Description of the charity’s trusts 

Type of governing document 

The charity's governing documents are those of the Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association (POR).

(e.g. trust, association, company) Trustee selection methods The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association (POR) (e.g. appointed by, elected by)

Policies and procedures adopted for: 

a) the induction and training of trustees; b) trustee' consideration of major risks and the systems and procedures to manage them 

The charity is managed by the District Trustee Board, the members of which are the ‘Charity Trustees’ of the Scout District which is an educational charity. As charity trustees they are responsible  for  complying  with  legislation  applicable  to  charities.   This  includes  the registration, keeping proper accounts and making returns to the Charity Commission as appropriate. All the Trustees are volunteers and not renumerated except for the payment of claimed expenses. 

The Board consists of Chair and Treasurer together with other representatives from the Groups and Sections that form the charity. The Board meets three times a year. There are currently 9 District Trustees, including 2 18-24 year olds. All Trustees are subject to DBS checks prior to appointment and reviewed after 5 years. Trustees are required to complete mandatory training eg Safeguarding and Safety. This is provided by the Scout Association. 

This District Trustee Board exists to support the District Lead Volunteer in meeting the charity's responsibilities. We were delighted to welcome a new District Lead Volunteer in February 2025.

Section B Structure, governance and management (continued)<br>Risk and Internal Control<br>The District Trustee Board has identified the major risks to which they<br>believe the charity is exposed and has drawn up a Risk Register of 10<br>risks. The register lists these risks identified, their impact it might have<br>on Scouting in the District, steps to control the risks and the Lead person<br>for each risk. The Risk Register will be sent to Group Lead Volunteers<br>annually, prior to the District AGM<br>The charity has in place systems of internal controls that are designed to<br>provide reasonable assurance against material mismanagement or loss.<br>These include 2 signatories for all payments and comprehensive<br>insurance policies to ensure that insurable risks are covered.<br>**----- End of picture text -----**<br>

Section CObjectives and activities<br>The objectives of the charity are as a district of the Scout Association.<br>Summary of the objects of the charity set<br>out in its governing document<br>“The purpose of Scouts is to actively engage and support young people in<br>their personal development, empowering them to make a positive<br>contribution to society.<br>Through participation in a programme based on the Scout method, both<br>young people and adults develop valuable life skills. This programme is<br>primarily delivered within sections: Squirrel Dreys, Beaver Colonies, Cub<br>Packs, Scout Troops, Explorer Units, and Scout Networks.<br>Additional details of the objectives and activities (optional information but encouraged as best practice).<br>You  may choose  to include further  The charity's policy is also to provide grants to its Groups to fund<br>statements, where relevant, about: capital expenditure projects and where appropriate to provide<br>financial support to Group's members who would otherwise be<br>• policy on grant making; unable to afford to take part in scouting activities. The Trustee Board<br>will also make grants to young people chosen to represent the<br>• contribution made by volunteers. District at an International Jamboree or other International Events.<br>In order to achieve the aims of the Scout Association, the District<br>relies heavily on its volunteer leaders who all undertake training<br>relevant to their appointments.<br>Section D Achievements and performance<br>Summary of the main achievements of 2024-2025 – A big THANK YOU to all our Adults – Leaders, Supporters, Trustees and Parents – their loyal<br>the charity during the year suppo rt, time, thought and effort is greatly appreciated. Lewes District Scouts has 7 Sco ut Groups, 23<br>Sections: 1 Squirrel Drey, 6 Beaver Colonies, 6 Cub Packs, 7 Scout Troops, 2 Explorer Units and 1 Local<br>Network.<br>The January 2025 Census showed a small increase in Young People involved in Scouting across all the<br>Sections - up from 345 to 357. Squirrels, Beavers, Scouts and Explorer numbers all increased, but there<br>were 5 fewer Cubs in the District.<br>Section E We ha Fi nancial Review ve seen a second Explorer Unit start up, based in Lewes, which is very encourag ing. Three Explorer<br>Scouts took part in Roverway, last summer, in Norway and our District Youth Lead took part in an Explorer<br>Belt expedition, also in Norway. Both international activities provided great challenges, experiences and<br>Brief statement of the charity’s policy on  adventures for those young people. Reserves Policy<br>reserves<br>The charity's policy on reserves is to hold sufficient financial<br>reserves to fund its running costs and continue the charitable<br>activities of the charity in the short and medium term. Following<br>the sale of a property, (some while ago), formerly owned by the<br>charity, substantial funds are held by the charity. The charity monitors the balance in all bank accounts to ensure they remain below £85,000 to maintain protection under the Financial Services Compensation Scheme.
