Although we have passed through the maln cO￿d perlod. we can see major negative ¢hanges in the deaf
community. Deaf clubs closed down. personal contact was vastly reduced, gatherings were limited. Deaf
community life has not recovered. si9nificanlly gaps have appeared with older group$ of sign language usttrs
having limited contact with young people. Increase in use ol social media has in¢rea$ed among young people
and potentially is taking the place ol personal interaction. We recognised IhS8 nearly two y&8r$ ago and were
able lo obtain a grant from the National Lottery lo invesligalo the current status in Gloucestershire, South
Glouce5tershir8 and in Bristol. Thg project was due to begin In Febwary 2023 bui staff ¢hanges and
management al Gloucestershire Deal A880¢1alon who were proled leaders , mfyanl a huge delay in activty.
DST carried out pilot Interviews between November 2023 and January 2024, bul further delay$ have pushed
the project Completion into 2025,
We began a project lo calalegue and analyse the extensive archive material we hold for the dgaf $chool, deaf
club, the University's Centre lor Deaf Studies and DST itself. HoweveT, the resignatton of tho key resear¢her

One of our major projecis has finally been completed, albeit with much less dats
than aniicipated, due lo a prolongied period of inactivity that was beyond our
control. ThL year 2024 and early 2025 have conlinued to be challengying for our key
members, due to various reasons-illness in some cases and a shortage of trustees
in others. We hope these issues will be less significant later in 2025 and into 2026.
As a result ot providing yet anoiher three-week training programme for medical
sludents. the Trusl remains in a healthy financial position. However, we need to begin
investing, as it will othenvise be difyiculi to apply for grants.
The TTUSt is now 41 years old. Wilh the current Board and new Irustees, we hope to bring in
fresh ideas to keep the Trust aclive. We need people wilh a slrong commitment to research,
especially in relation to a chtfftginbi d¢af community where 'Deaf in Covid Aftennalh, was
the projecl which tried to examine ihis. Flowever. there is a growingy threat that Al-ba5ed
BSL translations may create more confusion-particularly in short or urgent messages-
instead of serving as an asset,
We continue to try to keep Deaf Heritage work going, as il is vital io share the wealth of
resources we have al DST. This relies on support from deaf colleagues.
Jim will be able to share more in his Secretary's report. As usual, I would like to thank Jim
Kyle. our Secretary. Esther, our Treasurer. and the Trustees for their continuing efforts. I
would also like to meiition Mich¢lle, Sarah, Jenny, and Steve, who laught on the medical
course thi5 year. Thanks also to other contribulors in teachlng and
research.

Secretary's Report
Deaf Studies Trust is now in its 41" year of operation. We have
ac¢umulated a huge array of data on a wide range of topics.
There are archives of the Trust itself and its projecls; but also historical tnaterial going back
to the first deaf school in Bristol in the 1840s and the setting up of the Bristol deaf club in

1884. We collected and stored a great deal of research and teaching materlal from the
Centre for Deaf Studies in the University from 1977 to 2017. There is work on sign
language from infancy into adultho(xL work on health and wellbeing, analysis of the deaf
commiinity as well as a good deal of ¢ollabor4tive work with international pattners. W¢
have video in original U-matic forn)aL through VHS to digitsl tapes with more recent new
direct video from DeafstrtiO￿ Phew!
We now have the responsibility to digitise, classify. analyse and make available this rich
resource for the deaf community. Obvio￿ly. this is not going to happen overnight and
requires planning and the￿ fill￿]ng. It will rely on support from deaf colleagues and in the
historical material. insights from the older m¢mbers of the community. Th￿e i& however.
some urgency as the deaf community has changed.
The Tn￿t has had a quieter ytrdr due to some health complication4 but we are hopeful that
the Tn￿t'S fmancial p)sition and an expanding Tnth engagemenL will push the trust
forward into 2026.

Deaf in the Covid Afterniath
This project was funded by th¢ National Lottery. It was part of a larger plan which could
not be achieved in the end for several reasons which were outside of our control. There
were to be three phases stsrting in eady 2023:
(l) De*f in the Aftermatb We wanted to collect experiences of individual deaf ￿PIe aged
20 to 80 years considering agelgenderAocalionlfamily s&t￿ethniC group and employment
characteristics. However, due to changes of staff at GDA who were the lead on the project,
there were delays and tehind schethde. The final reprt in 2025 was less than we had
planne

Establishment of actions to have an impact on the deaf community" on infiuencers in the
community: and on services to be offered
(3) Deaf Community EmpowernieDt
This was to support and renew community passing resy)nsibility to deaf people.
The Deaf in the Covid Aftermath IDCA) project was fir8t conceived- 5 years
ago. The project was designed to be of vital importance to the 8ervice
organi8atiOD8 (Glou￿8ter8bIre Deaf Association and Centre for Deaf People in
Bristol). The puryose of the project wa8 to determine the state of the Deaf
community prior to Covid, during Covid and now p08t-Covid. In reality, many
of the changes pre-date the DCA project and actually the research work 8hould
have been eonductsd almost 10 years earlier.

Very 8imply, the Deaf Community does not exi8t in the same way a8 before and
the 8ign language at the centTr of the community h88 been Put at risk by the
factor8 of health care, interventions. educational change8 and in 80ciety a8 a
whole.
P08itive8 include the pa88ing of the BSL Act and re8pon8ibilitie8 of Government
department8" the acceptance and almost promotion of BSL in the media,. the
creation of an alternative fl￿ for deaf young people in rave8 and gathering8
on a national 8cale.
The negative8 have been in health eare {￿hlear Implantation from infancy,
c108ing of 8chool8 for dea£ and centre6 for adult deaf people, which hA8 removed
adult role mode18 and experienced BSL u8er8. The deaf BSL using Community
bas been 8hrinkn'ng. Other factor8 have been the increa8e in technologie8
allowing people to meet Vi8ually online and reducing the need to phy8ieally
congregate. Re8earclL on language ha8 advanced with the 8tatU8 of BSL but it
18 a180 reflecting the decline in BSL u8e.
There 18 a need for the Deaf Studie8 Tru8t ts adapt tA) thi8 changing
environment.
Deaf Sehoo18 Athletic8 July 2024 at YOSC

Thi8 wa8 the fourth annual deaf 8¢￿￿18 competition. A8 far a8 we Can tsll thi8
18 the only deaf 8choo18 athletic8 event in England. There were 60 participants
from Glouce8ter8hire, South Glouce8tsr8bire, Bri8tA)l and Wiltshire. They range
in age from 7 year8 to 14 year8. A8 far a8 can be deterniined. none of them are
registered with an athletic8 club . which 18 indicv4tive of the lack of provi8ion
and 8UPPOrt. They attended with tsacher8, intsryreter8 and parent8.
The eveut8 ranged from 30m 8prints, ob8tacle eour8e and vOr￿X throw8 for the
younge8t ts loom, 400m, I￿ng Jump, High Jump and Javelin for the oldèr
group.
Thank8 to the participation of offici818 from Yats AC and Bri8tol and We8t AC,
The8e perfonllaneeB were then llnked to the England Athletie8 PB Award8- tbe
mainstream cla8sification for the 8tandard events. With limited prior training
or involvement in club athletic8, there were several outstanding performance8.
We had 19 bronze leveL14 8ilver, 4 gold and one platinum and one elite.

Dealing with Deaf - Seeond Year Medical Students in Bristol
This continues to be a rewarding and effective progfdmme. Twenty students from the
University of Bristol Medical School were provided with an immersive course of three
weeks duration. By the end of the programme students can carry out a consulthtion with a
deaf patient in BSL. Student rew)rts ai the end of the programme are wholly w)sitive and
many want to learn more BSL.

The Statement of FiDaDcial Activities for Ihe Year to 31st Mareh 2025
The financial situation in outline (31 st March 2025) is as follows:
Balance in the bank of £129k. Lasi year s balance was £94k.
Income over the year has been from the course for Medical s￿dentS leaming about deaf
health and communication in October (£55k). Looking forward. the Trust has plans to work
on future activities- We slarted the Deaf in the Covid Aftennath project in conjunction with
GDA and CtD Bristol, but this has been terniinat¢d early in March 2025. for reasons beyond

Medic student training has again take place in Sept- Oct 2024.
We have continuing overheads of r¢nt. accounting and website costs amounting around £6k
per annum. We do not have any pension liabililies and we contract as necessary for
different aclivities.
The Trust is in a good financial position at this lime.
