## **The group governing documents are those of the Scout Association:**
They consist of a Royal Charter, which in turn gives authority to the by laws of the Association and the Policy Organisation and Rules of The Scout Association.
Scouting Trustees and Management Committees are appointed in accordance
with the Policy Organisation and Rules of the Scout Association
The Group land and buildings and other major assets are held by Custodian Trustees,
for the use of Scouting in Dunmow in accordance with a Trust Document of 1937 .
## **The objectives of the Group are as a unit of the Association:**
The Aim of the Scout Association is to promote the development of young people in achieving full physical, intellectual, social and spiritual potentials as individuals, as responsible citizens of their local, national and international communities. The method of achieving the Aim of the Association is by providing an enjoyable and attractive scheme of progressive training based on the Scout Association Promise and Law and guided by adult leadership.
## **Financial Reserves Policy:**
The Group's policy on reserves is to hold sufficient resources to continue the activities of the Group should income and fund raising fall short. The Group Executive Committee considers that the Group should hold a sum equivalent to six months running costs in reserve. The Group from time to time build extra reserves to meet planning long term expenditure. A special fund known as the 'Dick Sadler Fund' is held within our reserves for the assistance of scouts of families in need, to ensure that financial restraints do not prevent these young people from benefiting from Scouting.
## **Investment Policy:**
The current reserves stand at £34325 plus the 'Dick Sadler' Fund holding of £5084. The Group adopts a risk adverse strategy to the investment of its funds. All funds are held in cash using only main-stream bank and building society accounts.
## **Accounts**
The accounts have been drawn up on a receipts and payments basis which is consistent with previous years under the unrestricted funds basis as required by the Charity Commission and the Scout Association. They show total Receipts of £39226 with Payments of £50935. The receipts is net of £7903which was paid to Headquarters, County and District for Annual Capitation in respect of 2022/23
## **GSL REPORT**
**SECTIONS HAVE PREPARED A REPORT OF THEIR ACTIVITIES, WHICH FOLLOWS. AS AN OVERVIEW I CAN CONFIRM THAT THE YEAR HAS BEEN A PERIOD OF CHANGE, WITH NEW LEADERS JOINING, OLD LEADERS RETIRING, AND SECTIONS REOPENING, THIS HAS MEANT NEW TEAMS BEING FORMED AND MORE TRAINING AND TIME REQUIRED BY ALL TO GIVE OUR YOUNG PEOPLE THE THE HIGH QUALITY SCOUTING THEY DESERVE AND RECEIVE. MY THANKS GO TO ALL PAST AND PRESENT LEADERS AND HELPERS FOR THEIR WORK AND DEDICATION. THE MOVEMENT HAS BEEN IN A STATE OF CHANGE (TRANSITION) OVER THE LAST YEAR. WITH A REVISED POR (POLICY, ORGANISTATION, AND RULES) BEING ISSUED WITH A FURTHER REVISION EXPECTED IN OCTOBER.2023**
**MOST OF THE CHANGES ARE TO DO WITH TRAINING, LEADERSHIP AND GOVERNANCE AND MAKING EACH SCOUT GROUP A STAND ALONE CHARITY.**
**THE 1st DUNMOW GROUP IS ALREADY A REGISTERED CHARITY WITH OUR TRUST GOING BACK TO 1937 WE HAVE YET TO LEARN WHAT ALL THE CHANGES MEAN TO US AND IF WE NEED TO MAKE FURTHER CHANGES TO OUR GROUP MANAGEMENT.**
**IF WE NEED TO MAKE CHANGES AFTER THE OCTOBER VERSION OF POR IS ISSUED WE WILL DO SO, AND MAY NEED TO CALL AN EXTRODINARY GENERAL MEETING AT THAT TIME.**
**I WILL NOT LET THESE HQ ADMINISTRATION CHANGES IMPEDE ON THE QUALITY OF SCOUTING WE PROVIDE TO OUR YOUNG PEOPLE, BUT WILL ENSURE, THAT WE MEET ALL THE NEW RULES AND REGULATIONS BEING ISSUED WITHIN THE 'CHANGES' TIMESCALE.**
## **TIGERS REPORT**
Tigers Cub pack has had a successful year with a maximum of 38, We are currently at 35, with a stable leadership tean that is growing in confidence and is actively engaged in programme planning and delivery. 5 of our Cubs gained their Silver Chief Awards and a number of others will hopefully achieve this award in the coming year
Leaders have undertaken training - most noteable being that we have another Leader Archery GB accredited to teach Archery. We also haved 3 young Leaders engaged in earning their bronze and silver D of E awards. We have attended a weekend Camp at the HQ grounds for 2 nights, with 29 cubs signing up for this. One of our Leaders runs the Tigers Face Book site and we have finally mastered the OSM email communication system.
We also attended the Groups Jubilee activity day at Walthambury Farm where the cubs took part in canoeing, archery, airifles, backwoods cooking, climbing way and other activities We have a full programme planned up to the end of December 2023
## **Beavers Report**
We have had a lots of changes with Beavers over the last year, having to close one due to lack of leaders and covid, and Gregor, the Monday Leader wanting to move through to Scouts. One of our then Beaver parents (Becky) went on a recruiting campaign and found us enough
volunteers that not only we were able to keep the Monday colony running but also restart the Tuesday one. With two completly new beaver teams, it has been a challenge but the Leaders are full of enthusiasm and running great fun packed programmes. Visits have been made to Hatfield Forest, cuddling the turkey chicks at garnetts, and Ben the Animal man has visited with his, creepy crawlies, snakes and other more cuddly creatures Loads of marshmallows have been cooked on sticks and campfire songs sung, WideDinasaur hunted in the High Street , and various visits from local people do talk games played about their work a full programme is planned or the remainder of the year.
## **Scouts Report**
Our Scout Troop have been busy during the past 12 month with adventures, skills and scouting activities. Back in July 2022, our scout troop had a week long summer camp at the Scout Adventure site at Great Towers in Windermere. They braved bad weather, broken down minibuses and loved Libby's cooking. Back to full time scouting, we've had evening and night hikes at Hatfield Forest with the District Explorers, completed activity badges on DIY activities, Fire Safety and Skills challenge awards. We enjoyed a great fun evenings for Dwali, making delicious Indian food, guy making for Guy Fawkes and also
our "Famous Buildings" themed junk modelling night
In January, our troop enjoyed a cold and muddy Winter Camp at Tolmers with fabulous fireworks and a great new mess tent purchased by the group.
Our Scout Troop presented themselves smartly and respectably for the November Rembrance Day Parade and for St. George's Day renewal of Promise.
Our Patrol Leaders and older scouts also arranged an activity fund raising evening with games, trebuchet building and fund raising actvities for Unicef's Clean Water Appeal. Raising more than £100 in a single evening
We have welcomed 3 new leaders, Amandeep, Richard and Callum to our group and also have to thank our skip Graeme for his brilliant contribution to the Troop over the past years.
We are returning to Tolmers for summer camp in late July and putting together a refreshed programme packed with stage activity badges and challenge awards.
We appreciate the help and support from parents, District (minibus,thanks), our fellow Explorer Scouts the Hatfield Forest Team and the Group Executive. We are continuing to ask for support from parents and new or exisiting leaders to volunteer their time. Gregor Whelan - scouter

## **Independent Examiner's Report to the Trustees of the**
## **1ST DUNMOW SCOUT GROUP**
I report on the accounts of the Group for the year ended 31st March 2023, which are set out on pages 5 to 7.
## **Respective responsibilities of trustees and examiner**
As the charity's trustees you are responsible for the preparation of the accounts; you consider that the audit requirement of Section 43(2) of the Charities Act 1993 (the Act) does not apply. It is my responsibility to state, on the basis of procedures specified in the General Directions given by the Charity Commissioners under Section 43(7)(b) of the Act, whether particular matters have come to my attention.
## **Basis of examiner's report**
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presents with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
## **Independent Examiner's statement**
In connection with my examination, no matter has come to my attention:
1. Which gives me reasonable cause to believe that in any material respect the requirements to keep accounting records in accordance with Section 41 of the Act and to prepare accounts which accord with the accounting records and to comply with the accounting requirements of the Act have not been met, or
2. To which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
