Annual Report for the year ended 31[st] March 2021 



Established in 1984, Frinton & Walton Heritage Trust exists to consolidate historical knowledge of the local area and provide public access to the archives, artefacts and exhibits that tell the story of our community’s past.  The Trust’s collections are displayed in _Crossing Cottage_ , the original railway gate-keeper’s home, which houses a collection orientated towards the town, surrounding villages and the local railway; The Trevor Bright Railway Museum, housed in the old lever hut and, until this year, Walton Maritime Museum. 

Covid-19 has impacted the Trust’s year in many ways.  In March 2020, the executive committee entrusted the day-to-day running of the Trust to the four officers.  Unable to hold an Annual General Meeting in May 2020, all members of the committee except the social secretary and publicity officer agreed to continue to serve in their existing roles. The officers met regularly and the Trust’s volunteers managed to maintain the cottage and garden within the limits of Covid-19 requirements. 

None of the museums were able to open but much routine work was continued by the archivists.  The Trust worked closely with the Essex and South Suffolk Community Railway Partnership, providing information for their information board installed at Walton-on-the-Naze station. It is intended that something similar will be arranged for Frinton-on-Sea station in due course and will augment the display boards already installed by the Trust in the waiting room and booking hall. 

In April 2021 the Trust will give up the lease of the Old Lifeboat House in Walton.  No progress as yet has been made in finding a new site for the Walton Maritime Museum; the Trust reviewed a number of possible locations without success. 

Two artefacts owned by the Trust are of great financial concern. The old Railway Gates in the station yard are in a poor state and any repair is likely to prove expensive. _James Stevens No.14_ is presently out of the water and needs serious refurbishment.  Members may need to consider some hard choices as regards her future for any repair is likely to be beyond the resources of the Trust. 

The Tendring Coastal Heritage Group meetings and plans were suspended.  However, meetings with Museums Essex continued throughout the pandemic by Zoom, attended by the vice chair, John Barter.  He also participated via Zoom in various courses organised by Heritage Compass and the Community Voluntary Services Tendring. 

In February the honorary secretary, Brian Jennings, decided to give up working for the Trust.  The Trust is grateful to Brian for all the work he has done over many years. 

It is generally accepted that the Trust has a bright future but it needs better publicity, more members and more volunteers to undertake regular tasks. 

**Summary of the year’s activities – 1[st] April, 2020 to 31[st] March, 2021 -** Due to the pandemic, the Trust was unable to hold the Spring Fayre in May 2020 and the Apple Day Fayre in October 2020 was much reduced with a Garden Sale of fruit from the trees, homemade preserves and plants.  In addition, the coffee mornings in the Cottage Garden ceased with effect from March 2020 and the planned members’ summer outings for 2020 had to be cancelled as well as the winter lecture series. 

During the period, the Archivist, Liz Bruce, together with John Barter were able to assist with research into Frinton Summer Theatre’s 80 years of production providing programmes, playbills and information from the local newspaper archive held by the Trust. 

The Walton Maritime Museum in The Old Lifeboat House was unable to open as usual in the summer of 2020 and, during the winter months, work started in getting ready to hand back the building to Tendring District Council in April 2021 at the end of the lease.  All the artefacts were photographed before being packed up and placed into storage.  Funded by a bequest in memory of David Rex, a past President, a start was made on the project of digitisation of the artefacts by entry of the Trust’s Accession Books onto a database and the photographs of the Walton artefacts will be added when time permits. 



## **Membership Report** 

Naturally, Covid-19 had inevitable knock-on effects for Trust membership. A decline in membership numbers was inevitable but overall not as catastrophic as was originally feared: the year ended on 31[st] March 2021 with a total of 292 members.  One contributory factor which helped was the decision to extend the membership of every paid-up member for a further twelve month period, effectively giving two years for the price of one. This extension will run throughout 2021 with no membership fees becoming due until January 2022.

## **Additional Information** 

- A. **Archives & Artefacts** :  Ring fenced funds of £800 re David Rex have been used to pay for the digitisation of the Accession Books for the Trust. 

- B. **Walton Maritime Museum Closure** :  Final costs shown for packing and transportation of the exhibits as well as repairs required under the lease.  There will be an ongoing monthly storage cost for exhibits placed into storage.  All photography of the Walton artefacts, done whilst packing up the museum, will eventually be put onto a database.  This work was not paid for by the Trust but funded by a member. 

- C. **Donations:** The Trust is grateful for a generous donation in memory of Muriel Wood together with those from other donors who choose to remain anonymous. 

- D. **Subscriptions:** Due to Covid’s impact on activities in 2020/21, no formal request was made for a 2021 renewal subscription to any member that paid their subscription for 2020.  It is proposed that the next subscription year will run from 1 January to 31 December 2022 and all subsequent years. 

- E. **Covid Grant** :  The Trust is very grateful for two £10,000 Covid grants received in 2020 from Tendring District Council.  These grants prevented the Trust from making a £5,000+loss in the past year. 

- F. **Stock Valuation** :  The Trust holds a small stock of purchased items such as books, postcards and mugs.  The previous value no longer reflects the current estimated fair value so has been adjusted accordingly.  The valuation policy remains conservative and will continue to be re-assessed at each year end.

I report to the trustees on my examination of the accounts of the above charity
("the Trust") for the year ended 3110312021.
Responsibilities and
basis of report
As the charity's trustees, you are responsible for the preparation of the accounts in
accordance with the requirements of the Charities Act 2011 ("the Act").
I report in respect of my examination of the Trust's accounts carried out under
section 145 of the 2011 Act and in carrying out my examination, I have followed all
the applicable Directions given by the Charity Commission under section 145(5)(b)
of the Act.

I have completed my examination. I confirm that no material matters have come to
my attention in connection with the examination (other than that disclosed below ')
which gives me cause to believe that in, any material respect:
the accounting records were not kept in accordance with section 130 of the
Charities Act; or
the accounts did not accord with the accounting records. or
the accounts did not comply with the applicable requirements concerning
the form and content of accounts set out in the Charities (Accounts and
Reports) Regulations 2008 other than any requirement that the accounts
give a 'true and fair, view which is not a matter considered as part of an
independent examination.
I have no concerns and have come across no other matters in connection with
the examination to which attention should be drawn in this report in order to
enable a proper understanding of the accounts to be reached.
