Chair of Trustee’s report:

The Roland Philipps Fund for Scouts is a Trust arising from the sale of the Roland House Scout Centre, London E1, according to wishes of the Right Honourable Roland E. Philipps MC in his last Will and Testament to be a vehicle for the support and promotion of Scouting in East London Scout District.

The Trust continues to provide a Headquarters building and provide financial support to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.

Roland was one of Scouting’s most influential volunteers supporting thousands of disadvantaged young people across East London from 1912. He wrote training and inspiring books, establishing standards of excellence encouraging young people to build new skills and practice leadership.

One of his quotes when speaking about the young people in the area was: ‘’enthusiasm should roar like the north wind, and froth and bubble like Niagara Falls’’

The trustee’s continue to keep his vision alive by:

We now have three Scout Groups, a nursery and a variety of community groups operating from the centre.

Our thanks also to our unpaid volunteer centre manager Carl and team who keep the building in excellent condition.

Approved by the Trustees on the 5[th] September 2024 and signed on their behalf by Kevin Bridge, East London District Commissioner (Lead Volunteer).

Independent examiner’s report to the trustees of The Roland Philipps Fund for Scouts

I report to the trustees on my examination of the accounts of The Roland Philipps Fund for Scouts for the year ended 31[st] December 2023.

Responsibilities and basis of report

As the charity trustees of The Roland Philipps Fund for Scouts you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of The Roland Philipps Fund for Scouts accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of The Roland Philipps Fund for Scouts as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
