Description of the charitys trusts
The Group's goveming documents are those of the Scout Association.
They consist of a Royal Charter. which in tum gives authority to the Bye
Laws of the Association and The Policy. Organisation and rules of the
Scout Association.
The group is a trust established under its rules which are common to all
Scouts.

The trustees are appointed in accordan￿ with the Policy, Organisation
Rules of the Scout Association.
Additional governance issues (Optional infomiation)
The group is managed by the Group Exe￿live Committee, the members
of which are the 'Charity Trustees, of the Scout Group which is an
educational charity. As charity trustees they are responsible for complying
with legislation applicable to charities. This indudes the registration,
keeping proper accounts and making retums to the Charity commission as
appropriate.

The committ88 consists of 3 independent representatives.. Chair,
Secretary and Treasurer together with the Group Scout leaders (if opted to
take on the responsibilty) and parents representation and meets every
two months.
Members of the Executtve Committee Complete 'Essential Infomation for
the Executive Committee, training within the first 5 months of joining the
committee.
This Group Commrttee exists to support the Group S￿ut Leader in
meeting the responsibilrties of the appointrnents and is responsible for..

Risk and Internal Control
TAR

The Group Executive Committee have identified the major risks to which
they believe the Group is exposed, these have been reviewed and
systems have been established to mitigate against them. The main areas
of concem that have been identtfied are:
Damage to the building, property and equipment. The Group would
request the use of buildings, property and equipment from neighbouring
organisations such as the Church. community Centre and other Scout
Groups. Similar reciprocal arrangements exist with these organisations.
The Group has SLrfficient buildings and contents Insuran￿ in place to
M￿gate against permanent loss.
Injury to Leaders, helpers. supporters and members. The Group through
Capiiation fees contributes to the Scout Assc¢iations national accident
insurance policy. Risk assessments are undertaken on all activities.
Reduced income from fundraising. The Group is primary reliant on income
from subscnptions and fundraising. The Group does hold a reserve to
ensure the continuity of activibes should there a major reduction in
income. The Committee could raise the value of subscriptions to increase
the income to the group on an ongoing basis, either temporarily or
permanently.
Reduction or loss of leaders. The group is totally reliant upon volunteers to
run and administer the activtiies of the group. If there was a reduction in
the number of leaders to an unacceptable level in a particular section or
the group as a whole then these would have to be contraction.

closure of the Group.
Reduction or loss of members. The Group provides activities for all young
people aged 6 years to 14 years and six months. If these was a reduction
in membership in a partiGular section or the group as a whole then these
would have to be contraction. consolidation or closure of a section. In the
worse case scenario the Gompiete closure of the group.

The group has in place systems of intemal controls that are deS￿ned to
provide reasonable assurance against material mtsmanagement or105S,
these include 2 signatories for all payments and a comprehensive
insurance
li¢ies to ensure that insurable risks are covered.

COVID-19 has F#wd signtfirArrt issues for the Scout Group as a whole.
As a collective group we have been able to offer section activities through
the Zoom media function and vthen perynitted, with robust Risk
Assessments offer activEb"es to continue the ongoing support and learning
of our members.

Reserves Policy
Brief statement of the
charity's policy on reserves
The Group's polity on ￿ServeS is to hokl sufficient resour￿ to continue
the charitable activities of the group should income and fundraising

group should hold a sum equivalent to 12 months running costs, circa

The Group held reserves of approximately £45,000 against this year end.
This is above the level required for operating expenses and is wholly due
