REPORT OF THE TrUSTEES
FOR THE YEAR ENDED 31 DECEMBER 2024
STRucfuRE, GOVERNANCE AND MANAGEMENT
OBJECTIVES AND ACTIVITIES (continued}
The Trust was fomied by a Deed dated 22 July 1982 for the benefit of poor persons, relief of sick persons
and for education purposes in the country of Zambia. For many year5 the Trust has supported exclusively
the work of St Francis Hospital, Katete in Zambia and the Trustees intend to continue that support for the
foreseeable future. With agreement from the Trustees the charity has extended its actwities further
afield but still within the Eastern Province of Zambia.
The hospital, founded in 1948, is a general third level hospital with 540 beds. It is the largest church run
hospital in Zambia. Currently it supervises a large number of patients with HIV on anti-retroviral therapy:
the funds for this are received through the Churches Health Association of Zambia. In principle. the
hosprtal is funded by the Zambian Ministry of Health at a level of 75% of what it costs the government to
run their own hospitals. The government grant since September 2021 has become more reliable. The
Zambian medical and nursing staff are on the Government payroll. The shortfall must be found by the
hospital. Some funds raised in the UK are also used by the hospital to pay 'top up, allowances to certain
Senior Zambian docto￿ who have chosen to work in a very rural area. 300 miles from the capital, where
they would be able to add to their income through private practice. In addition. fLtnds pay expatriate
doctors who come up to a year on volunteer tem)s (basic £2001month, with rent free accommodatsonl.
For those expatriate doctors who have been at the hospital for longer periods, their stipend is, with
agreement from the Trustees, increased.
Risk Management
The trustees have a duty to identify and review the rSsks to which the tharity is exposed and to ensure
appropriate controls are in place to provide reasonable assurance against fraud and error.
The Trust holds a Current and Depostt account at the Royal Bank of Scotland for day to day transactions.
Trustees appointment
New trustees are appointed by agreement with the existing trustees. The current trustees are generally
from either a medical or financial background and support the hospital. Trustees are inducted by the
existing trustees in the responsibilities requirements of a trustee.
Public benefit. objectives and actlvities
The Charity has given due re8ard to pvbllc benefit when planning the charities activities, in accordance
with the Charity Commission's General guidance on Public Benefit . The paragraphs above and below set
out the Charities activities. achievements and performance during the year, which are dirertly related to
the objects and purposes for which the charity exists.
Income
There is a steady income by way of donation from private individuals. Funds are also donated by church
groups and other charities in the Unlted Klngdom and Germany. Increasingly, more income is now being
generated through social media.
GiftAid
Grft Aid clalms are normally made quarterty during the year. However, due to the Treasurer not being the
UK for much of the year, the last Gift Aid clalm was made on 22nd May 2025 for £10,102.75. The claim
was paid by HMRC on 27th May 2025.

Commertt and Artivities
A Trustees Meeting was held on Saturday 22rd October by way of Microsoft Teams. originating from The

during the meeting are as follows..
Draft aceounts for the year ended December 2024 had been sent to all the Trustees prior to the
meeting and were approved.
During the year ending December 2024, there was an overall increase Sn donations over funds paid

Training
Adamson Mwanza completed his Bachelor of Science in Data Admlnlstration and Infonnation

Earlier this year, the Trustees agreed that John Kalombo, a Public Health Nurse at Saint Francls with

The E J Spice Trust donated £75,000 to be placed in a fund, the income from which should be used
to pmvide for the fees for young people who had come through the Orphans and Vulnerable

SLtitable candidates who wish to start nurse training undef our sponsorship are required to obtain
12 points or less at grade 12. In simple term5, a one (so￿etImeS referfed to as a starred distinction)
receives one point. A distinction or a two Eets two points and so on. We onFy consider the top six
subjects passed. The applicant must have achieved a distinction or higher In Mathematics, English
and one Science subject. The applicant 15 then interviewed by Andrew Cairns or the Senior Medical
Superintendent lif Andrew Cairns is not availablel. During these interviews, we try and sift out
those applicants who are not only bright but also are likely to have empathy with potential
patients. Once the applicants have passed these stages successfully, nursing students must obtain a
place at the St Francis School of Nursing or in the case of degree students at the University of
Zambia in Lusaka. This ensures that Andrew can monitortheir progres5.
The money that we have received from the E J Spice Trust, once invested appropriately, may allow
the charlty to sponsor up to 3 students at one time, in perpetulty.
Once we accept a nursing student who is to be funded through the E J Spice Fund, a budget wlll be
set aside for each individual student.
Orphans and Vulnerable Children5 Program (OVCI
Last year we raised £25,120 with expenditure of £12,500. A large extra-ordinary expense wa5 spent
on repairing the L3ndcruiser.
Cynthia Nyendwa, the new focal point person for the program, is doing well in running the
program. The number of chIld￿n within the program has now risen to just over 1,500. We have
two students in medical training at the University of Zambia. There is a possibility that a sponsor
has come forward to pay for a physlotherapy undergraduate starting in January 2025. There are
also 4 students doing nurse training at St Francis School of Nursing. All tertiary students are paid for
by individual sponsors.
A5 previously agreed by the Trustees, we are in the process of constructing a house within Cairns
Compound on the hospital campus to be known as Simbeya. Danwell Simbeya who died in April
2020 was instrumental in setting up the OVC program and was the original focal point person
beginning in 1992. A covenant will be placed on the house stating that while OVC is in existen￿,
only the current OVC focal point person may live there. This property is due to be completed in
early 2025.

Phase 2 -Following the donation from E J Spice Trust of £75,000 and additional funds
from the Friends of St Francis, the charity has paid over US$125,0001£IOO,0001 for the installation
of Phase 2. This system along with Phase I, should provide sufficient power when completed to
run the hospital 2417 except for the CT Scanner, X-Ray and kitchens
St Luke's Clinic Msoro- Over the last year, we have Improved the ablutions for the waiters
Imothers who are watting to have their babie51. This project is now nearly completed. Andrew
requested permission to spend a further £200 to complete the projert by construrting the roof,
which was approved by the Trustees.

Solar at Malama Cllnic- Last year we paid for the installation of running water at the clinic.
Previously The Twstees agreed to spend up to £IO.000 on providing power for the clinic. Following
Trustee vistt to the clinic in July 2025, Muntanga pointed out that we would need to install air-
conditioning in the pharmacy area. This means that the Trustees will need to spend around
£10,500 altogether. This is a small increase on the original agreed budget. Within thi5 budget. we
will also be improving the outside lighting 50 that potential patients can see the clinic, enstjring
there are no elephants on the wayl We will also be improving the effectiveness of the elephant

st Francis Chapel, Katete
The roof is in h very sorry state. The beams holding up the roof are made of wood which over the
year5 the termltes have enjoyed. The beams no longer hold up the roof, moreover the roof is now
held down by the tree above it.
In Andrew's opinion, the following repair5 need to be carried out:
The existing roof joists need to be removed and replaced with more suitable material and then the
chapel can be reroofed, mostly using the existing corwgated iron sheets.
There is a crack over the archway in the vestry. This will need to be reconstructed.
There is a potential sinkhole beneath the main part of the church. We need io investgate this.
Looking at the possibility of relaying the floor with slate, I have found a source of slate
Andrevfs mother recently celebrated her 95 birthday. For this celebration, many people donated just
less than £5,000. Andrew requested permission to spend thi5 money in line with her request on
renovating the chapel. The trustees approved this expenijiture.
A larger church at st Francis
One of the problems facing St Franci5 Hospital is that the existing chapel is not large enough to
dter for the growing congregation. The former Bishop suEgested that we might consider building
a new church on the 'mission" site at St Francis. Andrew investigated the possibility of carrying
out this ￿quest and the cost of such a projert should be no more than £15,000. Prior to
constructing a new church, Andrew would pre*er to be able to talk to the new Bishop. Dennis
Milanzi to ensure that it is within his plans. The Trustees have agreed to spending up to £1S.000
in constructing a new church.
Andrew has since spoken to Bishop Dennis who is against building a new larger church at St
Francis 3$ a new parish church is planned at Omelomumba, at Katete shops, 4 kms distant.

Shortly after the plant was installed. oxygen was piped to the main theatre block, Bethlehem Ilabourl
and Mbusa Wabwino Ichildrensl wards. York (Gynae and ICUI. sin￿ then, the hospital has asked the
Friends of Saint Francis to pipe oxygen to St Augustine's Imale generall and St Monica's Ifemale
generall. This work is now ¢ornpleted.
Jessica suggested that it would be reasonable for the Frlends to provide the money to pipe oxygen to
all the remaining wards. This proposal was agreed by the Trustees. Oxygen is now piped to Mtjkasa
(female surgicall and will be piped to Kizito Imale surgicall shortly
Other Matters Andrew Cairns asked the Trustees to reconfirm that regular transfers made to St
Francis, Hospital that include Senior Staff Retention, Volunteer Doctors Stipends, Airfares lif
reouestedl and OVC funding, could be made without reference to the Trustees. All Trustees agreed
that this practice could continue.
The Trustees maintain close contact with St Francis, Hospita5. Andrew Cairns has Vlslted three times
the H05Pftal in the past year spending 6 weeks in January/February, 7 weeks in July/August and 9
weeks in September to December, at his own expense. No Charity funds were used for these visits.
Regular contact is also maintained throughout the year by Andrew Cairns with the Hospital via the
Senior Medical Superintendent and the Administration Managers.
Dr David Ebbs who worked at the hospital in the 19805 has taken over the role for ￿crU¢(lng overseas
