TRUSTEES REPORT
The Group's 8overnin8 documents are those of the The Scout Association. They consist of a Royal Charter, which in
turn 8i¥e5 authority to the Bye Law5 ofthe Association and The Policy. Or8anisation and Rules ofThe Scout
Association.
The Group is a trust established under lis rules which are common to all Scouts.
The Trustees are appointed in accordance with the Policy, Organisation and Rules ol The Scout Association.
The Group is managed by the Trustee Board, the mernbefs of which are the 'Charity Trustees. ol the Scout Group
which is an educational charity. As tharity trustees they are responsible for complying Wlth legislation applitsble to
charities. This indudes the registration. keeping proper accounts and making retums to the Charity Commission as
appropriate.
TheTrustee Board consists of 3 independent representatives. Chair, TreaSu￿r and admin together with the Group
lead volunteer. indiwdual section leaders lif opted to take on the resporfjibilityl and parenV5 representation and
aims to meet at least once a terni.
Members of the Trustee Board complete trainin8 Within the first 5 months of joinin8 the committee.
This Trustee Board exists to wpport theTearn Leadets in meeting the responsibilities ol the appointments and is

Risk and Internal Control
The Trustee Board has identified the major risks to which they believe the Group is exposed. these have been
reviewed atKt system5 have been established to mIt￿ate against ihem. The main areas of concem that have been
identified are=
Injury to leaders, helpers, 5UPPOrters and members. The Group through the tapitati¢)n fees ¢ontributes to the Scout

signatures on cheque5 SO that any payment5 to Christopher Pinguenet or Claire Andetson are not authorised by
$18natures of a relative. In addition Chr￿toPher and Joanne Pingvenet WKII not authorise ar)y single expenditure
without the Trustees approval.

Financial Review
Reserve5 Policy
The Group's policy on reserves is to hold suffioent resources to Con￿nUe the charitable actlv¢ties of the group should

The Trustees decided to allocate some of the reserves broueht forward to a Building Fund to provide specific funds
towards either the renovation of the Hut or demolition if a new lease wa5 not agreed with Somerset County Countil.
Investment Policy
he Group does not have sufficsent funds to invest in longer term investments. The Group has therefore adopted a
risk averse strategy to the investmeni of its funds. AFI funds are held in cash using only main$t￿arn banks or building
societies.
