Chair of Trustee’s report:
The Roland Philipps Fund for Scouts is a Trust arising from the sale of the Roland House Scout Centre, London E1, according to wishes of the Right Honourable Roland E. Philipps in his last Will and Testament to be a vehicle for the support and promotion of Scouting in East London Scout District. The Trust continues to provide a Headquarters building and provide financial support to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.
Roland was one of Scouting’s most influential volunteers supporting thousands of disadvantaged young people across East London from 1912. He wrote training and inspiring books, establishing standards of excellence encouraging young people to build new skills and practice leadership.
One of his quotes when speaking about the young people in the area was ‘’enthusiasm should roar like the north wind, and froth and bubble like Niagara Falls’’
The trustee’s continue to keep his vision alive by:

Improving facilities at the Roland Philipps Scout Centre to support greater use by Scouting, making it more accessible, and enabling more community groups to provide a range of help and support for residents across the East End.

Supporting young people to shape their own Scouting experience by funding leadership events

Providing a facility to deliver a variety of training course and learning experiences
2020 has been a challenging year due to the impact of the global Covid-19 pandemic. Lettings to hall users reduced due to Government restrictions on face to face meetings, which is reflected in our drop in hall hire income.
The Trustees reviewed the operating costs of our principle asset The Roland Philipps Scout Centre in Copley Street Stepney and have made major savings in Business rates (from £3041 to £634) Building insurance (from £3043 to £1441) and Utilities (£15,579 to £8,047).
Thank you to The Community Foundation for their donation of £4,600 and a Government Covid Retail, Hospitality and Leisure Grant of £10,000 distributed via Tower Hamlets Council which has supported us financially during the period and enabled us to make significant improvements to the Roland Philipps Scout Centre making it more welcoming to our community when they return to face to face meetings when it is safe to do so.
These improvements include new lighting, flooring, redecoration, external branding, freezer, fridge, vacuum cleaner, television to enable online meetings, archery and target shooting equipment. Our thanks to our unpaid volunteer centre manager Carl and our team of volunteers who keep the building in excellent condition. Additional improvements are scheduled in 2021.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF THE ROLAND PHILIPPS FUND FOR SCOUTS
I report on the accounts for the year ended 31st December 2020 which are set out on pages 3 and 4.
Respective responsibilities of Trustees and Examiner
As the charity's trustees you are responsible for the preparation of the accounts; you consider that the audit requirement of Section 43(2) of the Charities Act 1993 (the Act) does not apply. It is my responsibility to state, on the basis of procedures specified in the General Directions given by the Charity Commissioners under Section 43(7) (b) of the Act, whether particular matters have come to my attention.
Basis of examiner's report
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the ·accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
Independent Examiner's statement
In connection with my examination, no matter has come to my attention:

which gives me reasonable cause to believe that i n any material respect the requirements

to keep accounting records in accordance with Section 41 of the Act and

to prepare accounts which accord with the accounting records and

to comply with the accounting requirements of the Act have not been met, or

to which, in my opinion , attention should be drawn in order to enable a proper understanding of the accounts to be reached, or

which gives me reasonable cause to believe that in any material respect the accounting rules of the District's constitution have not been met.
