OBJEcfivES AND ACTIVITIES (continued)
The Trust was formed by a Deed dated 22 July 1982 for the benefit of poor persons, relief of sick persons
and for education purposes in the country of Zambia. For many years the Trust has Supported exclusively
the work of St Francis Hospital, Katete in Zambia and the Trustees intend to continue that 5UPPOrt for the
foreseeable future. With agrèement from the Trustees the charity has extended its actNities further afield
but still within the Eastern Province of Zambia.
The hospital, founded in 1948, is a general third level hospital with 540 beds. It is the largest church run
hospital in Zambia. Currently it supetvises a large number of patients with HIV on anti-retroviral therapy..
the funds for this are recelved through the Churches Health Association of Zambia. In piinciple, the hDSPltal
is funded by the Zambian Ministry of Health at a level of 75% of what it costs the government to run their
own hospitals. The government grant since September 2021 has become more reliable. The Zambian
medical and nursin8 staff are on the Government payroll. The shortfall must be found by the hospital. Some
funds raised in the UK are also used by the hospital to pay 'top up, allowances to certain senior Zambian
doctors who have chosen to work in a very rural area, 300 miles from the capital, where they would be able
to add to their income through private prartice. In addition, funds pay expatriate doctors who come up to a
vear on volunteer terms Ibasic £2LK)Imonth, with rent free accommodation). For those expatriate doctors
who havè been at the hospital for longer period5, their stipend is, with agreement from the Trustees,
increased.
Risk Management
The trustees have a duty to identify and review the risks to which the charitv Is exposed and to ensure
appropriate controls are in place to provide reasonable assurance against fraud and error.
The Trust holds a Current and Deposit account at the Royal Bank of Scotland for day to day transactions.
Trustee5 appointment
New trustees are appointed by agreement with the existing trustees. The current trustee5 are generally
from either a medical gr financial background and support the hospital. Trustees are inducted by the
existing trustees in the responsibilities requirements of a trustee. At the Trustees meeting in july 2023, Mrs
Eileen Hamilton and Mrs Faith Cairns offered their resignations. The remaining Trustees thanked them for
tireless work and many years of service. In their place, the Trustees appointed Mr Thomas Cairns and Mr
Muntanga Munkombwe. Thomas Cairns lives in England and is an IT consultant in the rail transportation
industry. He has been heavily involved in raising money for building, maintaining and manaEing the IT
system at St Francis over many years. Mr Muntanga Munkombwe is a Zambian national. His expertise is in
renewable energy, particularly solar. His wife, Dr Fwoloshi is one of Zambia's leading experts in tropical
diseases.
Public benefit, objertives and artlvltles
The Charity has given due reg8rd to public benefit when planning the charities activities, in accordance with
section G2 and G3 of the Charity Commission's General guidance on Public Benefit ljanuary 20081. The
paragraphs above and below set out the Charities activitles, èchievements and performance during the
year. which are directly related to the objects and purposes for which the charity exists.
Income
There is a steady income by way of donations from former staff and their relatives. Funds are also donated
by church groups and other charities in the UK and Germany. Increasingly more income is being generated
through soc&31 media.

Gift Aid
Gift Aid clairn5 were made quarterly durins the year. The latest Gift Aid claim was made on 15 December
2023 for £3,198.75. The claim was paid by HMRC on 20 December 2023.
Financial Review
During the yeai income was up on the previous year from £78.138 to £120,600. Charitable expenditure
increased from £60,409 to £97,539
Reserves
The Charity holds some restricted funds1£150,992 and £129.437 in 20221 and a General Reserve,1£1,561
and £55 in 20221 all reserves are in some way to be distributed to St Francis Hospital.
Comment and Activities
A Trustees Meeting was held on Saturday 22nd July 2023 by way of Microsoft Teams, originating from The
Hobbit. Overway. Donhead St Andrew. Near ShaftesbLtry, England. The main points discussed and agreed
during the meeting are as follows=
Draft accounts for the year ended December 2022 had been sent to all the Trustees prior to the
meeting and were approved.
During the year ending December 2023. there was an overall increase in donations over fund5 paid
out.
Senior Staff Retention and Volunteer Doctors - The cost for Senior Staff Reterstion and Volunteer
Doctors stipends was £24,450 for the year. The money arose from the Medical Fund.
AID Africa Nursing - Funds from AID Africa Nursing were used to support Sekelani TeTnbo and
Georgina Sundies, who have now completed their courses successfully. Due to the way the
employment and deployment system operates in Zambia, there is sometimes a delay between
graduation and the start of work. Both graduates are awaiting deployment. The third candidate was
Patricia Banda who graduated from Kasenegwa School with excellent results about four years ago,
since then she had been making doormats to support herself, earning an average income of
ZMW300 per month1£9.401, of this she had to pay ZMWI(K)1£3.151 rent. It is extremely difficLJlt to
live in Zambia on ZMW200 per Tnonth 1£6.251. With permission from AID Africa we are now
supporting her through her midwifery course which began in July 2023.

Orphans and Vulnerable Childrens Program IOVCI - The program was set up in the 1990's following
the onset and effect on children of HIV/AIDS. There were manv voung children who lost everyone who
might have been able to care for thèm. It has continued without a break for the last 32 years. Over this
period it Is estimated that we have been able to support about 40,000 children. giving them the
opportLJnity for a better life. Running the program was Emelia Mulenga who died in May 2023. Cynthia
Nyendwa was appointed as the new Focal Point Person to run the OVE program starting in July 2023.
Acording to the latest OVC annual report we are now supporting 790 orphans and/or vulnerable
children. Those of school age are supported from grade I to 12. Prior to her death Emelia ￿ported that
there was dissatisfartion among the volunteer guardians in the villages. Apparently many years ago an
expatriate had purchased bicycles for each of the guardians, this happened without Andrew Cairns
knowledge. To provide the guardians with some form of incentive we thought it would be appropriate
to buy them new bicycles on the understanding that these would not be replaced for at least seven
years. Permission was obtained from the Trustees to acquire 37 bicycles lone for each village) and it is
intended that they will be handed over to the guardians on 2024.
Tertlary Education is beyond the normal remit of the OVC program. Andrew Cairns has been able to
find outside donors who are prepared to pay for the training of doctors and nurses. We have a strict
procedure in place to vet suitable candidates:
al All candidates must have come through the OVC program.
bl Suitable candidates must have achieved 12 points or less at Grade 12 to be considered for
Re8j5tered Nursing/Midwifery sponsorship. They must have achieved 8 points or less to be considered
for Medicine. The Ministry of Education has a system of points awarded to students for their
achievements in the final exam5 at Grade 12. The fewer the points, the better.
cl All candidates must write a letter to us stating why they think that they should be considered for
sponsorship.
dl Nursing candidates must have been offered a place at the St Francis School of NLtrsing, or the
University of Zambia IUNZAI for Medicine.
el Each candidate will have an in-depth interview wlth the Senior Medical Superintendent at St Francis,
Hospital.
Currently we have two OVC students.. Florence Zulu and Isaat Banda who started Medicine in January
2022. We also agreed to support Peter Jailos Mwale for the second and third years of his Nurse
training. Peter is an amazingly well organised young man, after graduating from school and obtaining a
place at St Francis, School of Nursin& he found part-time jobs to raise the funds for his training. He
didn't realise just how much time his course would occupy him - he had hoped that he would be able to
fund it himself. Unfortunately, this turned out not to be the case and based on excellent report5 from
the Principal Nurse Tutor, a Sponsor was found for the remainder of his Nurse training. Andrew Cairns
keeps in contact with the students and reports to the benefactors regularly.
The Trust also sponsored Adamson Mw3n2a who graduated in 2023 as the top student of the year from
the University of Zambia. He is a longstanding member of staff at St Francis in charge of the Data
Processing Department. He gained a Bsc in Data Processing. An outside donor has come forward with a
pledgè to donate £75,000 to be invested in a fund designèd to provide 100% sponsorships for the
training of Registered Nurselmidwives arising from the OVC program, in perpetuity. It is thought that
the funds w511 become available in 2024.

Expansion of Solar Capacity - Following the Reunion for former staff and benefactors held in Poole in
November 2023, a potential donor has come forward with a pledge to donate an initial £75,000 with
the possibility of an additional £50,￿0 to enlarge the existing solar plant at St Francis, Hospital.
Andrew Cairns is in discussion with the donor and it is hoped that the funds may become available
during 2024. The existing Solar system which was donated using funds raised by the Friends of St
Francis, was installed in 2021. It is currently providing 27% of the Hospital's èntire power requirement.
It is thought that the additional equipment will Inc￿aSe the energy from So13r power to about 60% of
Hospltal's needs. Other donors have come forward with smaller donations for Solar. It is planned that
the funds will be used to acquire additional batteries for nighttime use. The 2023 rainfall in Zambia was
very poor. It is extremely likely that the power derived from hydroelectricity (the country's main power
source) will be insufficient countrywide. Increasing the Hospital'5 Solar capacity will have an
enormously beneficial effert c>n its ability to provide good patient care. It is thought that the existing
Solar Plant at St Francis, èlready has a higher output than that at any other hospital in Zambia.
st Luke's Clinic Msoro- St Luke's at Msoro was affiliated to St Francis. Hospital in the past. The Anglican
Cathedral is based there. It is for this reason that we have maintained a close association. During 2023,
the Trust provided funds to replace the underground piping between the reserve water tank$ and the
clinic. This work has now been completed and for the first time in many year5, the clinic has fresh. clean
water under very good pressure. The Trust also provided funds to install basins for hand washing and
bathing small children in the Children's ward. This project has now alsts been completed. During 2023,
Andrew Cairns noticed that the expertant mothers who come to the clinic up to a week before their
babies were duè, had to walk about 500 m to relieve themselves. It was agreed that we should provide
funds to build a small extension onto their accommodation, reducing this walk to about 5 m. This
project is in progress and should be completed during 2024.
St Frantis. Primary School, Msoro- St Francis. Primary School is considered by Zambian standards to be
quite small, educating slightly more than 600 children. The main building was constructed in the 1930s
and for the last few years has been showing signs of decay. Also, the Zambian Department for
Education had condemned the building. Following an appeal in 2023 to rebtjild the main school
bLJildlng, which was a two classroom three office block, measuring 31 m x 9 m, we raised the funds to
rèbuild. The estimated c05t of the entire rebuild was about £iO,I)00. It is experted that the structure
that is now a three classroom orbe office block will be ready for handover by the beginning of August
2024.

Malama Clinic - Malama Clinic is located 65 km south west of Mfuwe in an extremely remote part of
Zambia. During the rainy season, the area is virtually inaccessible. unle$5 one is prepared to traverse
flooded rivers infested with crocodiles. At this time, a bicycle is the most efficient mode of transport. It
is in a Game Management Area, so apart from crocodiles, there are many other wild animals to
contend with. In November 2022. Andrew Cairns met the village leaders who wère appealing for 4 beds
for their new maternity block. The beds were donated by St Francis, Hospital in May 2023. Later the
same month, Andrew Cairns visited the clinic. On arrival, Chief Malama expressed his sincere gratitude
by arranging the local women to dance Songwe. Andrew was dismayed to note that the clinic did not
have any power whatsoever, but neither did it have any running water. In August 2023, we replaced
the hand operated borehole with a solar pump, installed a 10,000 L tank set 4 m high and installed
hand baslns to each room in the clinic. It is hoped that if we can raise additional funds, we will be able
to install solar lighting at a cost of about £6,300 in 2024. Currently, the community health worker there,
dellvers babies holding a torch in one hand whilst delivering the baby with the other hand.
Other Matters - Andrew Cairns asked the Trustees at the Trustees meeting to reconfirm that regular
transfers made to St Francis, Hospital that include Senior Staff Retention, Volunteer Dortors Stipends,
Airfares lif requestedl and OVC funding, could be made without reference to the Trustees. All Trustees
agreed that this prartice could continue. The Trustees maintain close contzct with St Francis, Hospital.
Andrew Cairns has vislted twice the Hospital in the past yèar spending 5 wèèks in April/May and 8
weeks in July/August/September, at his own expense. Nts Charity funds were used for these visits.
Regular contact is a150 maintained throughout the year by Andrew Cairns with the Hospital via the
Senior Medical Superintendent and the Administration Managers. He has now also taken over the role
for recruiting overseas staff.

I report on the accounts for the year ended 31 December 2023 set out on pages 9 to 15.

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider
that an audit is not required for this year under Settion 144 of the Charities Act 2011 and that an
independent examination is required.
It is my responsibility to:
examine the accounts under Section 145 of the Charities Act 2011
to follow the procedures laid down in the General Directions given by the Charity Commission
(under Section 14515llbl of the charitie5 Act),. and
to state whether particular matters have come to my attention.
Basis of the independent examiner's report
My examination was carried out in accordance with the General Directions gSven by the Charity
Commission. An examination includes a review of the accounting records kept by the charity and a
comparison of the accounts presented with those records. It a150 includes consideration of any unusual
items or disclosures in the accounts, and seeking explanations from you as trustees Con￿rning any such
matters. The procedures undertaken do not provide all the evidence that would be required in an avdit,
and consequently no opinion is given as to whether the accounts present a 'true and fair view ' and the
report is limited to those matters set out in the statements below.

In connertion with my examination, no matter has come to my attention..
which gives me reasonable cause to believe that, in any material respect, the requirements
to keep accounting records in accordance with Sertion 130 of the Charities Act- and

ACCOUNTING POLICIES
Accounting Convention
The financial statements have been prepared under the historical cost convention, and in
accordance with the Charities Act 2011 and the requirements of the Statement of Recommended
Practice 2019, IFRS 102 IA) Accountir)g and Reporting by Charities.
The financial statements have been prepared on the going concern basis as there is no material
uncertainties abtsut the Charit￿5 ability to continue.
Presentation currency is Pounds Sterling.
Incoming Resources
All incoming resources are included on the Statement of Financial Artivities when the charity is
lesally entitled to the income and the amount can be quantified with reasonable accuracv.
Resources Expended
Expenditure is accounted for on an accruals basis and has been classified under headings that
aggregate all cost related to the category. Where costs cannot be directly attributed to particular
headings they have been allocated to activities on a basis consistent with the use of resources.
Taxatlon
The charity is exempt from tax on its charitable act¢vities.
Fund A¢¢ounting
Unrestricted funds can be used in accordance with the charitable objertives at the discretion of the
trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity-
Restrictions arise when specified by the donor or when funds are raised for particular restricted
purposes.

FUNDS {continuedl
The restricted funds are held for the following purposes:
Vocational Training Fund: is used for vocational training of members of staff at Saint Francis Hospital
Medical Fund.. Is used primarily to pay top up salaries for senior members of staff at the hospital. These top
ups go some way towards matching the income that these members of staff would otherwise receive if they
were to work In the city. In addition funds are used to pay the salaries of expatriate overseas doctors.
Depending on how long the overseas doctors are prepared to go to the hospital, the fund will also pay for
part of their airfare.
Aids Orphans- the fund pays for the maintenance, upkeep, counselling. transport Costs and school fees.
Currently we are looking after approximately 1,500 children.
SFH Projects '. for one off special projects
OVC Christian Aware .' are used for the maintenance, upkeep, counsellin& transport costs and school fees.
St Luk¥s Msoro .' to assist the St Luke's Clinic with various projects.
Aids Nurse . donated from the AIDS Africa Nursing charity to be used to train registered nurses from our OVC
programme.
