AREA OF BENEFIT MEANS AND INCLUDES THE WHOLE EXTENT OF THE ADMINISTRATIVE COUNTIES OF KENT, SURREY, EAST SUSSEX AND WEST SUSSEX AND SUCH PARTS OF THE AREAS OF THE LONDON BOROUGHS AS LIE TO THE SOUTH OF THE RIVER THAMES.
