Minutes of the Annual Meeting of the Trustees held on rise of the Council Meeting held at the Town Hall, Banbury on Tuesday, 05 November 2024 at 6.30pm.
Present: Councillor Cherry (Town Mayor) in the Chair.
Councillors: Beere, Biegel, Brant, Clarke, Crichton, Dhesi, Eaton, Elugwu, Hodgson, Hussain, Mears, Okeke, Richards, Strangwood, Thornhill, Tohill-Martin, Urwick, Vaitkus and Woodward.

2/24 MINUTES OF THE LAST MEETING
IT WAS RESOLVED that the Minutes of the meeting held on 7 November 2023 be received.
3/24 ANNUAL REPORT 2023/2024
The Honorary Secretary & Treasurer reminded members that People’s Park was owned and managed by the G V Ball Charity (People’s Park) Banbury Trust. Banbury Town Council as a Corporate Body was Trustee of the Charity.
The Trust was also charged with the responsibility for the maintenance of the G V Ball Memorial in Southam Road Cemetery. Failure to maintain the memorial would result in the land being transferred to The Horton Hospital.
The Income and Expenditure Account was circulated with the Annual Report, detailing the annual running costs and donation from Banbury Town Council.
The year had seen the ongoing improvements to the standard of maintenance of the park that had flowed from decision by Councillors to bring grounds maintenance inhouse. The park had hosted successful planting days with hundreds of local school children participating in the Rose Garden, and the attendance of many veterans during Remembrance Day at the War memorial.
The G V Ball Memorial in Southam Road Cemetery had been maintained.
RESOLVED :
1 to authorise the Chairman to sign the Financial Statement; and
- 2 to authorise the Town Clerk to complete the Annual Return of the G V Ball Charity (People’s Park) Banbury Trust.
The Meeting ended at 7.10pm.

ANNUAL REPORT For the year ending 31 March 2025
1. Introduction and Purpose of Report
- 1.1 To present to Trustees the Income & Expenditure Account for the G V Ball Charity and to authorise the Chairman to sign the Financial Statement and Annual Report on behalf of the Trustees.
2. Background

2.1 People’s Park is owned and managed by the G V Ball Charity (People’s Park) Banbury Trust. Banbury Town Council as a Corporate Body is Trustee of the Charity.

2.2 To comply with the requirements of the Charity Commissioners, the Trust is required to meet annually to approve the Financial Statement and the Annual Return.

Notes to the Accounts
1) Status
The Charity operates an endowment fund under the terms of the original donation.
2) Accounting Basis
a) The accounts are maintained within Banbury Town Council's accounting system and, as such, are prepared on a full accruals basis.
b) All the expenditure is incurred via Banbury Town Council and is matched by a donation from Banbury Town Council.
c) The land known as People's Park is held by the Council under the trusts created in the will of the late G V Ball. The land is treated as a community asset and has a £NIL valuation.
