CHAIRMAN’S REPORT AGM MARCH 2023

It would be fair to say that 2022 was the year of the ROOF. We started the year with a balance of 22,000, which included the original £9500 plus National Lottery grant. You then responded with your list of names to receive an invitation to buy specific numbers of slates based on a minimum donation. Your choices were excellent as the response was incredibly heartwarming and encouraging, as it really was the crux moment for the whole of 2022. It was indeed fortunate that we chose that time for the appeal even though Putin had invaded Ukraine, luckily the true effects of that were not to be felt until the autumn of 2022. As a result by the 1st of July 2022 our balance was £87,000 finished off nicely by the gift aid refund of £6179.

You may recall that just prior to this time we as a group had attended the Highlands parish council meeting as we had received a tip off that the Council might be able to offer a grant from their annual community award from central funds. We duly received the sum of £20,000 after we were invited to address the whole council. This was a vital part of our fundraising and our thanks go to our anonymous well informed source. Clearly, there were many significant donations all very important and we will need to acknowledge their names in a formal and appropriate display in the hall. As a result, work commenced and was mainly carried out during the hottest and driest summer for many years. With the help of the foreman a steady stream of photographs were made available to all of the donors, and it was with great interest that many secrets the roof has held were revealed for all to share in the remarkable story of the Percival Institute.

We were very grateful for Nicola O’Mara's input to guide our redecoration choices. Fortunately, with the replacement lighting and the colour scheme, I think it is fair to say, I have not heard a single grumble or dispute over the choices we made, quite the opposite. I hope you all agree that we now have a wonderful facility for our community. We also are most grateful for the service we received and excellent workmanship from Dingle and Way. In late November it was a chance meeting that introduced Christian Morgan to us and with his colleagues over the Christmas New Year period they completed the redecoration without the need for closure and without the VAT.

Unfortunately, having read through the minutes for 2022 not only does it identify all of the effort that has been made by our committee, but there is still more to be completed. Some work is still needed to complete our original contract for exterior decoration.

I suspect there are a few more problems loitering, but we will succeed.

Much of our action has been building centred. But we need to be aware of our annual increase in age, and our aim must be to grow our under 60 presence. However, it has been a welcome addition to the committee with Sue Hollands, Chris Millington, and John Treglown, (all under 60) which has helped greatly to spread the load. A new member of our committee is Meghan Hewitt who has started a new group on Thursday mornings called Pipsqueaks Stay and Play. This group is being treated as a Perceval committee’s own initiative in the hands of Meghan and her team, therefore nestling under our liability insurance. I welcome the prospect that she will be able to provide us with a different viewpoint. I am also most grateful to Rob Lawrence for his continuing support with accounting and our website. The major scare occurred in our last committee meeting, when our linchpin secretary, Liz expressed the wish to stand down. Please join me in firstly openly thanking her for her sterling efforts over many years, and even more for her willingness to continue in post. However, this does highlight the issue that faces us all, the energy problem coupled with the age problem. Therefore, we all require more support and would welcome offers of help but that will mean when offers are made to accept them and share our working knowledge. Something, I for one, need to remember and encourage.

FutureProofing our building is almost complete there remains one more influence, namely the Charities Act 2022 and its changes. The information for this is gradually unpacking and appears to be an outflow of more woke infiltration. I am endeavouring to keep ahead of any new provisions, and my fear is that it will require more regulation. That can be a move for good, but we are seeing far too many examples, particularly from other sources resulting in a reduction in voluntary help. So there will be difficult and contentious issues as new laws and influences impact.

On a positive note, we are gaining more hires, confidence in the community to gather and use their facility after Covid and it has proved most interesting in telephone and website enquiries to witness the reach of our website. Finally, it has been a pleasure this year, built very much on the team pulling together to achieve the enormous success of our Roof Project. It’s almost done, but just needs that final push. Congratulations all-round are very much in order.
