District Commissioners’ Report
Introduction
This report covers the period March 2020 to June 2021. Two annual reports are compressed into one because of the Covid Pandemic which led to sustained periods of lockdown when no face to face activities were permitted. It aims to give a flavour of some of the Scouting activities that did go on in Gordano District and also the real and somewhat unexpected progress many Gordano Scout Groups made with their community and premises.
What we missed
In the week before Lockdown 1, Explorer Scouts from Kilkenny and Barracudas ESUs took part in the annual County Ricard Shield incident night hike (14/15 March 2020). Kilkenny was defending the shield and managed second place. Barracudas also put up a good showing in icy weather on a very windy part of The Mendips. Well done to all Explorers taking part. Ricard is a very demanding challenge and as ever our young people were a credit to our District. Despite considerable practice from teams numbering in total over a hundred youngsters, the annual Ten Tors Challenge was cancelled due to the pandemic. A Dragon Slayer event at Westonbirt Arboretum, April 2020, promised to be legendary as did a number of group and Explorer camps at home and abroad. Triple X explorer trip to Hungary was intended to mark the stepping down of ‘Team Woolcock’ in suitable style was, sadly, one of the victims.
Some great things still happened
As we moved into Autumn 2020 many Gordano Beaver, Cub, Scout and Explorer sections began online activities and we all became very familiar with Zoom! Creativity online thrived, from indoor and outdoor cooking to ice cream making, from quizzes to talent shows. Individual and family ‘camping’, either in the front room or on the lawn was very popular. Quite a few badges were gained in unusual circumstances. HQ set a number of nationwide challenges, walking to The Moon had a good local take up with a national totalling of steps.
Many of our scouts and leaders in true scouting spirit helped out in the community with shopping, letter writing and other supportive activities. More of this later.
Leader meetings also started online with some now unlikely to move back face to face in the near future, if ever. During 2020/2021, Groups moved at their own pace with on-line activities and plans to arrange meetings in permitted numbers and configurations of leaders and youngsters.
By Autumn 2020, after the summer break we moved tentatively with mask wearing and activities that were socially distanced. Many leaders spent a considerable amount of time and effort preparing meeting places with risk assessments ,suitable meeting and distancing signage, cleaning and personal sanitising facilities. Meetings were held outside as far as possible.
Training for 2021 Ten Tors training began tentatively but was suspended when it became obvious that a third Ten Tors Event would be cancelled. Gordano trainers held their own, compliant, one day events as camping was still a long way away. These were much appreciated by all participants and were very welcome contrast to the mental and physical constraints of lockdown. Over 100 youngsters and trainers took part.
As we move towards an easing of covid restrictions (July 2021) scouting activities remain very largely outdoors. Substantial use has been made of the great facilities offered by Glenny Wood and as always, sincere thanks to the team which makes this possible. Moving into the darker months indoor activities will demand further planning and imagination.
In these trying times leaders, youngsters and parents have found support, interest and comfort from Scouting. The 2021 census showed a drop in numbers of about 11% against a national average of approximately 14%. Much of this could be explained by virtually no intake of Beavers from the start of lockdown until the end of the year. The normal moving on did take place during the year and since Easter, places have been slowly filled by youngsters from waiting lists, where leader numbers have allowed.
Government Support
The Business Rates support grants (£11334 in 2020 and another £14001 since the beginning of 2021) were welcome injections of funding. Most of groups who were eligible because Business Rates are payable on their premises. Very good use was made of the time and money across the District with many volunteers using HQ improvements as a ‘lockdown project’. Details for these improvements have been proudly displayed at Group AGMs
Going the ‘extra mile’
In scouting all leaders give freely of their time and effort. However, in these difficult times some of our leaders have worked exceptionally hard to provide support and encouragement to their own groups and the wider community. In a number of cases, local organisations , have asked for scout leaders to be recognised. As District Commissioners we have been pleased to do so with Commissioner and National Awards: Thanks to you all.

Horizon Explorer Unit
After, Phil, Kath, Rach and other Triple X Explorer Leaders stepped away after long service, we looked to the services of the Regional Team to help reform an Explorer Unit that would replace Triple X and serve not only Nailsea but Long Ashton and Yatton too.
Horizon ESU is the pleasing result with strong membership and leaders moving to work with an older age group. All good wishes to them.
And ‘Thank Yous’
To ‘Team Woolcock’, Phil, Kath and Rach and their colleagues who stepped away from leading Triple X Explorers after many years of distinguished leadership.
In our successful recruitment work in Portishead we used the strap line ‘Scout Leaders make a Difference’ – a bit corny perhaps but the demands of the Covid emergency have shown this to be very true. As Commissioners we have the pleasure of getting glimpses of the work that goes on with our youngsters and it rarely fails to inspire.
So, a big ‘ thank you’ to you all.
And lastly: all organisations need a back room team to make them work properly. Vickie Farrall who has stepped down to a less demanding role on the District Exec was firstly Beaver Leader and then GSL at Long Ashton, moving to serve for nearly eight years as District Appointments Secretary. Glenny Wood 2020 review
As we all know Glenny Wood has been closed for much of the year due to the COVID19 epidemic that has swept the world.
So, during this time our small group of volunteers have spent many, many hours on site and developing revised strategies so we can start to re-open again. Much of the time earlier in the year have worked in separate family groups to meeting the Government advice. In the summer and on we have been able to meet up more as a small team, socially distanced and maintaining the Governments rules.
What’s happened?

Skills for life - this is a set of activities and information is ready. These leaders can access to use in and around Glenny Wood, so improving the Young people’s knowledge and skills. It’s all laid on a plate for the leader to deliver.

The wood from the trees we had felled has been collected and stored

We have painted / treated - All the sheds – Fencing – Decking - Main Campfire seating - Aerial Runway platform, railings etc. - Adult loos panels
