

Public benefit statement

The Trustees have had regard to the guidance issued by the Charity Commission on public benefit and consider that the objectives and activities of the Group are entirely consistent with these requirements. In addition to the training of young people, access and support has been provided to other groups using the facilities and to local Community events. The Trustees also consider that they have been able to successfully support the Group Scout Leader and Section Leaders in fundraising, grant applications, maintenance of buildings and equipment, and the management of funds.

Financial Review Details of the finances are given in the Treasurer’s report.Reserves held in the bank account are to cover repairs, refurbishments and enhancement of the Headquarters and the fleet of boats. Income exceeded expenditure in the year ending March 2023 and there is no outstanding deficit.

Independent Examiner's Report on the accounts of the Trust for the year ending 31 March 2023.

Respective responsibilities of trustees and examiner

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 43(2) of the Charities Act 1993 (t'- i993 Act) and that an independent examination is needed.

It is my responsibility to: examine the accounts under section 43 of the 1993 Act, to follow the procedures laid down in the general Directions given by the Charity Commission (under section 43(7)(b) of the 1993 Act, and

to state whether particular matters have come to my attention.

Basis of independent examiner's statement

My examination was carried out in accordance with general directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair' view and the report is limited to those matters set out in the statement below.

Independent examiner's statement

In connection with my examination, no matter has come to my attention which gives me reasonable cause to believe that in, any material respect, the requirements: to keep accounting records in accordance with section 41 of the 1993 Act; and to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 1993 Act have not been met; or which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
