Structure, governance and management
The Group is governed and regulated by the current Policy, Organisation and Rules of the Scout Association. Trustees are elected to the Executive Committee at the Annual General Meeting of the Group Scout Council, according to Scout Association procedures.
Objectives and activities
Leander offers fun and challenging activities for over a hundred boys and girls from the age of six. Young people in Scouting get to try new activities, learn team building and leadership skills and discover their potential. Leander (Kingston) has a riverside headquarters with a large fleet of canoes, kayaks, dinghies and gigs, allowing a full range of boating activities for children from all backgrounds.
Achievements and performance
The Group Scout Leader’s report covers the activities and achievements of Section members. The Group continues to be in demand and is at full capacity, given the facilities, equipment and number of leaders.
Additional points:
• Despite the impact of COVID-19, the Group Executive Committee met formally six times during the year, combining online and in-person meetings. The pandemic had a significant impact on the group’s activities with many of the face-to-face activities and meetings suspended. We continued to follow UK Government, Scout Association and National Youth Association guidelines and keeping in touch by online meetings and activities.

The Committee would like to say a huge thank you to Nigel for his outstanding and diligent work with Leander for over two decades. • Income fromusual sources (hirers, subscriptions, summer camp fees, and the Great River Race) was lower than in previous years as a result of cancelled events and activities. The Committee approved a optional reduction in the subscriptions fee, as well as a hardship scheme for parents who had lost their jobs as a result of the pandemic.
• Offsetting this reduction were additional i ncome from a local government grant and a donation from a former Scout.
• The Committee members supported the Group Scout Leader and Section Leaders with the risk assessment processes relating to COVID-19 for both youth and hirer activities.
• The Committee worked with the regular hirers of the building so that activities were able to continue where restrictions allowed. The local authority (Royal Borough of Kingston upon Thames) confirmed the hiring of the hall for its London Mayoral Elections (May 2021). • A specialist report was commissioned to advice on a suitable replacement for the heating system.
• The outdoor space at the Albany Mews entrance has been improved - tree stumps and building debris were removed and the area was made available for use by the younger sections for firelighting, barbecues and other outdoor activities.
• Social events were postponed because of social distancing restrictions; there are plans to restart these later in the year.
• The fleet of boats has been well maintained. The “Ebbage”, a muchloved butageing larger powered craft was retired fromthe fleet. • The regular safety reports revealed no significant problems. Additional straps to support the two rowing gigs have been installed. PAC testing was completed for electrical equipment. Additional lighting was provided on the boat deck. Additional storage lockers have been installed for hirers to store their equipment.
Public benefit statement
The Trustees have had regard to the guidance issued by the Charity Commission on public benefit and consider that the objectives and activities of the Group are entirely consistent with these requirements. In addition to the training of young people, access and support has been provided to other groups using the facilities and to local Community events. The Trustees also consider that they have been able to successfully support the Group Scout Leader and Section Leaders in fundraising, grant applications, maintenance of buildings and equipment, and the management of funds.
Financial Review Details of the finances are given in the Treasurer’s report. Reserves held in the bank account are to cover repairs, refurbishments and enhancement of the Headquarters and the fleet of boats. There is no outstanding deficit.

Leander Sea Scouts Annual Accounts for year ending 31 March 2021 Treasurer's Report The accounts this year have been prepared under the direction of the Scrutineer appointed by agreement at the last AGM. To make them easier to read for the lay person an easy to read version is attached (refeed to as the "Simplified Version). The accounts are based on a real time'cost accounting, approach_ In other words what appears on the bank statement is what appears in the year end accounts. We do not have the resources to make accruals for liabilities and credits which will fall into next yearfs accounts. That having been said l am mindful that to the best of my knowledge the sums not induded will nol materially affect the finances of the Group. Where the figures vary significantly from the previous year, the following notes have been added lo provide an explanation of the varian. a) Members, subscriptions are in line with the numbers in the Group. This is less than previous years as a resull of the recovery of late payment of subs in the period 2019- 2020. b) Donations and grant5 have increased as a result of a bequest from former Guild members and a substantial grant paid by the Govemment's (Covid) Local Restrictions Support Grant. This Grant has compensated the Group for Ihe loss of incomè arising from the inability of the Group to hi the building to other community groups. c) The negative figure in the boat purchase I sale reflects the insurance payment for the loss of Ebbage11. d) The increase in the cost of maintenance indudes the cost of Pfofessional advice on the best alternatives available when considering the replacement of the heating syslem,. this was considered to be an important investment since the potenlial cost is circa £30,000. e) The reduction in income (for example Camp fees) and expenditure on all the other items rellects the inability of the Group's sections lo oterate during the pandemic as would otheiSe have been the case. The contributs'on of members. subscriptions. donations, bequests and grants put the Group's financial reserves in a healthy position and one where standards can be maintained and replacement capital equipment.
