PURPOSE OF CHARITY

The charity arose from the will of the late Francis Piggott Walker. The Charity`s assets are to be applied for the benefit of needy Methodists in the town of Dunstable, Bedfordshire.

ASSETS HELD BY THE OFFICIAL CUSTODIAN FOR CHARITIES

The official Custodian for Charities holds certain assets on behalf of the Charity. This includes the following freehold properties:-

48 Great Northern Road, Dunstable, Beds

50 Great Northern Road, Dunstable, Beds

At the year end, 29,317.44 income shares (2022: 29,317.44 shares) were held in the---------. Charities Official Investment Fund. These shares were valued at £544,497 (2022: £574,042).

INCOME AND CORPORATION TAX

The Charity is registered with the Charity Commission and is exempt from income and corporation tax.

Independent Examiner’s Report to the Trustees of The Francis Piggott Walker Charity.

I report to the Trustees on my examination of the accounts of the Charities for the year ended 5 April 2023.

Responsibility and Basis of Report

As the Charity Trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2019 (‘the Act’).

I report in respect of my examination of the Charity Accounts carried out under Section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.

Independent Examiner’s Statement

I have completed my examination, I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. Accounting records were not kept in respect of the Charity as required by Section 130 of the Act; or

  2. The accounts do not accord with those records; or

  3. The accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as a part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in thus report in order to enable a proper understanding of the accounts to be reached.

1. BASIS OF ACCOUNTING

The accounts have been prepared under the historical cost convention modified to incorporate the market valuation of the Charities Official Investment Fund.

The accounts have been prepared in accordance with financial reporting standard for small entities and the Charities SORP.

There has been no change to the valuation rules and methods of accounting. No changes have been made to accounts for previous years.

2. FREEHOLD PROPERTY

The freehold property consists of two houses in Dunstable. An independent valuation in February 2019 provided the following values for these properties:-

48 Great Northern Road £250,000

50 Great Northern Road £250,000

3. CHARITIES OFFICIAL INVESTMENT FUND

Monies which are not required for the immediate needs of the charity are, under the Charity`s Scheme, invested in the Charities Official Investment Fund. The units in the Fund have been included in the balance sheet at market value.
