## **Annual Report 2023**
## **Ministry**
After the unexpected departure of Lars Klehn in August 2023, Pastoral Referent Udo Bauer fully took over the pastoral responsibilities. Since summer 2023, after the departure of Lars Klehn and the unsuccessful attempt to hire a new pastoral referent, Udo Bauer has assumed a full-time role. He has been handling nearly all pastoral duties and activities that typically require two pastors. The church council and the entire Oxford congregation express their gratitude for Pastor Bauer’s dedication to the congregation.
In close collaboration with the Christuskirche, the only other remaining congregation in the parochial area (Pfarramtsbereich; PAB), the Oxford church council has prioritized recruiting a new pastor as soon as possible. This requires close cooperation with the EKD (Evangelical Church in Germany) as the sending church, and the Synod as the employer. The church council is actively communicating with these institutions.
Since a regular replacement for the pastoral position is not feasible until autumn 2025, the council and the PAB are working on securing additional support for Pastor Bauer beforehand. Discussions are underway with a candidate who might begin in spring or summer. The congregation will be kept updated on this matter.
Our thanks go to Pastor Klehn for his contributions to the Oxford congregation and to Pastor Bauer for his tireless efforts, which have ensured the continuity of essential congregational activities. Special thanks also go to Lena Bull for her support in administrative matters for the Synod and the PAB, providing advice and assistance to the congregation. She has been supported by Anna Machens since mid-last year, who has helped in the PAB's secretariat, ensuring that the congregations’ newsletter reaches members promptly and with valuable information.
## **Services**
Congregational services continued to be held on the first Sunday of each month in 2023. Additional services were offered for Christmas, Good Friday, Christmas Eve, and Easter. We remain especially grateful for the hospitality of our Anglican friends at St. Mary the Virgin, where we hold our services.
The impact of COVID-19 restrictions on services is now barely noticeable. Communion is once again being celebrated regularly and singing and sharing the peace are also permitted.
A family church service is held monthly, geared toward children up to the age of eight. This has become an integral part of congregational life, often bringing new members into the congregation. The council expresses its gratitude to the family church team—Lucie Abeler-Dörner, Annette von Delft, and Patricia Zachhuber—for planning and conducting these services, which mostly run without a pastor.
To engage children and youth over eight years, a youth program offers activities every four to six weeks. Activities have included a movie night at the parish house with dinner, pizza-making, and a visit to the Oxford ice rink. Both family church services and youth events have seen high participation.
## **Visitation Days**
Despite the absence of a second pastor from August 2023, regular visitation days have continued. Pastor Bauer aims to be in Oxford approximately once a month to meet congregation members outside the church who wish to do so.
The council acknowledges the support congregation members offer each other beyond regular church activities. These members deserve our gratitude, as a congregation thrives on mutual care and fellowship.
## **Confirmation Classes**
No confirmation was held in Oxford in 2023. However, five young congregation members began confirmation classes in summer 2023, highlighted by a two-week camp in Sweden. This was made possible by Pastor Lars Klehn and several volunteer team members who worked with the confirmands and organized recreational activities.
Following Pastor Klehn's departure in August 2023, replacements were sought to ensure the 2024 confirmation. Pastor Kerstin Othmer from East England and Pastor Silke Halfmann from East London kindly agreed to continue the classes via Zoom and in person in London. Although this year’s classes have been impacted by the pastoral shortage, the council is pleased that the confirmands will be confirmed in May 2024 at St. Mary the Virgin. A preparation Sunday is planned for April, with confirmands continuing their studies both in person and online with Pastors Halfmann and Othmer.
Families wishing to start confirmation classes this year should inform the church council or pastoral team as soon as possible.
## **Ecumenism**
The Oxford congregation remains in active dialogue with the Anglican congregation of St. Mary the Virgin. The church continues to host us, and once again, we celebrated a joint Advent service with the Anglican congregation, followed by a festive reception hosted by our congregation.
Exchange with other religious groups often takes place through Churches Together.
## **Church Council**
Since summer 2023, the council’s work has focused significantly on managing the gaps left by Pastor Klehn's departure. Collaboration with the Synod and partner congregations in the PAB has been extensive. The council is dedicated to maintaining and expanding congregational life, despite having only one pastor.
The church council meets approximately once a month but stays in regular contact to address urgent matters between meetings. Unfortunately, Anja Shortland decided to leave the council, but we are pleased to welcome Elisabeth von Braunschweig, a relatively new congregation member, to the council.
## **Parish House**
The parish house in Lathbury Road remains a vital part of congregational life, thanks to family church services, youth activities, and other events. The rental income from two apartments on Lathbury Road supports the congregation’s finances. After completing major renovations in 2022, only minor repairs were needed in 2023. Thanks go to Sandra Hay, who manages the parish house and ensures any necessary work is handled smoothly.
The tenants of Lathbury Road 15b changed in summer 2023, and it’s likely the apartment will have a new tenant in summer 2024, as the current family plans to return to their home country. The church council will work on finding suitable new tenants. If any congregation member knows of someone interested, please inform the council.
## **Outlook**
Pastor Klehn’s departure has significantly impacted the congregation and its work, requiring members, especially Pastor Bauer, to take initiative in maintaining congregational life. While we have managed reasonably well so far, much effort in the coming months will focus on filling the pastoral position promptly and appropriately.
The council is especially pleased that five youth members will be confirmed this year, and at least one or two children are expected to be baptized. We look forward to maintaining close interaction with members, partner congregations, and other groups in 2024, gathering valuable ideas for the congregation’s life.

## **Financial Report of the Oxford Congrega5on 2023**
amounted to £158,500. These reserves enable the congrega/on to maintain the property on Lathbury Road, while ensuring sufficient funds are available at any /me to finance new ini/a/ves within the congrega/on.
In 2023, the congrega/on’s income totalled £62,949. Most of this income came from rental revenue for the apartments at 15B and 15C Lathbury Road, as well as the parish hall at 15A (£55,433), followed by membership contribu/ons (£5,977). Rental income exceeded the previous year’s level due to nearly con/nuous occupancy of both apartments at higher market rates. Membership contribu/ons also saw a slight increase compared to the previous year, with two families depar/ng and three new families joining.
The congrega/on’s expenses last year totalled £41,423. The largest expenses included membership fees for the Synod and the parish area (£25,905) and maintenance, repairs, and purchases for the property on Lathbury Road (£14,290). The increased membership fees are due to Oxford’s contribu/on to the PAB rising from 20% to 27.5% since September 2022. The church council had agreed to this adjustment for an ini/al three-year period to support the financially struggling Petersham congrega/on and to secure the con/nued opera/on of the PAB London-West with three congrega/ons. However, this support did not ul/mately save the Petersham congrega/on, which is now in the process of merging with the Christuskirche. Fortunately, the Kristuskirche will assume Petersham’s remaining 27.5% contribu/on, but Oxford is likely to con/nue its 27.5% contribu/on to the PAB on a permanent basis. Discussions on how the congrega/on might benefit from redistribu/on through addi/onal events were interrupted by the departure of Pastor Lars Klehn and should be resumed once a new pastor is in office. Addi/onally, the Synod contribu/on has again increased.
Other expenses for congrega/onal ac/vi/es included the regular family church events, new ac/vi/es for older children (movie nights, game nights, birdhouse building, ice ska/ng), and the Joint Carol Service with the Anglican community at St Mary’s.

Overall, in the coming years, costs related to the pastoral posi/on and contribu/ons to Synod work are expected to increase, as Brexit has made the Synod the sole employer of all pastors and administra/ve staff, resul/ng in increased workloads. Thanks to the renova/on of the apartment at 15B Lathbury Road and the resul/ng higher rental income, the congrega/on is well posi/oned to meet these increased costs.
